No. NFCAA/HQ/A-1/Cir-4/2017                                                                                        Dated: 08.03.2017

To,
            All Federal Executive Members,
            All Women Committee Members,
All Branch Secretaries of AICAEA & AICAEA Cat- II

Dear Comrades,
WE CONGRATULATE YOU ALL FOR MAKING THE “BLACK DAY” ON 6TH MARCH, 2017 A GRAND SUCCESS THROUGH YOUR PARTICIPATION.
According to the reports received so far through sms and whatsap etc., the observance of Black Day on 6th March 2017 in the Civil Accounts organizations was very successful and effective. IN North East, West Bengal, Telengana & Andhra Pradesh, Karnataka, Tamilnadu & Pondicherry, Kerala, Maharashtra (Mumbai, Nasik and Nagpur), Gujarat, Madhya Pradesh, Rajasthan and Delhi large numbers of members wore Black Badges, held lunch hour meetings and demonstrations to record their protest.
Therefore, the programme was a grand success and the National Federation of Civil Accounts Associations (NFCAA) congratulates all members who have participated in the programme and made it a success.

MAKE THE STRIKE ON 16TH MARCH 2017 A GRAND SUCCESS
In pursuance of the direction of Confederation of Central Government Employees & Workers, the Central Headquarters of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II had served the strike notice on 28th December, 2016 for one day strike on 15th February, 2017.
Due to announcement of state elections in various states during February and March 2017, the Confederation had decided to defer the strike on 16th March 2017. Accordingly, the Central Headquarters of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II have served the revised notice jointly on 1st February, 2017.
The campaign for the strike is in its peak. According to the feedback received by the NFCAA headquarters, the preparation for strike in Civil Accounts is very good throughout the country.
Therefore, we appeal upon all members, units and Branch to make the strike a stupendous success .
In response to the strike notice served by the Confederation, the Cabinet Secretariat vide I.D. No:- 2013/1/1/2017-CA.IV dated 8th February, 2017 forwarded the strike notice to Secretary, DOPT for further necessary action. The DOPT vide No:- 3/1/2016-JCA dated 17.02.2017 directed all Ministries concerned to take appropriate action top resolve the grievances of the Central Government Employees’ . We are annexing these documents for your information. Though, CGA office has issued a threatening letter against the strike notice served by us, but it should be ignored on the ground that the Government is on the effort of resolving the issues referred by the Confederation and under this back ground ,  the vindictive approach of CGA would be ineffective.
We therefore, appeal upon all of you to participate in the strike by setting aside the orders issued by CGA. It should also be kept in our mind that, unless we show our unity in the strike action of 16th March 2017, our pending demands in support of which we have been fighting from the platform of Co-ordination Committee of Civil Accounts Employees and Officers Associations shall not be taken care of by our authorities.

SERVE STRIKE INTIMATION TO LOCAL HELD OF OFFICE/DEPARTMENT
ON 9TH MARCH – 2017
Like earlier occasions, all Branches are requested to serve the intimation of strike jointly to all heads of offices and Departments of their respective jurisdictions on 9th March, 2017. The draft of the letter to be issued is annexed to this circular.
With warm greetings,

(V. Bhattacharjee)
Secretary General
