MINUTES
1.
Supplying copies of Recommendation of the proposal for 1st Cadre Review of Group B&C officers and employees to the Department of Expenditure to stake holder Associations and forwarding of supplementary proposals after rectification of following faulty recommendations as requested by the staff side in the meetings held on 10th April, 24th June and 16th August 2019:-
(a) Placing the cadre of Accountant and Sr. Accountant to pay levels 6 and 7 of pay levels of the pay matrix respectively in place of existing proposal of level 5 and 7
              and
(b)   Merger of the cadre of Data Entry operators Grade “A” to Accountants instead of proposed cadre of “Accounts Assistant”.

Official side stated that, Recommendations have been forwarded to DoE. But the document being a classified document (according to CGA office) would not be endorsed to Associations. However, highlights of the recommendations shall be made available to the Associations informally. 





(a) Not agreed to consider. In the event of receiving back the file from DOE with any quaries, matter shall be reviewed.



(b) In spite of pointing out the specific recommendations of Pr. CCA, CBIC for conversion of DEO as Accountant by the staff side, official side did not agree to consider the matter. Instead, the chairman directed the official   side to collect the age profile, E.Q. and type of work being done by the employees in order to take a decision on this issue.

Regarding ratio for grant of upgraded to status to the AO/Sr. AO, staff side also pointed out that, assurances given by the Chairman in the initial meeting has not been recommended to DOE.
Chairman stated that, in the event of receiving back the file from DOE with any quaries, matter shall be reviewed.
2.
Restoration of AAO (Civil) Examination system discontinued since last two years - implementation of the new pattern of examination and continuation of exemptions acquired by the candidates in the old pattern of examination – consideration of proposals given by the AICAEA in writing and in the meetings of 17th August 2018, 10th April 2019, 24th June 2019  and 16th August 2019.
Online examination on new syllabus shall only be there.
The examination shall tentatively be conducted in January 2020.
A formal Communication in this regard shall be given to the Association concerned.
3.
Grant of recognition to the All India Civil Accounts Employees Association Category II being the second major Association in terms of the provisions of CCS (RSA) 1993 enjoying the confidence of more than 21% AAOs.
Official side informed that, the matter is under active consideration and it has been formally communicated to the Association concerned.
4.
Appropriate action against the DDOs and the nodal authorities for non-compliance of provisions CCS (RSA) Rule, 1993 and the instructions of Controller General of Accounts regarding deduction and remittance of Membership Subscription of the Associations. 
Official side agreed that necessary instructions shall be issued to all concerned.
5.
Extension of basic functioning facilities to all recognized service associations as per G.O.I. and J.C.M. norms –
(a)    Provision of furnished official accommodations as agreed in the meeting of 10th April 2019.







(b)    Stoppage of vindictive transfers of office bearers of the Associations  by the Pr. CCA, MHA in Delhi and Kolkata in    violation of DOP&T guidelines
and
(c)    Allocation of due numbers of seats as per norm in the J.C.M. (National Council) and the J.C.M. (Departmental Council) to A.I.C.A.E.A. in particular.





(a) Shall be considered as per rule provisions pointed out by the Staff side. Regarding AICAEA, the CA, and PPG&P, Loknayak Bhawan, New Delhi shall be requested by the CGA office to provide furniture in the existing accommodation provided. As regards, AICAPAO (Civil), follow-up action for providing accommodation in Jamnagar House Complex, Delhi shall be taken by CGA office.



(b) Association concerned may forward a letter with details of the cases and seek a discussion on this with the PCCA, MHA also.



(c)  CGA Office shall forward the requests to DOE with its recommendations
6.
Taking follow-up actions in pursuance of the assurances offered in the meetings of 10th April 2019 and 16th August 2019 regarding Grant of Group “A” status to the Sr. Accounts officers as their counterpart working in IA&AD has already been extended the same.
Already settled. Orders under issue.

Settlement of all pending compassionate appointment cases and PAO, Commerce Kolkata in particular against which assurances of intervention was given in the meeting of 24th June 19,  .

The case pending with PAO, Commerce, Kolkata shall be looked into on priority basis.

Circular asking all heads of the departments to settle the compassionate appointment cases by offering of appointments against 5% vacancies shall be issued. 
20.
Filing up of vacant posts under direct recruitment Quota from the SSC and withdrawal the circular issued by PCCA, CBDT inviting UDCs and LDCs of various subordinate departments to work as Accountants on deputation basis.
No absorption shall be there. Staff side demanded that adhoc promotions eligible persons to next grade should be the priority before taking persons on deputation.
21.
Filing up of vacant posts under direct recruitment Quota from the SSC and withdrawal the circular issued by PCCA, CBDT inviting UDCs and LDCs of various subordinate departments to work as Accountants on deputation basis.

Shall be considered after the vacancy position improves.

DUE TO PAUCITY OF TIME WITH CHAIRMAN, IT HAS BEEN STATED THAT LEFT OUT ITEMS SHALL BE DISCUSSED IN THE NEXT MEETING AND THE DATE OF WHICH SHALL BE INFORMED.
