DECISION OF
FEDERAL EXECUTIVE MEETING
HELD ON 16TH
OCTOBER, 2019
The meeting of
the Federal Executives of National Federation of Civil Accounts Associations
was held in Delhi on 16th October, 2019. The meeting was presided
over by Com. Amol V Sule, President. Following items of agenda had been
discussed and decisions were taken against them according to the requirements.
1. Review of the decisions taken in the meetings held in Delhi
on 7th June and 16th August, 2019:-
At the outset, meeting reviewed the
outcome of the decisions taken in the last meeting. It was observed by the
meeting that, there was no sign of settlement of 23rd Point Charter
of Demands and the authorities are maintaining indifferent attitude. The
meeting also reviewed the response to the call of 8 days Historical Dharna from
30th July, to 8th August, 2019. The members were hailed
for their participation in the programme which resulted the Controller General
of Accounts to meet the COC of Civil Accounts Employees and Officers
Association on 16th August, 2019. The Role played by the
Co-ordination Committee of Civil Accounts Employees and Officers Associations
was appreciated by the meeting. The response to the call of Dharna on 14th
or 15th October, 2019 against the indifferent attitude of CCA,
Commerce and Controller General of Accounts as well was also reviewed by the
meeting and it was observed that the performance of the Branches were not up to
the expectations.
2. Movement under the Banner of COC of Civil Accounts
Employees & Officers Associations:-
It was observed by the meeting that
the functioning of COC at state/regional/station level are very uneven and
there is much necessity for improvements in the situation. The Branches of All
India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category-II have been directed to take necessary actions
in this regard and provide feedback to Federation Headquarters from time to
time.
The meeting had
further decided the following:-
1. A delegation of
available leaders of COC shall meet and offer greetings to the Controller
General of Accounts on 17th October, 2019 who has been given formal
appointment by Government of India as Controller General of Accounts with
effect from 15th October, 2019. However, doing so, the All India
Association of Pay and Accounts Officers (Civil) shall be consulted.
2. A memorandum on
behalf of COC shall also be handed over to Controller General of Accounts on 17th
October, 2019 itself with the request to convene a meeting on 29th
or 30th October, 2019. The decisions had been implemented
accordingly.
3.
Status of Recognition of All India Civil Accounts
Employees Association Category-II
It was
reported in the meeting that, the issue of grant of recognition to All India Civil
Accounts Employees Association Category – II at the finality and Controller General
of Accounts has now accepted that, requisite number of members are there for
the purpose of grant of recognition to the Association in terms of the CCS, RSA
Rules, 1993.
The
meeting therefore, congratulated the members and offered thanks to them for
showing their seventeen years long patience in this matter.
3. ORGANIZAITONAL
REVIEW
(a)
Enhancement of membership:-
The meeting directed the
Branch and Unit level leadership to undertake the task of enhancement of
membership of both All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category-II very
seriously so that the continuation of recognition to the Associations could be
there. The Branches of Delhi have been requested by meeting to take extra pain
for membership mobilization.
(b) Unit and Branch
level conferences and Branch level women’s convention:-
It has been decided once
again that the Branch Conferences and Branch level women conventions of the
Branches which are yet to go for the conference should complete those within 30th
November, 2019. The Branch Conferences and Women Conventions should be convened
jointly by All India Civil Accounts
Employees Association and All India Civil Accounts Employees Association
Category-II Branches on the same date end in the same venue. It has further
been decided that target dates Branch Conferences for following Branches shall
be as below:
1.
Mumbai Branch within
15.11.2019
2.
Delhi Branch within 20.11.2019
3.
Nagpur Branch within
15.11.2019
4.
West Bengal Branch within 14.11.2019
5.
Tamilnadu & Pondicherry
Branch shall
inform
However, shall complete
Unit Conferences in due time AP&TS Branch shall hold the conference after
the All India Conferences.
It has also been decided
that all Branches shall produce biennial reports and andited accounts in reports
the Branch Conferences.
(c)
Unit Conferences:-
It has been specifically
decided that, all Branches of All India Civil Accounts Employees Association
shall hold Branch Conferences only after completion of Unit Conferences in
order to ensure the
democratic functions of the Associations.
(d)16th/18th All India
Conferences of All India Civil Accounts Employees Association and All India
Civil Accounts Employees Association Category-II.
It has been decided that 16th
All India Branch Conference of All India Civil Accounts Employees Association,
8th All India Conference of All India Conference of All India Civil
Accounts Employees Association Category-II and the 8th National
Convention of National Women’s Committee of National Federation of Civil
Accounts Associations shall be held at Hyderabad from 3rd to 5th
January 2020. The AP& TS Branch should therefore; start preparations for
the conferences and Secretary Generals of both All India Civil Accounts
Employees Association and All India Civil Accounts Employees Association
Category-II should immediately visit Hyderabad. It was done on from 21st
& 22nd October, 2019.
The meeting further decided
that:-
(1) all National/Women Committee members should
make themselves available at Hyderabad by mid-day of 2nd January
2020.
(2) All delegates should depart in the evening of 5th
January, 2020 from Hyderabad positively and report for duty on 7th
January, 2020 so that they could take part in the Nation-wide strike on 8th
January, 2020.
5. NATION WIDE STRIKE ON 8TH JANUARY 2020:-
From the open convention
held in Delhi on 30th September, 2019, 9 (Nine) Central Trade Union,
Independent Federation, Unions and Associations of PSUs, State Government
Employees Federation and Confederation Central Government Employees have called
upon the working class of the country to resort to a day’s strike on 8th
January, 2020 in support of demands of the working class and anti-worker
policies of the Government.
The Federal Executive
meeting of the National Federation of Civil Accounts Associations held on 16th
October, 2019 has endorsed the call of strike and appealed upon the members to
participate and make the strike on 8th January 2020 cent percent
successful in Civil Accounts Organization.
The meeting was thereafter
concluded with vote of thanks to chair.
