Accounts Organization–non-settlement reg.
Sir,
We
would like to draw your kind attention to our letter No. COC/CA/2019/Corr- 10
dated 01.07.2019 addressed to the Additional Controller General of Accounts on
the above mentioned subject (copy enclosed) and inform you the following facts
for your kind consideration.
The minutes of the meetings held on 10th April, 2019 and 24th
June, 2019 on 21 items of agenda discussed between the
official side and the representatives of this Co-ordination Committee under the Chairpersonship
of the Additional Controller General of Accounts have not issued by the Official Side of your office till date.
It was assured by the
official side that the proposal for 1st Cadre Review of Group B
& C cadres of Civil Accounts Organization shall be forwarded with
recommendation of Controller General of Accounts to the Department of Expenditure
before 30th April, 2019. Further, through the process of Cadre
Review, the long pending issues of upgradations of Sr.AO to Group A, LDC to pay
level 4, Accountant to pay level 6, Sr. Accountant to pay level 7, Secretarial
cadres to CSSS pattern, merger of DEO as
Accountant and raising the promotional quota for MTS to the extent of 30% shall be ensured. These apart, the decision on the new pattern
of AAO (Civil) Examination with eight papers and with the facilities of
exemption from old to new pattern shall be taken and introduced immediately.
The issue of Grant of Group A status to Sr. AO shall be effectively perused
with the Govt. and the Association concerned shall be kept updated about the
same by the official side.Recognition to AICAEA CAT-II having nearly 21%membership
shall be accorded after the completing the few simple formalities left out. The
issue of grant of Rs. 5400 in PB2 (Pay level-9) to AAOs with effect from
01-01-2006 shall be perused by the CGA office with the Government
effectively.Accommodation and furniture to AIAPAO (Civil) & AICAEA shall be
provided at the earliest.Pendency in the matter of granting promotion to Sr.
Accountant as AAOs under 10% promotion quota shall be settled in consultation
with the Department of Expenditure and process of granting adhoc promotion
shall be streamlined.All training institutes (INGAF) shall be upgraded and all
categories of employees and officers shall be imparted trainings regularly.
Adequate measures to protect the officers and employees
from becoming the victims of cyber-crime shall be taken.
But the assurances have not
been honoured by the official side and this Co-ordination Committee is astonished
to observe that the officers concerned of CGA office who are responsible to
initiate the move for executing the decisions given by the senior officers of
the level of Addl. CGA and Jt. CGA in the official meetings are not caring for
communicating the decisions even.
The Co-ordination Committee
has further observed that, in addition to lower level authorities of CGA
office, some of the Civil Accounts authorities like CCA, Agriculture, CCA,
Steel & Mines, PCCA, CBIC and PCCA, MHA have also been contributing for
vitiating existing congenial atmosphere by initiating vindictive actions
against the representatives of Associations in the form of vindictive transfers
and departmental actions etc. ignoring the DOPT and CGA instructions.
Under the above situations,
the members of the Associations functioning under this Co-ordination committee
being totally disappointed, the Co-ordination Committee has perforce decided
and directed its state/station/ regional level committees to observe Protest
Day on 12th July 2019 throughout the country by holding protest
meetings during lunch hour. The committee of Delhi state shall organise the
meeting in front of your office.
