Dear Comrades/Friends,
CADRE REVIEW OF GROUP B AND C POSTS OF CCAS
You have already been informed that the office of the
Controller General of Accounts has forwarded the proposal for the 1st
Cadre Review of the Group B & C cadres of Civil Accounts Organisation on
30th July 2019 to the Secretary, Department of Expenditure, Ministry of Finance
with the recommendations of Controller General of Accounts. From then onwards,
we have been demanding to provide us a
copy of the recommendations as stakeholders.
But the authorities have not responded so far. However, the Internal Cadre
Review Committee has informally provided the highlights of the recommendations
and accordingly, following are being informed herewith.

1. MULTI TASKING STAFF:
Enhancement of promotion avenues of MTS (level-I) by increasing
quota of seniority:- It is proposed that the mode of
promotion by seniority be increased from existing 5% to 15%, 10% to 15% by
Limited Department Examination and rest 70% by Direct Recruitment. This will
increase the promotional avenues for the present incumbents of the posts of
MTS.
2. LOWER DIVISION CLERKS/ ACCOUNTS
ASSISTANT:
Up-gradation of post of LDC (level-2)
as accounts Assistant in level 4 and merger of posts of data entry operators
with proposed post of Accounts Assistant.
3. SENIOR ACCOUNTANT:
Placement of Senior Accountants in Pay Level-7
(Grade Pay 4600) instead of Pay Level 6 (Grade Pay 4200).
4. COMPUTER OPERATOR :
Merger of posts of computer operator
with posts of Senior Accountant and placing in Pay Level-7(Grade Pay 4600).
5. SUPERVISOR (ACCOUNTS)
Conversion of 10% Posts of AAOs
(Level 8) into posts of supervisor (Accounts) Pay Level 8/9.
6. ACCOUNTS OFFICERS/SENIOR ACCOUNTS
OFFICER /DD (ACCOUNTS) :
Restructuring of posts of Accounts
officers/Senior Accounts Officer: The combined strength of AOs/Sr. AOs be
increased from 997 to 1128 along with new post of Dy. Director (Accounts). Out
of 1128 posts, 67 posts will be of DD (Accounts) in pay level 12, 338 posts
will be Sr. AOs in pay level 11 and 723 posts will be AOs in pay level 10.
7. RESTRUCTURING CADRE OF STENOGRAPHERS:
Proposed posts of PPS (Level 11) will be 3,
Sr.PS(level 10) 6,PS (Level 8/9)35,Steno-I (level 6)52, Steno - Gr.D (III)
(level 4) 84 Total posts will be 180.
FINANCIAL IMPLICATIONS
Total financial implication on the above proposals including
creation/surrender and upgradation of posts will result in additional annual
expenditure of Rs. 12.99 crore.
