CONGRATULATIONS
At the very outset the Co-ordination Committee of Civil
Accounts Employees & Officers Associations congratulates all Senior
Accounts Officers of Civil Accounts Organization for their elevation as Group-A
Officers. It is a major achievement of united struggle. It has been once again
established that unity and struggle are path for achievement of the demands.
OBSERVE DEMANDS DAY ON 21ST
NOVEMBER 2019
Officers and Employees of Civil Account Organization are
yet to achieve many more demands pending
with the Government and the Controller General of Accounts. A meeting with the
representatives of the Co-ordination Committee was convened by the present
Controller General of Accounts on 30th October 2019. Out of 23(twenty
three) items, only 9(nine) items had been discussed in that meeting. The
highlights of the meeting were circulated vide COC Circular No.
COC/CA/2019/Circular-12 dated 31.10.2019.
The COC of Civil Accounts had met on 30th October
2019 after the meeting with the Controller General of Accounts and reviewed the
outcome of the meeting. Due to prevailing situation on account of the lethargic
attitude of the authorities on vital issues, the meeting decided to approach
the CGA to resolve those vide letter No:-COC/CA/2019/Corr-19
dated 01.11.2019. The COC, in its letter has also
requested Controller General of Accounts to convene the meeting with the COC
representatives preferably on either on 8th or 13th
November, 2019 for discussion on remaining items
(copy annexed).
The meeting of the COC further decided that, even if the
meeting is convened by Controller General of Accounts on the suggested date,
the COC shall observe Demands day on 21st November, 2019 throughout
the country demanding settlement of the pending demands.
DEMANDS
DAY: JOINT LUNCH HOUR MEETING AND FORWARDING OF RESOLUTION
19th or 20th November, 2019 : OFFICE LEVEL PLEDGE MEETING
There shall be office wise PLEDGE meetings either on 19th
or 20th November 2019 according to the convenience of local
leaders in which all members shall take the pledge of participating in the
centralized lunch hour meeting on 21st November, 2019 at the place
decided by the local COCs. This meeting shall be presided over by the AO or
Senior AO or the senior most member of the Office.
Specific directives by the Central Headquarters of AICAEA,
AICAEA CAT-II and AIAPAO (Civil) shall be issued to their Branches and Units to
ensure unity and cent percent participation. The text of the pledge shall be circulated
through subsequent circular.
21st November, 2019: JOINT DEMONSTRATION AT A
CENTRAL PLACE
There shall be a centralized lunch hour demonstration under
the auspices of the
State/Regional/Branch level COCs on 21st November 2019. The venue shall be decided according to the local
convenience.
The enclosed resolution shall be adopted and forwarded to
all concerned.

Subject: - Discussion and
Settlement of 23 Point Charter of Demands – request regarding.
Sir,
We the undersigned have been directed to
bring it to your kind information that, the meeting of this Co-ordination
Committee held in the late evening of 30th October, 2019 has
reviewed the outcome of the meeting held on 30th October, 2019
between the official side of the office of Controller General of Accounts and
the representatives of Associations functioning under the united platform of
this Co-ordination Committee of Civil Accounts Employees and Officers
Associations.
The meeting was thankful to observe that,
due to positive approach of the authorities, the cadre of Sr. AO has been
elevated as Group-A officers. Further, favorable action has been taken to grant
recognition to All India Civil Accounts Employees Association Category-II and
positive response has been given to the requests of granting basic functioning
facilities to Associations with regard to providing accommodation, furniture,
legitimately due seats in the Departmental and National Council (JCM) and
compassionate appointments etc. The meeting, therefore, offered it’s thanks to
the Civil Accounts authorities.
But the meeting also noted disappointingly that the vital issue of 1st Cadre Review of Group B & C officers
and employees has not made any progress after 30th July, 2019. The
authorities of the office of the Controller General of Accounts have not been
taking any action on this matter and the lower level cadres of Accountant
and Data Entry Operators have not been given a fair treatment.They have been
denied placement in the justified level i.e. pay level 6 of pay matrix while
recommending the Cadre Review proposal to the Department of Expenditure.
The AAO (Civil) Examination system being
another important aspect, the meeting while reviewing its status has observed
that the system has virtually collapsed. During last five years the examination
was conducted only for one occasion in the years 2017 and as a result of this,
a serious backlog has been generated. No eligible candidate could be able
to appear in the examinations and this condition has been causing serious
damage to their career prospects. On the other side, while the candidates cleared 8 papers of old pattern
of AAO(Civil) Examination have become Sr. AO, their batch mates, who cleared
up to 7 (seven) papers till the supplementary examination held in 2018 in
isolation, are suffering from the threat of forfeiture of the credit of
clearing less than 8 papers by them. These apart, nearly a thousand of the
Group–B (both non-gazetted and gazetted) and C officers and Employees are
suffering from the problem of chain linked damage to their career advancements.
Due to non-filling of more than 500 (five hundred) posts at the level of AAO
through the procedures of AAO (Civil) examinations and promotions under 10%
promotion quota, 500 vacant posts are not becoming available at the level of
Sr. Acctt/Acctt, PA/ Sr. PA, LDCs and MTS etc. in which the immediate lower
grade officials could get their overdue promotions. Moreover, existing AAOs
have been barred from applying for deputation to other organizations which has
become a very serious impediment towards their effort for career prospects. As
such, nearly 1(one) thousand Civil Accounts Employees of various categories and
lower categories in specific have been confronting a situation of denial to
their legitimately due promotions and opportunities for career advancements.
The meeting, therefore, directed us to
request you to kindly appreciate the gravity of the situations discussed in the
preceding paras of this letter and ensure that the AAO (Civil) Examination is
conducted in January 2020 as has been assured by you as the Chairman in the
meeting of 30th October, 2019.
The meeting also observed that, only 9
(nine) out of 23 items could be discussed in the meeting of 30th
October 2019 and all other important issues had been left undiscussed and
thereby remaining unsettled.
The meeting of the Co-ordination Committee therefore, directed
us to request you to convene the meeting on the remaining item in the first
week of November 2019 preferably on 8th or 12th November
2019 so that those could be discussed and settled mutually across the table.
We shall be thankful if above proposal of ours is accepted and
responded positively.

RESOLUTION
This joint lunch hour meeting of the
members of All India Association of Pay and Accounts Officers (Civil), All
India Civil Accounts Employees Association Category II and All India Civil
Accounts Employees Association held today the 21st November 2019at
…………….. demands settlement of following pending demands of the Officers and
employees of Civil Accounts Organisation-
1.
Supplying
copies of recommendation of the proposal for 1st Cadre Review of
Group B&C officers and employees to the Department of Expenditure to stake
holder Associations and forwarding of supplementary proposals after
rectification of following faulty recommendations:-
(a)
Placing
the cadre of Accountant and Sr. Accountant to pay levels 6 and 7 of the pay
matrix respectively in place of existing proposal of level 5 and 7.
(b)
Merger
of the cadre of Data Entry Operators Grade “A” to Accountants instead of
proposed cadre of “Accounts Assistant”.
2.
Settlement
of backlog in promotion and career prospects of more than one thousand
employees from the level of AAO to MTS by -
(a)
Conducting
the AAO (Civil) Examination discontinuedfor the last two years.
(b)
Implementing
the new pattern of examination and continuing exemptions acquired by the
candidates in the old pattern of examination in consideration of proposals
given by the AICAEA on 17th August 2018.
(c)
Granting
promotion to Senior Accountants as AAOs against 10% promotional quota which has
been discontinued since October 2015 without any valid ground and on adhoc
basis under uniform criteria in all Ministries and Departments against the
existing vacancies.
3.
Grant
of recognition to the All India Civil Accounts Employees Association Category
II in terms of the provisions of CCS (RSA) 1993 being the second major
Association.
4.
Taking appropriate action against the DDOs
and the Nodal Authorities for non-compliance of provisions CCS (RSA) Rule, 1993
and the instructions of Controller General of Accounts regarding deduction and
remittance of Membership Subscription of the Associations.
5.
Extension
of basic functioning facilities to all recognized service associations as per
G.O.I. and J.C.M. norms –
(a)
Provision
of furnished official accommodations as agreed on the meeting of 10th
April 2019.
(b)
Stoppage
of vindictive transfers of office bearers of the Associations by the Pr. CCA, MHA in Delhi and Kolkata in violation
of DOP&T guidelines
(c)
Allocation
of due numbers of seats as per norm in the J.C.M. (National Council) and the
J.C.M. (Departmental Council) to A.I.C.A.E.A.: restoration of functions of
Departmental Council (JCM).
6.
Grant of revised
Pay Scale of Rs. 5400 in PB2 (Pay level-9) to all A.A.Os with effect from
01-01-2006.
7.
As
agreed in the meeting of 10th April 2019 grant of one time age
relaxation for promotional examination to LDC.
8.
Adoption
and implementation of mutually agreed transparent transfer policy in respect of
Group “B” Officers and as agreed in the meeting of 10th April19 and providing
the opportunity for oral deposition to the stake holder Employees &
Officers Associations on the comments submitted on the draft policy.
9.
Settlement
of request transfers of AO/Sr. AO/AAO/Acctt/ Sr. Acctt./DEO/LDC/MTS.
10.
Holding
DPC for MACPs on the date prescribed by the DOP&T and grant of MACP
benefits on due dates.
11.
As
assured in the meeting of 16-08-2018, bringing back/ allotment of work for
newly formed RPAO, Jute Cell (Under RPAO Textiles), Min of Commerce as per
provisions of CAM.
12.
As
agreed in the meeting of 24th June 19, taking measures to stop the
cyber frauds, ensuring adequate training on cyber security to all employees and
officers under CCAS cadre in a time bound manner and issuing of “Compendium” as
agreed in the last meeting.
13.
As
agreed in the meeting of 24th June 19, issuing of instructions to
CPIOs for following the provisions of the sections of RTI Act 2005 and
appropriate action against the CPIOS supplying information defying the
provisions of RTI act 2005.
14.
As
agreed in the meeting of 16-08-2018, setting up of complaints committees under
all heads of the Departments in terms of the “Sexual harassment of women at
work place (Prevention, Prohibition and Redressal) Act 2013”.
15.
Filing
up of vacant posts under direct recruitment Quota from the SSC and grant of adhoc
promotions to eligible persons instead of bringing UDCs and LDCs of various
subordinate departments to work as Accountants on deputation basis.
16.
Withdrawal
of ban on forwarding the applications of Assistant Accounts Officers for
deputation posts being discrimination towards the Assistant Accounts Officers
and a major impediment for their career prospects.
17.
Issuance
of orders of enhanced Qualification Pay on passing Departmental Confirmatory
Examination of Accountants and AAO (C) passed candidates as per 7th
CPC recommendation.
18.
Counting
of service for grant of benefit of II ACP to Sr. Accountant appointed as
Accountant–
(a) From the date passing departmental
competitive examination conducted by SSC.
(b) From the 1st July of the next year
of passing open examination conducted by SSC as per orders of DoPT and MHA.
19.
Settlement
of all pending Compassionate Appointment cases.
20.
Issuing
instructions to Ministries/ Departments to issue and circulate Seniority/Gradation
lists for the purpose of promotion to all grades.
21.
Upgradation
of Training Institutes and providing training to all categories of employees
regularly without discrimination.
The Meeting urges upon the
authorities to kindly discuss and settle the above demands by holding dialogue
with the representatives of apex level
forums of All India Association of Pay and Accounts Officers (Civil),
All India Civil Accounts Employees Association Category II and All India Civil
Accounts Employees Association.
The meeting resolves to forward the
Resolution to the Controller General of Accounts, Ministry of Finance,
Department of Expenditure, Ministry of Finance, New Delhi and Secretary Generals
of All India Association of Pay and Accounts Officers (Civil), All India Civil
Accounts Employees Association Category II and All India Civil Accounts
Employees Association.
