Resolution adopted by 11th AIC of AICAEA

 
 RESOLUTION ADOPTED BY THE 11TH AIC OF AICAEA ON FOREIGN SERVICE OF SECRETARY GENERAL

The 11th All India Conference of All India Civil Accounts Employees' Association held at Gharwal Bhawan, Panchquian Road, New Delhi from 9th to 11th April 2009 takes serious note of indifferent attitude of Authority towards deduction of monthly subscription of members of All India Civil Accounts Employees' Association working in different PAOs. Some of the DDOs are yet to start deduction at all, while some of the DDOs are still  deducting subscription in pre-revised rate i.e. @ Rs.10/-per month instead of Rs. 20/- per month despite repeated requests from the Central Headquarter as well as Branches and Units of All India Civil Accounts Employees Association. The Central Headquarter vide letter No. AICAEA/HQ/A-2/08/2542-62 dated 19-07-2008 and subsequently in the formal meeting held between the Official Side and the National Executives under the chairpersonship of Addl.CGA on 19-12-2008 had also requested CGA authorities to take appropriate actions to ensure deduction and remittance of membership subscription to the Association by the DDOs. But the authorities have not taken any action. This is serious infringement of Civil Accounts Employees' basic right to form Association and to grant the same which are wishful contributions. This situation has created serious impediments in the function of Association.

The Association, with due permission of the authority, decided to put its Secretary General in Foreign Service for smooth functioning of the Association. This inaction of the authority has created a serious problem in continuation of the Foreign Service of the Secretary General. This conference considers it as a serious curtailment of lawful right of the Association.

Under such circumstance, this Conference directs Secretary General to join service of his Department under protest against this indifference of Civil Accounts authority.

The Conference also urges upon the Controller General of Accounts to intervene personally and take appropriate favorable steps to resolve the problem at the earliest so that the Secretary General could be placed to Foreign Service once again within a period of three months.

Resolved that the copies of Resolution will be forwarded to the Controller General of Accounts, Ministry of Finance, Department of Expenditure, New Delhi and the Principal Chief Controller of Accounts, Central Board of Excise and Customs, New Delhi.
