INDIFFERENT, ANTI-EMPLOYEE AND VINDICTIVE APPROACH OF THE PRESENT CONTROLLER GENERAL OF ACCOUNTS TOWARDS THE OFFICERS AND EMPLOYEES!!!
STAGE HALF DAY WALK OUT
ON 13TH SEPTEMBER 2017
Inspite of our all sincere endeavor, Controller of General of Accounts is not ready to meet us or settle any of our long pending issues. We have made several attempts to meet Controller General of Accounts and convey the feelings of officers and employees of Civil Accounts Organization. But, Controller General of Accounts has not responded positively to our requests.
Even after your participation in Dharna on 9th August, 2017 in large numbers, we had once again requested Controller General of Accounts vide our letter dated 11th August, 2017 to kindly convene a meeting with the representatives of the Co-ordination Committee. But, Controller General of Accounts did not respond. The Delhi based COC representatives had tried to meet CGA consecutively on 23RD and 25TH August 2017. But there was no response.
You are aware, the apex level meeting of Co-ordination Committee held at Nagpur on 13th July, 2017 had adopted and forwarded a Resolution to the Prime Minister, Finance Minister, Minister of State for Finance, Cabinet Secretary and Secretary Expenditure urging upon them to kindly direct the Controller General of Accounts to settle the long pending demands of the employees and officers of Civil Accounts Organization.
Thankfully enough, Prime Minister’s Office has directed the Secretary, Department of Expen-
diture to direct Controller General of Accounts reply to the Co-ordination Committee.  The Ministry of Finance has also asked the Controller General of Accounts to settle the demands of Civil Accounts Employees and Officers. But, the authorities of Controller General of Accounts instead of initiating appropriate action to settle our demands through mutual dialogue have started showing their red eyes to the representatives of the Association and harassing them which are untenable.
1.                NO  CADRE REVIEW:-
Inspite of clearcut orders of DOPT, the Civil Accounts authorities had never done any cadre review of the Group B officers & group C employees even after lapse of more than forty one years while they have done Cadre Review of the ICAS cadres five times within a time span of thirty five years flouting all the Government instructions and in this process they have abolished a large number of promotion posts of AO/Sr.AO thereby stalling their further promotions.  Civil Accounts authorities have added and upgraded hundreds of the posts of ICAS grade  in the Civil Accounts organizations within last four decades by reducing the promotional quota of AOs/Sr. AOs from the prevailing 33.33% of entire ICAS posts to 50% of Junior Time Scale (ACAs) posts, and abolishing a good number of posts of Dy. Controller of Accounts so as to justify the creation of higher posts which are directly beneficial only to the direct ICAS officers and depriving the existing promotion prospects to AOs and Sr. AOs.
          The Ministry of Finance had asked Controller General of Accounts in September 2015to submit the proposal of Cadre Review for Group B and C cadres after the 7CPC recommendations are implemented. It is more than a year the 7CPC recommendations have been implemented, but the CGA office has not taken any action to finalize and submit the cadre review proposal to the Ministry of FiancĂ©. Such a situation is not there in any of the Central Government Department and majority of the Group B officers and employees of the Civil Accounts organization are not getting even a single upliftment in their entire service career and retiring in the grade they are being recruited.

2.                NO  RE-RECOGNITION/RECOGNITION  OF A.I.A.P.A.O.(Civil) AND A.I.C.A.E.A. CATII:-
The CCS (RSA) Rules, 1993 and its provisions are being totally misused by the Controller General of Accounts.  Further, the Controller General of Accounts maintains a complete biased approach in the matter of extension of recognition to the Service Associations and all these would be evident from the following facts-
a)              Controller General of Accounts has arbitrarily derecognized the All India Association of Pay and Accounts Officers (Civil) on the plea of no re-verification of membership was held after stipulated five years period while the membership re-verification was supposed to be done by the office of the Controller General of Accounts itself before five years period was over.
b)              Despite several requests by the Employees and Offices Associations, Controller General of Accounts is not processing the membership verification in terms of the CCS (RSA) Rules 1993 in respect of the All India Association of Pay and Accounts Officers (Civil) which represents the AO/Sr. AOs and the All India Civil Accounts Employees Association Category –II which represents the Assistant Accounts Officers. With the intention of not extending recognized status to these Associations, Controller General of Accounts is ordering re-verification of membership of these two Associations repeatedly for years together.   
c)               On contrary to the above, Controller General of Accounts has granted recognition to a local Association.
d)             In spite of giving specific instance with proof of sabotaging the membership verification process of All India Civil Accounts Employees Association Category II by another Association in violation of the CCS (RSA), 1993, Controller General of Accounts is reluctant to take any action on the matter.
3.                NO FOREIGN SERVICE FACILITY TO RECOGNISED ASSOCIATION:-
The Controller General of Accounts does not care for the Government of India instructions on JCM norms and instructions regarding the facilities to be extended to the recognized service Associations. Defying the DOPT guidelines, the Controller General of Accounts has declined to extend due facilities relating to Foreign Service to the All India Civil Accounts Employees Association and shrugged off his responsibility on this matter to his subordinate while this is not the procedure as per Government of India guidelines. Moreover, with the motive to stall and curb the democratic functioning of the All India Civil Accounts Employees Association by discontinuing its Foreign Service facility, Controller General of Accounts and his officers are also harassing the office bearers of the Association by imposing provisions of irrelevant rules. No heads of the organizations of Central Government Departments has been behaving in this manner.
4.                 NO  DEPARTMENTAL PROMOTIONAL EXAMINATION:-
Controller General of Accounts has completely ruined the departmental promotional examination system in Civil Accounts organization for last half decade by mismanaging and indulging in malpractice which shall be crystal clear from the following actions of Controller General of Accounts-
a)  The Departmental Examination for promotion as Assistant Accounts Officers conducted in 2013 and 2014 were cancelled in 2017  arbitrarily on the ground of irregularities after declaring of results in 2015 and all candidates appeared in those examinations have been mandatorily forced to appear the re-examination conducted in July 2017 defying the directive of Central Administrative Tribunal. The Central Administrative Tribunal has kindly directed to isolate the persons responsible for irregularities and grant benefit of promotion to other genuine candidates passed the examination.
b)  Right from MTS to Sr. Accountants thousands of the employees have lost their eligibility for appearing the AAO (Civil) examination on the condition of age limit for not conducting the examination after 2014.
c)   Despite being eligible, hundreds of the lowest category employees i.e. Multi Tasking Staff have lost their lone opportunity of appearing Departmental Examination for Promotion to the level of Lower Division Clerks on the condition of age bar for not conducting the examination since 2012.
As such, it is a precarious condition for the officers and employees of Civil Accounts organization.
5.                NO PROMOTION/ ADHOC PROMOTION:-
Controller General of Accounts has completely disgruntled the scant opportunities of promotion prospects available for different categories of officers and employees in the following manner-
a)  Controller General of Accounts has arbitrarily stopped operation of 10% (ten percent) promotional quota for Senior Accountants for the posts Assistant Accounts Officers for last three years and thereby closed down the solitary promotion prospects of the largest cadre of the Civil Accounts organization permanently.
b)  Controller General of Accounts has not taken any action to add or upgrade required number secretarial assistants posts while adding and upgrading the posts of ICAS cadre.
c)   As there are nearly 800(eight hundred) posts of Assistant Accounts Officers  are laying vacant for last three years the Senior Accountants are attending  all works including PFMS etc. But, Controller General of Accounts is not even ready to grant promotions on adhoc basis to the eligible Senior Accountants as Assistant Accounts Officers in spite of a clear orders issued by earlier Controller General of Accounts.
6.                NO BENEFIT OF 7CPC RECOCOMMNEDATIONS:-
Controller General of Accounts has not taken any initiative to implement the 7CPC recommendations regarding-
a) Grant of Level – 9 of Pay Matrix   to AAOs after 4 years
b) Level – 7 of Pay Matrix   to Senior Accountants.
and
c) Benefit of bunching to Assistant Accounts Officers as per the 7CPC recommendations and in terms of the orders of Implementation Cell so far.
7.                NO BENEFIT AS APPLCABLE IN IA&AD AND OTHER ORGANISED ACCOUNTS:-
Though the Governments of India and the Pay Commissions have always extended same benefit and status to the employees and officers of organized Accounts and IA&AD, but Controller General of Accounts is not honoring it and declined to extend following benefit to employees and officers of Civil Accounts organization which have been granted by IA&AD-.
a)  IA&AD is granting fresh appointee status to JAO/AAO with effect from the date of passing examination. But the Controller General of Accounts has refused to provide this benefit to the concerned AO/Sr. AO/AAOS of Civil Accounts organization as a result of which they are facing tremendous financial loss.
b)  IA&AD has granted relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006. But Controller General of Accounts has not agreed to extend this facility to the AAOS of Civil Accounts organization causing them to suffer financially.
c)   IA&AD and all Central Government Departments have granted headquarter allowance to Sr.PS/PS/Stenos working in the headquarters of the Departments/ Ministries. But CGA has not granted it to the Sr.PS/ PS/ Stenos working in his office.
d) IA&AD has provided 33.1/3% promotional quota to the post of LDC for Gr-D/MTS. But Controller General of Accounts is not agreeable to extend similar facility to the MTS of Civil Accounts organization despite the fact that MTS in Civil Accounts are not getting promotion as LDC even after thirty years of service as MTS.
e)  As the Group D post(s) have been merged as MTS after implementation of 6th CPC recommendations, IA&AD in terms of the para 6 below Annexure-I to DOPT’s OM No.35034/1/97-Estt. (D)dated 09-08-1999 ordered on 04.06.2015 to extended first two  financial upgradation under ACP scheme and third financial upgradation under MACP scheme to the employees of the cadre of MTS  ignoring financial upgradation granted to them prior to implementation of  6CPC. But the Controller General is not ready to take any action on this matter which is causing severe financial loss to the lowest paid employees.
8.                NO MUTALLY AGREED TRANSFER POLICY:-
Controller General of Accounts operates a most in-transparent and unscientific transfer policy in respect of Gr. B and C Cadres and it is often being used as a tool for vindictive actions against the individuals who seek justice. Though the employees are worst causality of such a defective transfer policy, but Controller General of Accounts and his officers are not ready to accept this reality and adopt an employee friendly mutually agreed transfer policy by having dialogue with the employees Associations while all Government departments and Public Sector Under Takings are following this method.
9.                NO ROTATIONAL TRANSFER POLICY:-
Controller General of Accounts is not operating the rotational transfer policy in a transpa-rent manner in spite of directive of CVC.
10.          NO MODIFICATION IN RRs IN TERMS OF DOPT NORMS / NO ACP-MACP BENENFITS
Controller General of Accounts is not correcting and updating the defects in the recruitment orders of different categories of employees or in respect of the officials inducted in the cadres from other departments laterally in terms of the DOPT and Government instructions. As a result of this, hundreds of the Civil Accounts employees are not getting their legitimately due ACP/MACP benefits for years together.

Under the above circumstances, we are having no other alternative but to precipitate our organizational actions unitedly. Without united action our voice shall not be heard and we would not be able to achieve our long pending demands.
We therefore, appeal upon all members of All India Association of Pay and Accounts Officer (Civil), All India Civil Accounts Employees Association Category-II and All India Civil Accounts Employees Association to participate and make the half day walkout programme on 13th September, 2017 a grand success.
 All are requested to leave the work spot during lunch hour for rest of the working hours of the day.
All local Co-ordination Committee are requested to take all necessary steps to educate the members and ensure that the programme becomes grand success.
The apex level Co-ordination Committee has served the intimation to Controller General of Accounts about the walk out. It is obvious that the authorities instead of appreciating their deficiencies and attempting to resolve the demands through mutual dialogue shall issue circular threatening the members so that they get scared and do not participate in the protest action.
But, we appeal all to ignore the Circular of Controller General of Accounts and participate in the programme unitedly. We should remember that only through united struggle we shall be able to achieve the demands.

Subject:-  Non-settlement of Demands of the Co-ordination Committee of Civil Accounts Employees and Officers Associations by holding mutual dialogue.
Sir,

We have been directed to invite your kind attention to our letter No:- COC/CA/2017/Corr-27 dated 11.08.2017 wherein we, on behalf of the employees and officers had requested you to kindly convene a meeting with the representatives of this Co-ordination Committee for discussion and settlement of the long pending issues of the employees and officers including the issue of Cadre Review.
But, we have not received any favorable response to our request so far and none of the issues has moved towards settlement.
We are therefore, constraint to inform you that, in order to record their protest and resentment against non-settlement of the demands our members shall stage a half day walk out from the work spot on 13th September, 2017 for the second half.
We understand the inconvenience likely to be there for resorting to the protest action by our members, but we hope, instead of directing to penalize aggrieved officers and employees you will kindly take favorable action for settling the long pending Charter of Demands and initiate appropriate action against those officers/officials who are responsible for creating the situation of unrest in the organization by not taking any action on the issues referred by the Service Associations for years together.

B)     ALLOW MULTI TASKING STAFF TO APPEAR AAO (CIVIL) EXAMINATION BEING GROUP -C.
C)   CONDUCT OF SPECIAL EXAMINATION FOR GRADUATE MULTI TASKING STAFF FOR THE POST OF ACCOUNTANT AS HAS BEEN DONE BY C&AG.
4.     HONOUR CCS (RSA) RULES, 1993 AND GRANT RE-RECOGNITION TO A.I.A.P.A.O. (CIVIL) HAVING REQUISITE MEMBERSHIP AS PER THE RE-VERIFICATION REPORT.
5.     STOP ATTEMPTS OF VITIATING MEMBERSHIP VERIFICATION PROCESS AND GRANT RECOGNITION TO A.I.C.A.E.A. CAT II ON THE BASIS OF EXISTING VERIFICATION REPORT IN TERMS OF CCS (RSA) RULES, 1993 BEING THE 2ND MAJOR ASSOCIATION IN THE CATEGORY.
6.     IMPLEMENT 7CPC RECOMMENDATIONS: GRANT-
(A) CORRESPONDING GP OF RS. 5400 TO AAOS AFTER 4 YEARS,
(B) CORRESPONDING GP OF RS. 4600 TO SENIOR ACCOUNTANTS.
7.      FOLLOW GOVERNMENT RULES AND J.C.M. NORMS:
a)  ALLOW UN-INTERRUPTED FOREIGN SERVICE FACILITY TO A.I.C.A.E.A. LIKE ALL OTHER CENTRAL GOVERNMENT DEPARTMENTS.
b)  STOP VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS. 
8.     GRANT PROMOTIONS TO THE ELIGIBLE SENIOR ACCOUNTANTS AS ASSISTANT ACCOUNTS OFFICERS AGAINST 10% PROMOTIONAL QUOTA AND ADHOC PROMOTION IN TERMS OF THE C.G.A. ORDERS DATED 30TH DECEMBER 2016.
9.    HONOUR DEPARTMENTALISATION SCHEME:  GRANT OF BENEFITS TO GR.B OFFICERS ALREADY GRANTED BY C&AG: TREAT JOINING TO THE POST OF JAO/AAO AFTER PASSING THE EXAMINATION AS FRESH APPOINTMENT ON THE BASIS OF DATE OF EXAMINATION/W.E.F DATE OF EXAMINATION.
10.    CONDUCT REGULAR D.P.C. MEETINGS FOR TIMELY PROMOTION OF PAOS/SR. AOS TO THE HIGHER POSTS.
11.     SETTLE  FOLLOWING PENDING ISSUES DISCUSSED IN THE FORMAL MEETING HELD WITH AICAEA ON 6TH NOVEMBER 2015 AND 9TH JUNE 2017: -
        (i)   Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees and officers Associations and implementation of the existing policy transparently without any discrimination.
(ii)     Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
            (a)  From the date passing departmental competitive examination conducted by SSC
            (b) From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii)    Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
(iv)    Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(v)       (a)  Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
        (b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vi)    Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(vii)    Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
12. SETTLE THE ISSUE OF THE BENEFIT OF BUNCHING TO ASSISTANT ACCOUNTS OFFICERS AS PER THE 7CPC RECOMMENDATIONS AND IN TERMS OF THE ORDERS OF IMPLEMENTATION CELL.
13.  PROVIDE OF ALTERNATIVE ACCOMMODATION AND AMENITIES TO THE CENTRAL OFFICE OF ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION AS THE PRESENT ACCOMMODATION HAS BEEN DECIDED TO BE DEMOLISHED.


14.  PROVIDE SUITABLE OFFICE ACCOMMODATION WITH AMENITIES TO CHQ OF AIAPAO (CIVIL) AND ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II.
