Madam,
I have been directed to refer to the above and
state that, this Association vide its letter under reference dated 23.08.2019
had requested to withdraw the ban on forwarding of applications of AAOs for
Deputation to various other establishments which has been continuing from
October 2015. Subsequently, against the item No. 21 of the official
meeting held between the official side of CGA office and he representatives of
the Associations on 30th October 2019 it was recorded the following: -
“The staff side was
informed that, out of 2165 sanctioned strength of AAOs, 425 posts are vacant.
As such, withdrawal of ban on deputation of AAOs is not in the interest of the
Organisation as this will further increase the vacancies of AAOs. However, the
demand of the Association for withdrawal of ban on deputation will be
considered once the vacancy position improves.”
But it has been brought to our
knowledge that vide Office memorandum No. A/22013/1/2020-GroupB-CGA/26 Dt.26th June 2020 one Shri. Naveen
Dhankar, AAO has been ordered for transfer from Delhi to Pune. Before his
transfer he was on deputation in Department of Telecommunication. He is a
2018/Sup batch passed candidate of AAO (Civil) Examination and joined as AAO in
CBDT Delhi on 29-06-2019. As such, the matter has surfaced with various
doubts which contradicts the reply of the official side in the meeting dated 30th October2019 such as-
1.
Whether this post was advertised for deputation by the concerned
Ministry
2.
What were the eligibility criteria or the selection mode?
3.
Had it been circulated by CGA office for the information of the cadre of
AAOs
4. what were the conditions
under which the ban on forwarding of applications for deputation to AAOs was
lifted
We
therefore, request your kind self to examine the matter and take appropriate
action in this matter so that resentment generated amongst the members goes
away. We also request you to kindly lift the ban on forwarding
applications of AAOs for deputation posts without any further delay.
