CONGRATULATIONS


As per the reports received from different parts of the Country, majority of the Civil Accounts Employees participated in the Nationwide strike on 28th February 2012. Reports on participation in the strike have so far been received from Branches viz. Mumbai, Nagpur, Pune, North East (Shillong, Guwahati and Dibrugarh) Gujrat, Tamilnadu & Pondicherry (Chennai and Madurai etc.), West Bengal(Kolkata, Bolpur and Farakka etc) Kerala (Cochin, Trivandrum & Calicut) Delhi, Karnataka and Andhra Pradesh. In Mumbai participation was cent percent, Kerala and West Bengal the strike was almost total. In other Branches strike was 70 to 80%.

The Civil Accounts organization is completely different from any other department or organization. It comprises small offices like Principal/Pay and /Regional Pay and /Zonal Accounts offices located in different parts of the City/ state. Strength of the offices ranges from 2 to 200 employees. Strength of 98 percent of these offices is less than 20 employees. Major portion of these offices are having strength of between 3 and 10 employees.  But it is unique that the employees have participated in the strike.

Therefore, it was a wonderful action and the strike was a grand success in Civil Accounts Organization.

National Federation of Civil Accounts Associations (NFCAA) takes this opportunity to Congratulates the 10 Crore Workers and Employees of the Country too because of their participation in the strike on 28th February 2012 in support of the 10 point demands of 11 Central Trade Unions and their respective organizational demands.

VISIT TO BHUBANESWAR FOR STRIKE MOBILISATION

 Bhubaneswar

 

Com.S.P.Roy, President AICAEA CAT II visited Bhubaneswar on 23-02-2012 alongwith Com. Arijit Lahiri. They held a meeting with all the staff members of CBEC and CBDT units there. The participation to the meeting was spontaneous. The visiting leaders tried to highlight the pressing issues of the Civil Accounts Organisation including the matter of e-payment. They also also discussed all the issues concerning the 28th Feb. strike. There was healthy interaction with all concerned including the AAOs and PAO. 


The Unit leadership of Bhubaneswar requested Com. Roy that the Branch quota of their subscription for a long period has since not been received, the same may be sent at the earliest.

VISIT TO CHENNAI AND BANGALORE FOR STRIKE MOBILISATION

Com.K. Venkatasubramaniam, President, AICAEA.  Com. Sitaram, Branch Secretary, T & N Branch,  and also the Asst. SecY. General, AICAEA, Com. Usman Basha, Asst.Secy.General, AICAEA  Category II, Com. Raju, Branch President, AICAEA,T & N Branch and Com. Manivasan, AAO  from Categroy II  visited Units situated at Chennai on 22d Feb. 

The Tamilnadu Branch had organised two Meetings in order to facilitate every one situated in that area to come and attend. One was organised at Rajaji Bhavan, Besent Nagar, Chennai where members of both Associations (including AAOs) of CPWD, Agriculture, Health & Home attended the meeting. It was a well attened meeting and the need for making the strike was explained. Com. Manivasan AAO and Com. V. Raju also addressed on behalf of the Branches of AICAEA and AICAEA CAT II. Further, during lunch hour, the COC, chennai had organised a lunch hour gate meeting at Rajaji Bhavan and leaders of COC Chennai attended the meeting. Com. Venkatasubramaniam addressed the gathering along with others.

 

The other meeting was organised at Sasthri Bhavan, Nungambakkam, Chennai. It was attended by the members of PAO, supply, PAO, HRD, PAO, Consumer Affairs.   All leaders persent in the meeting  explained the need for strike making the strike successful. Mrs. Jayanthi Udayakumar, PAO, Supply and Sh. Navaneetha Krishnan, PAO, Consumer Affairs attended the entire meetings. 

 

Bangalore

Com.K. Venkatasubramaniam, President, AICAEA.  Com. Sitaram, Asst. Secy. General, AICAEA and  Com. Ushman Basha, Asst.Secy.General, AICAEA  Category II  visited Bangalore on 23rd February 2012. Karnataka Branch had organised a meeting at Central Revenue Complex, Bangalore, during the lunch hours. Mostly members of both the Associations from CBEC & CBDT attended the meeting including the women members of AICAEA CATII.

The Meeting was addressed by com. Sitaram, Com. Basha and Venkatasubramaniam.The need of the unity and need of the strike was emphasised. Members present in the meeting assured that they shall ensure the success of the  strike. 

VISIT TO AHMEDABAD FOR STRIKE MOBILISATION


Com.V.Bhattacharjee,Secretary General was invited to attend the open session of the 28th All India Conference of Income Tax Employees Federation at Mehsana, Gujrat on 21st February 2012. Accordingly, Secretary General attended the conference.

On 22nd February Secretary General visited Ahmedabad. Com. T. R. Janaradanan, President, NFCAA, and Com. R. K. Chaurasia, Addl. Secretary General, AICAEA also came to Ahmedabad on that day from Mumbai. The team of visiting leaders alongwith Com. T. A. Makwana, Asstt. Secretary General,AICAEA Ahmedabad, Com. K. M. Chauhan, leader of Ahmedabad Branch visited the units located at Ahmedabad. A meeting was organized by the units of Ahmedabad during lunch hour. Com. V.U. Pandya, ex-vice President of AICAEA Cat-II Presided over the meeting. Introductory speech was given by Com. T. A. Makwana, Asstt. Secretary General, AICAEA.The meeting was addressed by Com. R. K. Chaurasia, Com. T. R. Janaradanan and Com. V. Bhattacharjee. All of them explained the position of demands and need to strengthen the organization. They also explained the need to make the one day strike on 28th February 2012 succesful by the Civil Accounts Employees. Com. D. J. Modi, newly elected Secretary of AIAPAO(C), Ahmedabad addressed the house and assured full cooperation with members of NFCAA. Com. S.J.Soni, leader of the AIAPAO(C) also addressed the house and assured that all steps shall be taken by him and his Association to strengthen the organisations in Gujrat. Many other AAO/Sr. AO were also present the meeting. He has also stated that, all effort to strengthen the organization in Gujrat shall be taken. Before concluding Com. V.U. Pandya and Com. Makwana informed that all possible efforts to make the Strike on 28th February 2012 successful. Further necessary steps to from a full fledged Gujrat Branch shall be made at the earliest.

STRIKE TOUR TO GUWAHATI ON 14TH AND 15TH FEBRUARY2012

 VISIT TO GUWAHATI

 


As per the directive of Confederation, Secretary General conducted strike tour to Guwahati and 15th & 16th February 2012. Secretary General alongwith Com. Pranab Kr. Bhattacharjee of NFPE addressed a general body meeting of Civil Audit Association in AGs office, Guwahati during lunch Hour and a meeting of the representatives of the Co-ordination Committee of Central Government Employees and Workers, Assam in the Association Room of the Income Tax Employees Association. The opening speech was offered by Com. Ghana Gohain, General Secretary of the Co-ordination Committee, Assam. Com. Sarbananda Das, ex-leader of the Income Tax Employees Federation presided over the meeting. Representatives from Civil Audit Association Cat-II and Cat-III, ITEF, All India Civil Accounts Employees Association Guwahati and Shillong, CGWB, EPFSU, GSIEA, NFPE, GMSD and ITGOA attended the meeting. Com. Amitav Dey, General Secretary, ITGOA, Assam also addressed the meeting. On behalf of COC; Assam, Com. Sarbananda Das assured that all efforts to make the strike in Assam shall be taken.

On 14th February 2012 Secretary General addressed a meeting in PAO, Doordarsan, Guwahati and requested the members to participate and make the strike a grand success. Leaders of Guwahati Units Co-ordination of N.E. Branch assured that they will make the strike a grand success. Thereafter, Secretary General visited RPAO (NH) Unit Guwahati and requested the members to participate and strike a grand success.

Com. K. R. Hajong, President and Com. G. Chakraborty, Branch Secretary, AICAEA, N.E. Branch alongwith others had come to Guwahati on 15th February 2012 and attended the Joint Meeting of COC. After the meeting of COC was over, an informal meeting of the available leaders of NFCAA was held. In that meeting it was assured by the leaders that, all efforts to make the strike on 28th February 2012 shall be made by the leadership of the Branches.

Subject: Implementation of e-payment System – discussion regarding.

 

Madam,

            I am directed to inform you that, the Central Working Committee meeting of this Association and the Federal Executive meeting of National Federation of Civil Accounts Associations(NFCAA) held in Delhi from 24th to 26th November 2011 had deliberated on the decision of Civil Accounts authority to introduce e-payment system and observed that, implementation of e-payment system would not only  affect adversely on the working conditions of the employees but on the total payment functions of the Government of India too. The meeting had further noted that the system would bring more workload on the Civil Accounts Organization while the organization has already been functioning with the shortage of nearly 40% employees of original sanctioned strength.

The meeting had therefore, directed me to request the Controller General of Accounts to hold a discussion with the representatives of the NFCAA before implementing the e-payment system. Accordingly, CGA was requested to convene such a meeting under NFCAA letter dated 5/12/2011. In addition to the letter of NFCAA, all unit Associations of All India Civil Accounts Employees Associations have also forwarded resolutions to CGA urging upon him to kindly convene meeting with the representatives of Associations before implementing the e-payment system. But, CGA has ignored all the requests.

In the meantime, it has been brought to our knowledge by the units and Branch Associations from different parts of the country that, your administration at various levels are pressurizing our members to operate e-payment system. It is very unfortunate.

Since the e-payment system is fraught with risk for the employees and it would put extra work burden on them, they shall not attend the work connected with e-payment till the problems are negotiated and resolved by CGA.

I therefore, request you to kindly direct the local Administration of your department not to force our members to operate e-payment in order to avoid creation of unpleasant situations in the offices and request CGA to hold discussion on the issue so that the difference between employees organizations and authorities over the matter is resolved and it is implemented smoothly thereafter.

I hope, you will kindly take the contents of this letter to its true perspective and do the needful accordingly.

Subject: Problems faced in revision of Pre-2006 cases-(E-REVISION UTILITY)

 

Sir,

            The 14th Central Working Committee meeting of this Association held in Delhi from 24th to 26th November 2011 discussed the problems facing by the employees in doing the e-revision of pre 2006 cases. The observations and views of the Central Working Committee Meeting are discussed below for your information and necessary action.

  1. The change of address of pensioner/family pensioner has not been intimated either to the Head of Office or the PAO as it is not necessary as per rules. It is enough if the pensioner/family pensioner intimates the disbursing authority (bank) and the CPAO.
  2. The death of the pensioner and/or his spouse who is also authorized family pensioner through the same PPO  is not intimated to the Head of Office or the PAO as this is also necessarily be intimated to the disbursing authority(bank) and the bank will intimate the CPAO. Hence, the PAO or the DDO will not be aware of the death of the pensioner/family pensioner or both.
  3. In most of the cases the address is not traceable as both the pensioner and his spouse are expired and the child/children are settled elsewhere due to which the Head of Office is also not in a position to get the required details.
  4. Due to centralization of the pension processing by the banks, the paying branches do not have the details of very old pensioners/family pensioner and also the cases where the pensioner has closed his account and/or transferred his bank account to some other bank or branch.
  5. The list of Pre-1990 cases provided under each of the PAO is not in order as it is noticed that the cases, which do not pertain to the PAO, are also listed based on the details received from the bank and new PPO Numbers have been allotted under the PAO who has neither finalized the case nor holds the pension file. Further, it is noticed that some of the cases, which are still held by a PAO, are either not listed or listed under a different PAO or AG. Since some of the cases pertaining to a PAO have been listed under AG or some other PAO the banks have sent the Annexure III to the AG or other PAO based on the new PPO No instead of the PAO who has actually finalized the case and is holding the Pension file.
  1. As per the scheme book for Payment of Pension to Civil Pensioners by PSB, it is the duty of the bank to re transmit the PPOs to CPAO once there is no further pension or family pension or both through the PPO after recording the payment details through the link branch (Para 23) and the CPAO after making a note has to re transmit the same to the concerned PAO. This is not done either by the bank or by the CPAO, as the PAOs are not receiving any such PPOs from the CPAO. If this is done as per rules then the pension files can be closed once there is no further pension/family pension or both through the same PPO. In case the CPAO has received the PPOs back from the bank due to stoppage of pension/family pension the cases may be removed from the list under the web report.
  2. Through in some cases the Annexure III has been received from the banks it is not possible to revise the case as the mandatory details of date of birth of spouse is not available in the pension file or the service book and in some cases the pensioner is not traceable due to change of residential address or the pensioner is expired and the family pensioner has changed the residence and sometimes even the bank account which has not been updated in the CPAO web site.

When the PAO is not aware of a pensioner/family pensioners change of address or transfer of bank account or death of pensioner/family pensioner or both which need not be provided by the pensioner/family pensioner or the family members to the PAO or the DDO as per rules the revision of all the pre-2006 cases is not possible.

From the very date of formation of Civil Accounts organization, the All India Civil Accounts Employees had been requesting the authorities to create the posts records keepers in all the offices irrespective of their size and ensure posting of Record keepers against such posts. But it was not done.  Due to this the records in majority of the offices are either not kept systematically or not available at all. Without individual pension files, e- revision of pension cases are not feasible.

90 % of the e-revision work is to be done through computers and through continuous operation of internet. But the persons concerned dealing with the e-revision cases are mostly not provided with quality computers and proper internet facilities which is one of the major interruptions in the progress of the work.

            E-revision Utility version and releases are being updated day by day. Hence the previous day's work, if not uploaded, gets invalid the next day. For instance, on 19/08/2011 version xml file was created for 10 pension cases each (5 xml files) and on the day of upload the new version (01.01.2011) came and while uploading, it prompted that the xml is tampered. After 01/01/2011 patch which was followed by three upgrades viz. 03/11/11, 15/11/11 and 21/11/11 till date (………………). A full-fledged utility should

be provided for early completion of the work. Frequent release of patches/versions leads to confusion/delay/duplication of work. In view of this, the work cannot be completed on or before the target date fixed. In a nutshell the e-revision should be full-fledged application software and basic infrastructure should be provided for completion of the work.

            Further, it appears that the issue of shortage of man power in the organization has not at all been considered as basic requirement before taking the decision for e-revision of pension cases. The Civil Accounts organization is already suffering from the problem of shortage of more than 40% employees against its actual required strength. The work in connection with the e-revision of pre 2006 pension cases is additional workload on the existing employees and officers of the organization. Therefore, only after improvements in the working strength of the organization the work on e-revision cases would make progress in its actual form.

            The Central Working Committee meeting also deliberated on the policy of outsourcing/contractorisation/privatization of works by the authority as an alternative to- (a) shortage of staff or (b) reaction of the employees' organizations against overburdening the existing employees with additional workload. The meeting was of the opinion that, outsourcing of government functions is not only against the interest of the Nation altogether but quality of outsourced/privatized/ contracterised works are much below the bench mark. Examples came before the delegates of the meeting that, retired persons working in the Central Pension Accounting Office as Consultants are not even capable to prepare simple letters or undertake correspondences in proper language.  But they have been drawing handsome amount against the works. Engagement of such type persons is thus nothing but a wasteful expenditure and it would not serve any purpose.  There are lakhs of unemployeds who are well educated and having skills in computers. Therefore, in order to improve the quality of functioning of the government offices, freshers should be recruited on regular basis against the vacant posts by taking extra initiatives by the Civil Accounts Authority. However, the meeting appreciated that, till freshers are recruited, work cannot be kept pending. Therefore, the existing employees, who are highly skilled and efficient in accounting works, may be engaged on voluntary basis for completion of the work within the targeted date and they may be adequately compensated for extra effort they would be taking.

employees who are members of the affiliates of the Confederation of
Central Government employees and workers will go on one day strike on
28th February, 2012 in support of charter of demands adopted by the
Confederation.

This is to give notice that the members of All India Civil Accounts
Employees Association and All India Civil Accounts Employees
Association Category – II being the affiliates of the Confederation of
Central Government Employees and Workers, shall go on a day's strike
on 28th February, 2012. The charter of demands in pursuance of which
the employees will embark upon one day strike action is enclosed.

Charter of demands.
PART-A.
1) Concrete measures to contain price rise.
2) Concrete measures for linkage of employment protection with the
concession/incentive package offered to the entrepreneurs,
3) Strict enforcement of all basic labour laws without any exception
or exemption and stringent punitive measures for violation of labour
laws.
4) Universal social security cover for the unorganized sector workers
without any restriction
5) Creation of a National Social Security Fund with adequate
resources in line with the recommendation, of NCEUS and Parliamentary
Standing Committees on Labour, Stoppage of disinvestment in Central
and State PSUs, the Central Trade Unions also demand immediate action
by the Govt. of India to en sure:-
6) No Contractorisatlon of work of permanent/perennial nature and
payment of wages and benefits to the contract workers at the same rate
as available to the regular workers of the Industry/establishment
7) Amendment of Minimum Wages Act to ensure universal coverage
irrespective of the schedules and fixation of statutory minimum wage
at not less than Rs 10,000/-,
8) Remove the ceilings on payment and eligibility of Bonus, Provident
Fund; Increase the quantum of gratuity.
9) Scrap PFRDA Bill/New Pension Scheme; Ensure pension for all.
10) Compulsory registration of trade unions within a period of 45
days and immediate ratification of ILO conventions 87 and 98.

PART-B
1. Stop downsizing, outsourcing, contractorisation,
coporatorisation and privatization of Governmental functions.
2. Fill up all vacant posts and create posts on functional requirements.
3. Revise wages of CGEs with effect from 1.1.2011 and every
five years thereafter.
4. Regularize the GDS, daily rated workers, contingent and
casual workers by bringing about a definite scheme of regularization.
5. Remove restriction imposed on compassionate appointment
(end the discrimination on compassionate appointment between the
Railway workers and other CGEs).
6. Stop the move to introduce the productivity linked wage
system; Performance related pay; introduce PLB in all Departments;
remove the ceiling of emoluments for bonus computation.
7. Settle all items of anomalies (including the MACP related
anomalies) raised in the National and Departmental Anomaly Committee
within a fixed time frame of two months; Set up the anomaly committees
in those Departments where it has not been set up till date with the
Standing Committee Members of the National Council; Convene the
meeting of the Departmental Council in all Ministries / Departments
once in three months as envisaged in the JCM Scheme.
8. Make the right to strike a legal right and stop curtailment
of TU Rights.
9. Implement all Arbitration Awards.
10. Raise the interest rate for GPF; Revise the OTA and Night
Duty Allowance and Stitching and Clothing Rates of Uniforms.
11. Merge DA with Pay for all purposes including Pension as and
when the DA rates cross the 50% mark.
12. Vacate all Trade Union Victimizations.

            I would like to refer the meeting held between the official side and the National Executive of this Association under your Chairpersonship on 12th December 2011 and inform you that, we have not received the minutes of the meeting so far.

 

            As was instructed by you, we have been requesting your office repeatedly to show us the draft minutes (as per the JCM norm) before finalizing it. But no favorable response has so far been received by us.

 

            However, when we had met the Jt. CGA on 18th January 2012, we were assured by her that the minutes shall be issued within a week's time and before finalization of minutes we shall be invited to see it in the draft stage. But till today we have not received any information in this respect from your office.

 

            Further, we had also requested the Jt. CGA to take up the matter of renovation of Central Office of the Association with CCA, Supply as per the decision given by your kind self in the meeting and intimate us for our further necessary action. But we have not received any information so far.

 

            Apart from the above, some other staff matters are also required to be discussed by us immediately as the matters are connected with the future of the employees.

 

            Since our request for an immediate discussion on above matters have not been conceded by officer concerned of your office and the Addl.
