Subject: Request for a meeting with the representatives of the Associations for discussion of the issues with regard to the matters concerning with the employees.
Sir,
It has been reported by our units and Branches concerned that the administration of your office has been unnecessarily harassing the employees and officers. They are persistently issuing threats to the employees through social media. The administration has been serving unlawful memo in a bulk form to the employees on baseless charges as well as on unsubstantiated allegations.
Further, your administration has transferred one of the Accountants from Delhi to Chennai arbitrarily without even giving him any opportunity to explain his difficulty. The representation submitted by him was also not taken into consideration. After his arrival to Chennai, the Civil Administration of Chennai has ordered him to remain quarantined for 14days and his virtual joining report has not also been accepted by the local administration of Chennai. Outstation transfers of non-gazetted employees without any valid ground being totally against the cadre interests, the Associations are opposed to such transfers.
Apart from these, your administration has sent a false membership verification report in respect of the membership strength of the All India Civil Accounts Employees Association Category- II to the office the Controller General of Accounts and in spite of repeated requests to your administration both verbally and writing, it did not send a corrected membership verification report to the office of the Controller General Accounts till date.
Your administration is not deducting the membership subscription of a large section of the members the Associations and remitting the accumulated amount to the Associations concerned, which is gross violation of the provisions of CCS (RSA) Rules, 1993 and the instruction of DOP&T and the Controller General of Accounts.
We therefore, request you to kindly convene a meeting urgently with the Delhi based representatives of our Association for settlement of the issues referred in this letter across the table through mutual discussion.
