Government Account (Receipt and Payment) Rules, 1983 for ensuring smooth
payments by PAOs/ CDDOs and enabling them to “work from Home” (WHF) - facilities of GPF advance/ withdrawal to
Civil Accounts Employees -reg.
Madam,
We are thankful to find in the website of the
office of the Controller General of Accounts that, the request made by us vide
our letter No:- AICAEA-AICAEA CAT II/HQ/A-2/2020/1209- 29 dated
07.04.2020 to kindly promote “e-office” and “work
from home” pattern has been taken care of
and your office vide Office Memorandum No. 3(2)/TA-II/2020/173 dated
08-04-2020 has decided to amend certain provisions of Receipts &
Payment Rules, 1983 temporarily. This decision of yours has undoubtedly been
well appreciated by the officers and employees.
The
government has taken few decisions appreciating the prevailing situation
in the country and may not discontinue or withdraw the Lock down in the near
future. So far as the Civil Accounts organisation is concerned there exists a
need to explore amendments to procedures which cause undue hardships to
employees and officers of Civil Accounts organisation as the Principal
Accounts offices of various Ministries/ Departments situated at Delhi are not
able to function like normal times. In majority of the Ministries/ Departments
powers for approval/ sanction of GPF advance and withdrawal rest with Principal
Accounts offices. It is therefore, becoming inconvenient for the individuals
who suddenly fall in the dire need of money as they find it very difficult to
reach upto their local HOO even in the present scenario sometimes.
In
view of the circumstances described above, we have been directed to request you
to kindly ask the Heads of the Departments of Civil Accounts Organisation
(PCCAs, CCAs, CAs) to delegate sufficient powers to Head of offices (PAO/ ZAO/
RPAO) to make payments of GPF Advance/ withdrawal or necessary arrangement may
be made so that on the basis of electronic instructions/ approval of the
competent authority, payment or the provision of taking ex post facto sanction
from the competent authority for the same may be made.
We
hope you will kindly take an early favourable decision in this regard and
direct your office to intimate the favourable decision of yours to us through a
line in intimation.
