We would like to refer the letter No.AICAEA/HQ/A-2/09/857 dated 28th February, 2008 of the All India Civil Accounts Employees Association and state that no action has been learnt to be taken by your office so far.

Therefore, on behalf of above Associations we are to inform you that, the members of both Associations shall stage walk out from their work spots after the lunch hour on 24th March 2008 in protest against the indifference of Civil Accounts authority towards grievances and demands of the employees.

The charter of Demands in support of which the employees shall resort to the protest action is enclosed herewith for your kind reference.

STAGE HALF DAY WALK OUT ON 24TH MARCH 2009
In Protest against Abolition 0f More Than 200 Gr-C& D Posts and Indifferent Attitude of CGA towards the genuine Demands
We congratulate all those Branches which had instantly responded to the call of Federation Headquarter and organised sustained agitational actions against abolition of 133 Gr.C & D posts under Pr. CCA, CBDT and 25 posts under Pr.CCA, Ministry of External Affairs. We have also received a very good response to the calls given by the last federal executive meeting for holding two days Unit wise Demonstration on 4&5th March and Branch Wise Day long Dharna on 6th March.
  • Within last two months, Civil Accounts authorities have abolished more than 200 Group C & D posts (Pr.CCA, CBDT-133, Pr. CCA, MEA- 25 and CCA, H&FW- 42) keeping us in dark. All posts abolished are of Peon/ LDC/Stenographers/ Accountants. While more than 47% posts have been created at the Gr.A level, 40%Group C &D posts has been reduced within last nine years ignoring the fact that the departments/ Ministries to which the Civil Accounts organisation has been serving have expanded to a great extent and nearly ten more new Ministries/ Departments have come into existence in the mean time. Civil Accounts authorities (other than, Pr.CCA, CBEC, CCA, Finance and CCA, Home) are now on the effort to create more Gr.A posts through abolition of our posts.
    Abolition of posts have not only created heath hazardous work load on us, but our promotional prospects have been diminishing continuously.

  • Despite repeated requests, Civil Accounts Authority has not taken any favourable step to resolve the genuine grievances of the employees relating to their pay scales generated after implementation of 6CPC. As such, LDC, Accountant, DEO, Sr. Accountant, Stenographers, Private Secretaries, Junior Accounts Officers and Assistant Accounts Officers of the organisation are working in a most humiliating condition of down graded status.

  • None of the assurances given by the Civil Accounts authority and particularly the CGA was fulfilled within last two years. Even the smaller issues like - filling up vacant posts through absorption of persons working on deputation basis/direct recruitment/promotion - grant of recognition to AICAEA CAT II- Conversion of DEO as Accountant - vacation of unjustified vindictive actions taken against the employees by the local administrations of Nagpur and Allahabad - adoption of mutually agreed transfer policy in respect of JAO/AAO - and grant of promotion to non-matriculate Group-D employees qualified Departmental Examination prior to October, 2003 etc. finalized for settlement by the previous CGA were not settled within such a long time. Instead the corrupt and vindictive officers were offered protections and CGA office was filled up with a large number of substandard dealing hands during the period.

In view of the above circumstances and in protest against the anti- employee attitude of the Civil Accounts authorities, it has been decided that, members shall stage half day walk out from office on 24th March 2009. All members are to leave the office on the day after the lunch and not to return to the office on that day.
Branch and Unit Secretaries are requested to mobilise and educate the members by organising meetings and issuing of hand bills etc. to make the programme a grand success.
Intimation on the walk out shall be served to CGA jointly by AICAEA and AICAEA Cat II. No letter may be issued to the local authorities.
Since the Accounts Officers/ Senior Accounts Officers are responsible for running the offices, direct effect of abolition of posts and non filling of vacancies have been falling on them. Hence the Secretary General of All India Association of PAO(C) shall be approached to extend support. All Branch/ Unit Secretaries are also requested to meet the Accounts/Sr. Accounts officers of their stations/ states and urge upon them to extend support.

In exercise of the provisions under Article 13 (Part-II) of the Constitution of All India Civil Accounts Employees Association, it is hereby notified that, in terms of the Articles 4(a), 5, 6, 7 and 14(Part-II) of the Constitution, 11th All India Conference of the All India Civil Accounts Employees Association will be held from 9th to 11th April 2009.

PART- A
Venue: - The Venue of the Conference will be –

Inaugural Session: - The inaugural session will start at 9.30 A.M. of 09.04.2009 after flag hosting ceremony and offering of floral tributes to Martyrs column.

Composition of the Conference: - Composition of the Conference will be as defined in the Article 5 (a) & (b) of the Constitution. All the delegates should ensure before the commencement of the Conference that, Headquarter Quota upto 01/09 has been deducted and remitted to Central Headquarter by the concerned DDOs of the unit/Branch they are representing.

Women’s’ Convention: - 3rd National Women’s’ Convention will be held on 9th April 2009 and the Convention being the part of the agenda of the conference, Branches and Units are to bring proportionate number of women delegates in addition to the number of delegates they are entitled to. The number of women delegates should not be less than the number of the units of a Branch. (A 15 member Women Committee shall be elected from the Convention in terms of the provision of the Constitution of the Association.)

Arrival of delegates: - Delegates should reach Delhi by the evening of 8th April 2009 so that the Conference could start on 09.04. 2009 at the scheduled time.

Delegate Fee: - Delegate Fee will be Rs.300/-(Rupees three hundred only) per Delegate/Observer/visitor and it will cover the food and lodging of the Delegate/ Observer/visitor while at Delhi.

Accommodation; - Accommodation for the stay of the delegates will be available in the venue of the Conference. Separate accommodation for Women delegates will be provided in the venue itself.

Special casual leave: - As per Government of India instructions, all the delegates will be entitled to special casual leave (including journey period).

The Part-A portion of this Notification has been forwarded to CGA and endorsed to all the Heads of the Departments. Hence, the delegates are to apply for Special Casual leave by referring the Notification No. AICAEA/HQ/ A-8/11th AIC/2009/437-77 Dated: 28th January 2009 and proceed to conference without waiting for the sanction order of Special Casual leave. However, they are to apply for Special Casual leave in advance.

Resolution: - If any Branch/Unit wishes to move any resolution(s) or proposal, it should forward the copy of such document to Central Headquarter before 20th March 2009.

Composition: In terms of Article 5 of Part II of the Constitution, the Branch Association shall be entitled to send delegates who must enjoy the primary membership of the Association. Branch is entitled to nominate one delegate for every 20 members or part thereof subject to a minimum of one for every Branch. The National Executive members shall be Ex-Officio delegates.

Delegates are to ensure that the membership fee has been paid up to 03/2009, before the starting of the Conference.

OBSERVE INTERNATIONAL WOMEN'S DAY ON 8TH MARCH

Women’s movement was started in 1857 in the City of New York. Women tailors come out in the streets demanding appropriate salary and ten hours duty. In a convention held in 1889 in Paris, Com. Clara Jetkin had raised the demand of grant of equal rights to men and women for the first time. The first International convention of Women was held in 1907 in Germany. Com. Clara Jetkin was elected as the General Secretary of this newly created organisation.

On the eve of First World War, the exploited poor people of the world had built up a very strong resistance before the imperialist and the capitalists. Being inspired with this movement, the extremely oppressed and dejected section of the women gave wing to the struggle for liberation of women. On 8th March 1906, women workers of Chicago had launched movement demanding social and political rights of the Women workers. From 8th March 1908, women tailors of New York had launched a three month long struggle demanding voting rights for women and eight hours duty(New Zealand was the first Country in the world to give voting rights to women in 1893). The effect of these movements had spread over other industrially advanced countries like France, Britain and Germany etc. As a result of all these, the 2nd international conference of women took place on 8th March 1910 in Copenhagen of Denmark. In this conference, 8th March was marked as a day of significance for the struggle for liberation of Women. Moreover, it was decided to launch struggle for the demands like eight hours duty, equal pay for equal work, end of discrimination of women and children etc.

The international socialist convention of women held in 1914 had decided to observe 8th March every year as “International Women's Day” on the demand of equal right to women and other demands.
