CONGRATULATIONS TO ALL FOR MAKING THE
STRIKE ON 16TH MARCH, 2017 A GRAND SUCCESS
We are very happy to inform all of you that, as per the reports received, large number of employees including Assistant Accounts Officers from all over the country participated in the one day strike on 16th March, 2017 under the united banner of NFCAA.
The strike was total in Assam, West Bengal, Andhra Pradesh and Telengana, Kerala and Mumbai. Participation of more than 90% (Ninety) percent members has been reported from the State of Tamilnadu and Pondicherry as a whole. Strike was 100% in majority of the units of Tamilnadu. In Karnataka strike was a stupendous success. 85% members participated and the strike was 100% in all major units. Strike in Rajasthan was equally encouraging. More than 80% members were on strike. All major units were totally closed with 100% participation. Success of the strike was more than 60% in Pune and 40% in Nagpur.  Cent percent participations were there in the major Units of these two stations. Strike was partial in Orissa and Delhi. Till we prepare this circular, written reports from various stations were awaited.
It has been reported by our Branches from different stations that, ignoring the threatening of Controller General of Accounts to take disciplinary action and threatening of certain employees organization that no protection shall be extended to the participants of strike if disciplinary action is taken by the authorities, huge number of employees including Assistant Accounts Officers have participated in the strike which made the strike cent percent in 90% offices.
The strike was therefore, a stupendous success and the National Federation of Civil Accounts Associations (NFCAA) congratulates its members for making the strike a grand success.
The Central Government Gazetted Officers Organization (CCGGOO) had extended its official support to strike call given by the Confederation of Central Government Employees and workers (CCGE&Ws) and directed its affiliates to organize solidarity programmes in support of the strike.
Responding to this, the All India Association of Pay and Accounts Officers (Civil) had directed its Branches to organize lunch hour demonstration and other supportive actions on 16th March, 2017. As per our report, solidarity programmes were organized in Shillong, Guwahati, Kolkata, Hyderabad, Bangalore, Chennai, Cochin, Trivandrum, Mumbai and Delhi by the Branches of All India Association of Pay and Accounts Officers (Civil).
The National Federation of Civil Accounts Associations therefore, offers its sincere thanks to All India Association of Pay and Accounts Officers (Civil).
CONFEDERATION TRADE UNION CAMP AT TRIVANDRUM
ON 6TH AND 7TH MAY 2017
The Confederation of Central Government Employees & workers has decided to organize Trade Union Education Camp at Trivandrum on 6th & 7th May 2017.
Pursuance of Confederation's decision, it has been decided that Branch wise Delegates from NFCAA shall be as below –

Branches shall select Delegates and inform Federation headquarters. Office Bearers of Confederation shall have to attend compulsorily and they shall be in addition to the number of delegates stated above. All delegates are requested to book their journey tickets in advance so that they can travel comfortably. Non-availability of tickets should not be cited as a reason for non-participation.
The venue of the camp is EMS Academy, situated in a picturesque, clam and quite place, ideally suited for study camp, which is about 11 Kilometers from Thiruvananthapuram Central Railway station and Bus stand and 17 Kilometers from Trivandrum, Airport.
Accommodation will be arranged by the Reception Committee from 5th May afternoon to 8th may morning 6 AM. Food will be supplied from 5th night (dinner) to 7th night (dinner). There will be no food on 8th morning.
Reception Committee volunteers will be available at RMS office situated near to Railway station and Bus stand (Kerala state Road Transport Corporation – KSRTC-Bus stand) from 5th May morning to 8th May morning.
Nobody will be allowed to leave the camp from 6th morning to 7th evening 5 PM.  Strict discipline will be enforced in the camp. Those who want to see tourist places should arrange their travel in such a way that on 6th & 7th May they will attend the camp without fail. It will be better to arrange the tour programme before or after the camp dates.
The delegate fee per head is fixed as Rs. 800/- (Rs. Eight hundred only) including food and accommodation. Nobody will be allowed to stay outside the camp venue and there is no hotel or tourist home near the camp venue as it is an isolated place.

RESUME ORGANIZATIONAL ACTIONS

·        STATION WISE DAY LONG DHARNA ON 23RD MARCH 2017.
·        HALF DAY WALK OUT ON 6TH APRIL 2017.

While we had decided to observe “Save Civil Accounts Day” on 1st March, 2017 by wearing Black Badges and showing Black Flags to the ICAS officers who had decided to observe Civil Accounts Day in Vigyan Bhawan, New Delhi, Shri P.K. Berwah, Joint Controller General of Accounts had requested to one of the Chairpersons of apex  level Co-ordination Committee and  the President of All India Association of Pay and Accounts Officers (Civil) in the late night of 28th February, 2017 not to organize Black day on 1st March, 2017 and he would ensure that a meeting between the Controller General of Accounts and the Co-ordination Committee representatives takes place at the earliest.

The Co-ordination Committee being very rational in its approach had accepted the assurance and decided to suspend all its agitational actions for a fortnight. The Co-ordination Committee had accordingly conveyed its decision to Controller General of Accounts vide its letter dated 02.03.2017 and requested her to convene the meeting with the representatives of the Co-ordination Committee at the earliest.

But, instead of calling a meeting with the Co-ordination Committee representatives, the office the Controller General of Accounts had issued a back dated (23-02-2017) letter to the All India Civil Accounts Employees Association asking the Association to submit the agenda items so that it could seek time from CGA, as if CGA is not the head of the Civil Accounts organization and she has no responsibility of looking after the matters concerning with the officers and employees of Civil Accounts organization. They issued the letter to the All India Civil Accounts Employees Association on the plea that other two Associations i.e.  AIAPAO (Civil) and AICAEACAT II do not have recognition but suppressing the fact that, it is the CGA office which  is responsible for granting recognition to the Associations and it has itself withheld the re-recognition/ recognition of these two Associations intentionally. 

Therefore, the present Controller General of Accounts and her officers being totally anti to the lower level officers and employees, they have betrayed and cheated the officers and employees.  Instead of creating a congenial atmosphere in these penultimate days of closure of financial year by holding dialogue with the representatives of   largest section of Group- B & C Officers and Employees, the Controller General of Accounts and her officers  are going ahead with her decision of bringing deputationists for 643 vacant posts of AAOs.  They are not at all inclined to settle any of our demands listed in the Charter of Demands. No Cadre Review, No Recognition, No Departmental Examination, No Promotion, No DPC and No Upgradation of Pay etc. etc.

We are therefore, left with no other alternative but to revive our organizational actions. Hence, as per the decision taken by us in the meeting held at Jaipur on 17th December 2016, all of you are requested to implement the following programmes unitedly under the banner of Co-ordination Committee:-

1.      Dharna on 23rd March 2017:- All Co-ordination Committees are requested to organize day long Dharna on 23rd March, 2017 in front of the office of senior most officer of the station.
2.     Half day walk out on 6th April, 2017:- All members are to stage walk out from the office for the 2nd half of 6th April 2017.
We know, just before the close of the financial year our Dharna programme on 23rd March 2017 shall cause inconvenience and difficulties to many, but we are compelled to do so as the authorities who are to maintain balance in the organization are totally irrational and behaving in an irresponsible manner.

Subject:- Settlement of the Charter of demands of the Co-ordination Committee of Civil Accounts Employees and Officers Associations.
Madam,

               We would like to refer our letter No:- COC/CA/2017/Corr-4 dated 02.03.2017 and state that, honoring the telephonic assurance of the Joint Controller General of Accounts in late night of 28th February, 2017 that you would hold meeting with the representatives of the COC soon, we had suspended all agitational programmes for a fortnight with effect from 1st March, 2017 so that a congenial atmosphere for dialogue is created. At the same time, we had also requested you to kindly convene a meeting with the representatives of the Co-ordination Committee vide our above mentioned letter.

               Subsequently, the Central Headquarters of All India Civil Accounts Employees Association, in response to your office letter dated 23rd February, 2017, had once again requested you vide its letter No:- AICAEA/HQ/A-2/2017/105-137 dated 14.03.2017 to kindly appreciate the fact that the Co-ordination Committee of Civil Accounts Employees and Officers Associations, which is in reality representing all recognized Associations and enjoying the confidence of majority of the officers and employees, was never ignored by any of the earlier Controller Generals and hence, you may kindly fix official meeting with the representatives of the Co-ordination Committee.

               But, no information about holding the meeting has been received by us till date and it seems that the apex authorities of Civil Accounts Organization have gone back from the assurance offered to the Co-ordination Committee through the Joint Controller General of Accounts, Shri P.K. Berwah on 28th February, 2017.

               We are therefore, constraint to inform you that, due to betrayal to totality of the Group-B & C Employees by the Civil Accounts authorities, the state/station level forums of this Co-ordination Committee shall organize day long protest Dharna on 23rd March, 2017 in front of the senior most officers of the station and the Co-ordination Committee of Delhi shall obviously sit in front of your office.

               This Co-ordination Committee has also decided that a delegation representing the apex level Co-ordination Committee shall meet you personally on 23rd March, 2017 to impress you about the urgency for the settlement of the long pending issues of the officers and employees of the Civil Accounts Organization submitted by the Co-ordination Committee in the form of CHARTER OF DEMANDS.
