Dear Comrades,
TWO DAYS CONTINUOUS MAHA DHARNA
IN FRONT OF CGA OFFICE, NEW DELHI
FROM 10.30 AM OF 7TH TO 4 P.M. OF 8TH DECEMBER 2017
We hope all of you have prepared well for taking part in the two days continuous dharna in front of office of Controller General of Accounts, New Delhi from 10.30 AM of 7th to 4 P.M. of 8th December, 2017 in support of the 15 Point Charter of Demands to make it a grand success.  Vide circular No:- COC/CA/2017/Circular-13 dated 26.10.2017, the Station/Branch wise and affiliate wise quota for participations in the Dharna were allotted. Some of the COCs/Branches have informed that they are on the effort of fulfilling the target of participants given by apex COC from their respective COCs/Branches.
COCs/Stations/Branches which have not yet taken any decision in this regard are once again requested not to lag behind this time and ensure their presence in the Maha Dharna from 7th to 8th December, 2017 to be held in front of office of Controller General of Accounts.
Centrally printed sufficient numbers of Hand Bills and Posters have been dispatched to all COCs/Branches/Stations/Units of the country. Hope those have reached to all. It may be ensured that the Hand Bills reach to each and every officer and employee and Posters are displayed in front of all offices.  
For the convenience of the members we are once again furnishing the full details about the Dharna.
·         The Dharna shall be held in front of the office of Controller General of Accounts, New Delhi.
·         It shall commence at 10.30 A.M. of 7th December, 2017 and continue round the clock till 4 P.M. of 8th December, 2017.
·         All National Executive Members of affiliates of COC, Federal Executive Members of National Federation of Civil Accounts Associations, office bearers of state/station/local COCs, Branch Committee members and Unit Committee Members (of All India Civil Accounts Employees Association) are to participate in the Dharna.
·         All participants for Dharna shall ensure their arrival at the Dharna spot before the commencement for the Dharna. 
·         Boarding and lodging of all outstation participants shall be borne by the apex level Co-ordination Committee.
·         Station/State wise participants from different affiliates shall be as under-

1.             CONDUCTING IMMEDIATE CADRE REVIEW OF GR.B & C OFFICERS AND EMPLOYEES AS PER THE GOVT. INSTRUCTIONS
1.    Allotment of 33.1/3% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.

12. Merger of the PAOs/AOs and Sr. AOs with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006  immediately and after two year PB 3 with GP Rs. 7600 in Level 12.
13. De-link CCAS from ICAS Cadre for the purpose of promotion.
2.   CANCEL RE-EXAMINATION CONDUCTED FROM 6TH TO 9TH JULY 2017, WITHDRAW COURT CASE AND POST ALL CANDIDATES QUALIFIED AAO (CIVIL) EXAMINATION, 2013 AND 2014.
3.     A)   CONDUCT THE AAO (CIVIL) AND OTHER DEPARTMENTAL EXAMINATIONS IMMEDIATELY AND GRANT AGE RELAXATION AS NO EXAMINATION WAS CONDUCTED SINCE 2012 AND 2015 FOR MTS AND OTHER GROUP- C EMPLOYEES RESPECTIVELY.
B)     ALLOW MULTI TASKING STAFF TO APPEAR AAO (CIVIL) EXAMINATION BEING GROUP -C.
C)     CONDUCT OF SPECIAL EXAMINATION FOR GRADUATE MULTI TASKING STAFF FOR THE POST OF ACCOUNTANT AS HAS BEEN DONE BY C&AG.
4.    HONOUR CCS (RSA) RULES, 1993 AND GRANT RE-RECOGNITION TO A.I.A.P.A.O. (CIVIL) HAVING REQUISITE MEMBERSHIP AS PER THE RE-VERIFICATION REPORT.
5.     STOP ATTEMPTS OF VITIATING MEMBERSHIP VERIFICATION PROCESS AND GRANT RECOGNITION TO A.I.C.A.E.A. CAT II ON THE BASIS OF EXISTING VERIFICATION REPORT IN TERMS OF CCS (RSA) RULES, 1993 BEING THE 2ND MAJOR ASSOCIATION IN THE CATEGORY.
6.     IMPLEMENT 7CPC RECOMMENDATIONS: GRANT-
(A) CORRESPONDING GP OF RS. 5400 TO AAOS AFTER 4 YEARS,
(B) CORRESPONDING GP OF RS. 4600 TO SENIOR ACCOUNTANTS.
7.      FOLLOW GOVERNMENT RULES AND J.C.M. NORMS:
a)  ALLOW UN-INTERRUPTED FOREIGN SERVICE FACILITY TO A.I.C.A.E.A. LIKE ALL OTHER CENTRAL GOVERNMENT DEPARTMENTS.
b)  STOP VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS. 
8.     GRANT PROMOTIONS TO THE ELIGIBLE SENIOR ACCOUNTANTS AS ASSISTANT ACCOUNTS OFFICERS AGAINST 10% PROMOTIONAL QUOTA AND ADHOC PROMOTION IN TERMS OF THE C.G.A. ORDERS DATED 30TH DECEMBER 2016.
9.     HONOUR DEPARTMENTALISATION SCHEME:  GRANT OF BENEFITS TO GR.B OFFICERS ALREADY GRANTED BY C&AG: TREAT JOINING TO THE POST OF JAO/AAO AFTER PASSING THE EXAMINATION AS FRESH APPOINTMENT ON THE BASIS OF DATE OF EXAMINATION/W.E.F DATE OF EXAMINATION.
10.    CONDUCT REGULAR D.P.C. MEETINGS FOR TIMELY PROMOTION OF PAOS/SR. AOS TO THE HIGHER POSTS.
11.     SETTLE  FOLLOWING PENDING ISSUES DISCUSSED IN THE FORMAL MEETING HELD WITH AICAEA ON 6TH NOVEMBER 2015 AND 9TH JUNE 2017: -
        (i)   Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees and officers Associations and implementation of the existing policy transparently without any discrimination.
(ii)     Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
            (a) From the date passing departmental competitive examination conducted by SSC
            (b) From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii)    Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
(iv)    Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(v)      (a)  Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
        (b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vi)    Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(vii)   Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
12.   SETTLE THE ISSUE OF THE BENEFIT OF BUNCHING TO ASSISTANT ACCOUNTS OFFICERS AS PER THE 7CPC RECOMMENDATIONS AND IN TERMS OF THE ORDERS OF IMPLEMENTATION CELL.
13.   SET UP OF COMPLAINTS COMMITTEES UNDER ALL HEADS OF THE DEPARTMENTS IN TERMS OF THE ‘SEXUAL HARASSMENT OF WOMEN AT WORKPLACE (PREVENTION, PROHIBITION AND REDRESSAL) ACT, 2013
14.   PROVIDE OF ALTERNATIVE ACCOMMODATION AND AMENITIES TO THE CENTRAL OFFICE OF ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION AS THE PRESENT ACCOMMODATION HAS BEEN DECIDED TO BE DEMOLISHED.
15.   PROVIDE SUITABLE OFFICE ACCOMMODATION WITH AMENITIES TO CHQ OF AIAPAO (CIVIL) AND ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II.

Subject:-  Non-settlement of 15 Point Charter of Demands of the Co-ordination Committee of Civil Accounts Employees and Officers Associations through mutual dialogue.

Sir,

          We would like to refer our letter No.COC/CA/2016/Corr-30 dated 13.11.2017 and state that, we on behalf of the Co-ordination Committee of Civil Accounts Employees and Officers Associations had forwarded the Charter of Demands through the said letter for your kind perusal and early favorable action.

          We have represented to your good self urging upon you to kindly undertake and implement the Cadre Review in respect of Group “B” and “C” Officers and Employees of Civil Accounts organization and settle fourteen other long pending demands in respect of all cadres.

          So far as the issue of Cadre Review is concerned, all major departments of Government of India have undertaken Cadre Review in respect of Group “B” and “C” cadres of their respective departments. The Cadre Review of ICAS cadres have also been done five times by the Civil Accounts authorities after the formation of the Civil Accounts organization in 1976 by reducing the existing promotion prospects of AO/Sr.AO. But the Cadre Review of group “B” and “C” cadres of Civil Accounts organization was not done even for a single time.

          Apart from the issue of cadre review, group  “B” and “C” officers and employees are suffering extremely for non-settlement of fourteen other very important issues connected with - conducting various departmental examinations, posting/promotion of AAO (Civil) qualified persons in 2013 and 2014, grant of recognition to AICAEA Category II, continuation of the status and  facilities of recognition to AIAPAO(Civil), grant of promotion to Senior Accountants as AAOs under 10% promotion quota,  grant of upgraded pay scales to AAOs (GP 5400 after 4 years) and Senior Accountants (at par with Assistants of Central Secretariat i.e.GP 4600), extension of Gr-A Status and higher pay scales to AO/Sr. AO (PB3 GP Rs. 6600 i.e. level 11 and GP Rs. 7600i.e. level 12  after two year), grant of parity to secretarial (Stenographers) cadres with Central secretariat secretarial cadres, upgradation of LDCs as Accounts Assistant (GP 2400) and Accountant( GP 4200),  merger of DEO with Accountant/ Senior Accountant, extension of the benefit of treatment of  joining to the post of JAO/AAO after passing the examination as fresh appointment as has been done by CAG, adoption of mutually agreed transfer policy, giving timely promotion to AOs/Sr. AOs to the higher posts and ACP/ MACP benefits to other cadres by conducting DPCs regularly, grant of benefit of II ACP to Sr. Accountant from the date passing competitive examination/ 1st July of the next year of passing open examination conducted by SSC, grant of financial up gradations to MTS under ACP/MACPS at par with CAG’s organization, Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in CGA office, removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization, relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006, one time age relaxation to Gr-D for appearing departmental promotion examination, suitable office accommodation with amenities to CHQ of AIAPAO (Civil) and alternative accommodation and amenities to the Central Office of AICAEA etc.

          Unfortunately we have not yet received any communication intimating the favorable action taken on any of the demands by your office.

          The Co-ordination Committee has therefore, decided to meet in Delhi on 7th and 8th December, 2017 and review the overall situation. If it finds no progress on the Charter of Demands, then it shall have no other alternative but to initiate sustained organizational action by resorting to an instant sitin in front of your office.

          The co-ordination Committee is however, confident that, the situation would not reach to such a pass in case there is a personal intervention your kind self.

          We therefore, request you to kindly intervene immediately and take appropriate action for the settlement of the enclosed demands of the Co-ordination Committee.
