DECISIONS OF EXTENDED NATIONAL EXECUTIVE MEETING

            The extended National Executive meeting of All India Civil Accounts Employees Association was held on 20^th & 21^st September 2013 in Delhi. 18 National Executive Members including Chairperson and Convener of National Women Committee attended the meeting. Com. Gopala Krishan, Asstt. Secretary General, Delhi did not attend due to ill health. Branch representatives from Nagpur, West Bengal, Kerala, Delhi, West Delhi, Gujrat, U.P. East, Mumbai and Com. (Smti.) Kamlesh Kumari, Vice-chairperson, National women Committee attended the meeting. Com. M. S. Bharne, Com. L. K. Salve and Com. S. Bandhyopadhyay also attend the meeting as special invitees. Following issues were discussed and decisions were taken on them.

Agenda No:- 1. Review of the decisions of 13^th AIC held at Kolkata.

            At the very outset, Com. K. Venkatasubramanian, President narrated the position of the organization. He detailed the responsibilities of Secretary General towards apex JAC, Confederation and COC, Delhi in addition to AICAEA and NFCAA. He also explained the problems facing by the Secretary General from the local authorities. He appealed upon the house to explore the possibilities of sending Secretary General to Foreign Service.

               Secretary General placed a brief report on the decisions taken in 13^th All India Conference held at Kolkata from 9^th to 11^th July 2013. The house accepted the reporting and agreed to implement the decisions.

Agenda No:- 2. Departmental demands – next course of action.

            The meeting reviewed the status of the issues discussed in the meeting held between the staff side and the official side of the office of Controller General of Accounts on 30^th May 2013 and observed that no issue has made required progress towards settlement. However, the meeting, after discussion referred the matter for consideration of Federal Executive meeting held on 20^th and 21^st September 2013.

            As regards the issue of transfer of 5 Sr. Accountants of PAO (Ptg.), Delhi to different other stations, the meeting adopted a resolution demanding their immediate retransfer and the same has been forwarded to all the authorities concerned. The meeting also took following decisions:-

1.      Signature campaign by member and submission of signatures to CGA and senior most officers of the Branch Headquarters on 8^th October 2013.

2.      Black Badge wearing by members on 8^th October 2013.

3.      Day long Branch wise Dharna on 22^nd October 2013.

            In respect of opposition to the e-payment, the meeting decided that it shall continue till there is negotiated settlement of the issue.

            Against the atrocities of PAO-II, Central Excise, New Delhi and indifferent attitude of Pr. CCA, CBEC on the matter, the meeting adopted a resolution demanding immediate settlement of the problem through negotiation and forwarded it to CGA and Pr. CCA, CBEC. The meeting also decided that, in the event of non- response of the authorities, the Central headquarters would take appropriate decision.

Agenda No:- 3. Membership verification and increase in membership and

Agenda No:- 4. Organizational review.

            Both agenda items were discussed together and following decisions were taken unanimously:--

1.                  In order to increase the number membership and to reach the target of 4000 paid members (as per the decision of Conference) following action shall be taken –

a)      Live Branches shall take necessary step to enroll all employees as members. Representatives of Branches shall even visit outstation units, if required and take effort for enrolment of all persons as members.

b)     National Executive members of neighboring states/stations shall take care of weaker Branches and pursue them to activate.

c)      Following National Executive members shall visit the stations indicated against them. However, the tour programme shall be joint programme alongwith the representatives of AICAEA Cat-II.

Com. V. Bhattacharjee and Com. Abhay Kumar -----------------Uttar Pradesh.

              d )      Delhi Branch being the biggest Branch shall take special effort and work out its planning at Branch                    level for enrolling atleast 50% employees as members within 30^th November 2013.

Entire exercise of membership mobilization shall end by 30^th November 2013 and next course action shall be decided after a review.

2.           On account of organizational requirements, Secretary General shall proceed to Foreign Service immediately and he shall take all necessary efforts in this regard expeditiously.

3.                  An amount of Rs:- 200/- (Rupees two hundred only) shall be donated by the members from arrear DA every time for the purpose of payment of salary to Secretary General.

4.                  The issues like denial of adhoc promotion in PAO, CBEC, Mumbai and threat of abolition of supply setup were raised by the National Executive members for discussion. It was decided that these matters would be discussed in the extended Federal Executive meeting.

Agenda No:- 5:- Implementation of Confederation directive

            This item was decided to discuss in the extended Federal Executive meeting.

            The meeting thereafter was declared as over.

Subject:- Revoking the outstation transfers of Senior Accountants – request regarding.

Sir,

The administration of Chief Controller Accounts (CCA), Ministry of Urban Development (UD) vide an order dated 1^ST July 2013 transferred 5(five) elderly Senior Accountants of the age profile of more than 50 years in average of PAO (Ptg), Delhi to Chennai, Kolkata, Mumbai and Nashik. All the persons transferred are either suffering from various age related ailments or facing various types of family problems.  Wife of one of them is critically ill and struggling for her life. Hence the said person was not in a condition to move out of Delhi and he was forced to exhaust his leave at credit just on the eve of his retirement. Narrating their circumstances, all the persons transferred had represented and tried to meet the CCA, UD with the request of reconsidering their transfer orders to out of station on humanitarian ground.

          The representatives of the Associations also, in addition to the request letters, met the CCA, UD for more than one occasion and requested him to reconsider the appeals of the persons transferred out of station. The representatives of the Association, responding to the verbal charges leveled by the CCA, UD against the persons concerned, categorically requested him to initiate disciplinary action against these Senior Accountants if they have violated the rules. The representatives of the Association also requested the CCA, UD that, till the persons are proved guilty, they may not kindly be imposed punishment in the form of transfers to out of station through wastage of public money.

          Conceding the request of the Association, you had kindly intervened in to the matter and discussed with the CCA, UD and Secretary General of All India Civil Accounts Employees Association and advised both to resolve it through mutual discussion.

          Though this Association left no stone unturned to have dialogue with the CCA, UD and settle the matter peacefully but CCA, UD did not even honour your advice while at the same time he re-transferred 9(nine) other Senior Accountants who were transferred to different PAOs within the city of  Delhi during the same period under the same /parallel orders.

          The Civil Accounts Employees of entire country being eager to see a favorable decision in this regard have now represented to your kind self and requested you to kindly take favourable action of retransferring the persons to their original stations of posting. We are enclosing herewith the representations signed by thousands of employees of different offices of various stations for your kind perusal.

We request you to kindly ask CCA, UD to issue orders for immediate re-transfer of the persons transferred to different stations from Delhi.

Your favorable response to our request shall definitely restore confidence in the minds of Civil Accounts Employees.  They shall have the satisfaction that justice has been provided to the employees concerned and the Civil Accounts Employees are working under a judicious Controller General of Accounts.

  The meeting therefore, directed me to request you that, to avoid further delay in settlement of the items, a meeting with the National Executive of this Association may kindly be convened before the closure of the month of October 2013 for the review of the progress of the items discussed.

            I have also been directed to request you to ask your office to inform the date of meeting atleast a fortnight in advance so that the National Executive Members from different parts of the country could procure their journey reservations and travel comfortably.

RESOLUTIONS ADOPTED IN THE  EXTENDED NATIONAL EXECUTIVE MEETING OF A.I.C.A.E.A. AND  ENDORSED BY THE EXTENDED FEDERAL EXECUTIVE MEETING OF N.F.C.A.A. HELD AT NEW DELHI ON 2OTH  AND 21^ST SEPTEMBER 2013.

RESOLUTION  AGAINST  MALFUNCTIONING OF PAO II CENTRAL EXCISE NEW DELHI.

The extended National Executive Committee meeting of All India Civil Accounts Employees Association held at New Delhi on 20^th and 21^st instant unanimously resolves to convey its strong protest with deep resentment over the situation prevailing in the O/o the PAO-II, Central Excise, New Delhi. The National Executive Committee Members were totally shocked over the state of affairs prevailing at that Office, particularly the autocratic style of functioning of the Pay and Accounts Officer of that Office.

From the incidents and events reported by the representatives from Delhi it is noted that  the concerned PAO does not have faith on any of her subordinate staff and carry-on the functions of the Office, with the help of outsourced person(s)  who are loyal to her for reasons unknown. The working atmosphere of the office has been total vitiated and  the Employees have been suffering from the feelings that they are being let down by their own PAO by not trusting any one / not allowing to do their respective functions of work assigned to them, in their individual capacity, as staff  members of the respective Office.

By her irrational functional behaviour, the PAO II could manage to create an impression/ mind set on the higher authorities that no staff is discharging the work assigned to him/her and she is the only person really care about the working atmosphere and in discharge of functions. Even the very important type of works like GPF & Long Term Advances etc, have now been kept under her personal control as PAO and she is attending the disposal of the cases connected with that work with the assistance of an LDC, avoiding and neglecting the assistance of the Sr. Accountants who were originally attending such types of works, previously.

It is noted from the reporting of the representatives that though the duties/works, assigned to the respective staff, have been completely carried out without any arrears, the PAO is trying to create an impression on her higher authorities that works are unfinished/not attended to, properly. 

 It is crystal clear that the intention of the incumbent working as PAOII, Central Excise, New Delhi is not to keep up the work but to find fault with certain section of staff and create a false impression about Staff, in the minds of her higher authorities, in order to build up misunderstanding and unrest between Association and the Administration.

The meeting noted that the Unit Association and  the All India Civil Accounts Employees Association,  Delhi Branch have already brought this unruly behavior of the PAOII to the attention of the higher authorities of the  O/o the Pr. C.C.A./CBEC/New Delhi which has not, so far, yielded any result.

In the light of the above circumstances, this meeting once again  requests the PR. CCA, CBEC  to kindly intervene in this matter and resolve the problem, so that, a cordial working atmosphere could prevail in the Office. The meeting expresses hope that the authorities shall give due importance to the already deteriorated situation and take necessary steps, immediately, to solve the issue, so a peaceful working atmosphere could be ensured in the Office and also, any sorts of further spoiling of understanding with the Association could very well be averted to.

The meeting resolves to forward the copies of resolution to CGA, Pr. CCA, CBEC and all others concerned.

RESOLUTION AGAINST VINDICTIVE TRANSFER OF FIVE ELDERLY SENIOR ACCOUNTANTS TO OUT OF STATION BY CCA, UD.

          This extended National Executive Committee Meeting of the All India Civil Accounts Employees Association held at New Delhi on 20^th and 21^st instant, unanimously resolves to conveys its deep resentment and shock regarding the style of handling of the issue of allowing the transferred 5 elderly Sr. Accountants, to join at first, at the same office and then asking them to move out of New Delhi, immediately, under coarse, threaten and under compulsion on the part of the Administration of the C.C.A., U.D.

          It is known that the above 5(five) Sr. Accountants who are elder in age and experience, working at PAO (Ptg), New Delhi have been transferred to different parts of the country, at the last leg of their service tenure, purely under vindictive approach of the CCA, UD Administration. 

          Hence, the aggrieved employees’ organizations, in general, resorted to normal course of democratic form of agitations like Lunch Hour Demonstrations and Dharna etc., conducted at all over India but it is disappointing to record that nothing has moved the Administration nor they realized the gravity and sentiments of the employees over the issue.

During the course of unrest of the employees, the intervention of the CGA was sought, but it is regretted to note that even the prompt and timely advice of the CGA has fallen into mischief ears.

          However, in the morning session of 30^th of August 2013, the Administration of CCA, UD had asked four Sr. Accountants to join in the same Office from where they were transferred but in the same evening, they were relieved under the warning and threat that they should proceed and report to their respective place of posting immediately, failing which, they would face the consequences. Since no other alternative was available with them,   the transferred Sr. Accountants had carried out orders of the authority obediently and reported for duty in the new place of posting across India. Such a tactics seem to have been played by the administration of CCA, UD with the ulterior intention of detaching the concerned employees from confidence and shelter of the Association and convey to authority that the issue has been handled by it efficiently. 

          The facts of vindictive actions of CCA, UD towards the innocent employees was brought to the knowledge of the Honorable Minister of Urban Development too by the All India Civil Accounts Employees Association with the request to intervene and settle the matter. It is also learnt that the Honorable Minister, on humanitarian grounds, in the general interest of the welfare of the employees, has kindly intervened in this matter.

But this meeting observes with regret that even the interventions of the highest Authority of the Civil Accounts organization and Honorable Minister for Urban Development could not bring out the justice to the victims.

          Hence, the meeting once again urges upon the respective authorities to kindly direct the administration of CCA, UD to re-transfer all the persons to their original station of posting immediately and help to restore congenial working atmosphere in the organization.

          This meeting resolves that, if the content of resolution is properly taken care of, in its true spirit and understanding, the existing relationship between the authorities and the employees would travel as long path, failing which, the All India Civil Accounts Employees Association cannot be held responsible.

          The meeting further resolves to forward the copies of the resolution to the Minister of Urban Development, Controller General of Accounts, Ministry of Finance, CCA, UD, Secretary General, Confederation of Central Govt. Employees and workers and all others concerned.
