            We have learnt from your office letter No:- A.34012/3241/2017/MF. CGA (E)/177 dated 15th June, 2017 addressed to all heads of the Departments of Civil Accounts Organization that, you have decided to hold the limited Departmental Qualifying Examination for promotion of Group ‘C’ Multi Tasking Staff (12th Pass) as Lower Division Clerks in October, 2017.

            In this connection, I have been directed to request you that, since we have fixed the dates of All India Conference of our Association from 10th to 12th October, 2017 at Cochin and many MTS being the office bearers of the unit/Branch shall have to attend the conference as delegates and National Level Office Bearers, the date of Examination may kindly be fixed either before 6th October, 2017 or conveniently after the Festival of Diwali which is on 19th October, 2017.

            We shall be extremely grateful, if you kindly consider our request sympathetically and take a favorable decision in this regard.

Dear Comrades,
During the meeting held between the official side of the office of Controller General of Accounts and the National Executive Members of All India Civil Accounts Employees Association on 9th June, 2017, available Federal Executive Members had met in Delhi on 9th and 10th June, 2017. However, the decisions taken by the meeting could not be informed due to various other urgent issues. Therefore, agenda wise decisions taken by the said meeting are now being conveyed below.
1.   Meeting with the authorities of Controller General of Accounts - preparation and review:-
The meeting was slated between the official side of office of Controller General of Accounts and the National Executive of All India Civil Accounts Employees Association at 3 P.M. on 9th June, 2017. The meeting of the Federal Executives under took agenda wise preparations after discussing each item separately for discussion in the proposed meeting. It was decided that the issues of uninterrupted continuation of Foreign Service of Secretary General, vindictive transfer of National Executives Member of All India Civil Accounts Employees Association from Ahmadabad to Rajkot and vindictive transfer of Shri Anil Kumar Sharma, Sr. Accountant from Delhi to Kolkata shall be placed in the meeting before the agenda items are taken up for discussion.
Meeting between the official side of CGA office and the National Executive of All India Civil Accounts Employees Association was held under the Chairperson-ship of Dr. Smt. Shakuntala, Jt. CGA. Fourteen point Charter of Demands of the Co-ordination Committee of Civil Accounts Employees and Officers Associations was discussed in the meeting and highlights of the same were circulated by the NFCAA thereafter.
The meeting of the federal executives had decided that, Association shall not accept any meeting with Joint Controller General of Accounts level officers in future and after the minutes is issued by the authorities, decision to take further steps shall be taken.
Actions on a few items discussed in the meeting have been taken by CGA office in the meantime. The formal minutes of the meeting has also been issued by CGA office.  Though the staff side was asked to do vetting of draft minutes but the official modified the minutes after the vetting was done.
2.      Implementation of the decisions of Confederation:-
The meeting observed that, majority of the Branches are the part of the Co-ordination Committees of their respective stations/states and they effectively take part in the programmes of the Confederation and Co-ordination Committees. However, some Branches especially in the northern part of the country other than Delhi are not well connected with the Co-ordination Committees of their states/station. The meeting requested those Branches to improve their Co-ordination with their state COCs.
The Confederation had given a call to COCs to organize human chain on 22nd June, 2017 for realization of 21 Point Charter of Demands. The meeting had appealed upon totality of the Civil Accounts Employees to participate in the human chain and make it a success.
3.      Organizational Review:-
(a) Enhancement of Membership and continuation of Foreign Service of Secretary General.
As regards membership mobilization, it was observed that membership in some of the states are very poor and reached to an alarming situation. The meeting therefore, decided that sincere effort for mobilization of membership of those stations should be made. Joint tours of the representatives of AICAEA and AICAEA Cat II should be undertaken.
So far as the issue of continuation of Foreign Service of Secretary General is concerned, the meeting observed that the Civil Accounts authorities are maintaining an adamant attitude and they are not inclined to follow the Government of India rules or the procedures being followed by other Central Government Departments. However, the meeting after careful examination of the attitude of the authorities reflected in the meeting held on 9th June, 2017, decided to approach the Controller General of Accounts once again citing the examples of other departments and request him to allow uninterrupted continuation of Foreign Service of Secretary General.
b)     Holding of 15th All India Conference at Kochi.
As per the earlier decision, it has been decided that the 15th/7th All India Conferences of AICAEA and AICAEA Cat II and 7th National Convention of Women Sub-Committee shall be held at Kochi (Cochin) from 10th to 12th October, 2017. A necessary preparation for the same is on progress. The meeting directed all Branches to prepare and ensure participation delegates and Women Committee Members as per the provision of constitutions. The meeting further directed the Branches to extend the Organizational and Financial support to the host Branches. The meeting also directed the host Branches to form the Reception Committee and take all necessary preparations for the Conferences and the National level Women Convention.
c)        Unit and Branch Conferences and Branch level Women Convention:-
The meeting directed all Units to complete the unit conferences within 31st July, 2017.
It has been decided that the Conferences of the Branches should be completed within 31st August, 2017 and along with Branch Conference, Branch Level Women Convention should also be organized.
It has also been decided that the National Women Sub-Committee of National Federation of Civil Accounts Association shall meet in Kolkata on 19th July, 2017 and all Women Committee members should compulsorily attend the meeting.
With above decisions the meeting was declared over by the President of the meeting.

Subject: - Reference to a remark made by Secretary General of a recognized AAO Association regarding membership verification of AICAEA CAT II in a social media.

Sir,
            I would like to draw your kind attention to the letter No:- AICAEA Cat II/CHQ/2016/29 dated 30.06.2017 addressed to your good self by the Secretary General, All India Civil Accounts Employees Association Category-II on the above mentioned subject (copy enclosed) and state that the All India Civil Accounts Employees Association Category-II has confronted with a serious problem of unfair membership verification due to the attempt of  misutilizing  the official machinery to intercept and sabotage the process of membership verification by a Service Association through its members.

            Further, majority of the nodal authorities have not sought membership verification reports from their filed formations in terms of your OM No. A-60015/1/2016/MF.CGA (A)/NGE/AICAEA-II/155 dated 15th June 2017. This fact shall be evident from the letter No:- AICAEA Cat II/CHQ/2016/30 dated 04.07.2017 of the Central Headquarters of All India Civil Accounts Employees Associations Category II, Kolkata (copy enclosed) and letter No:- AICAEA/AICAEA Cat II/2017-18/Rg./01 dated 19.06.2017 of All India Civil Accounts Employees Associations Category II, North East Branch, Shillong (copy enclosed) addressed to your good self respectively.

            Therefore, this federation being the federating body of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II, urges upon you to kindly do the needful to ensure that the provisions of CCS (RSA) Rules, 1993 are enforced in respect of the Association which has not been following them and provide justice to the All India Civil Accounts Employees Association Category-II regarding verification of membership under check-off-system.

            The Central Headquarters of All India Civil Accounts Employees Associations Category II vide its letter dated 04.07.2017 has once again requests the following:-

1.     Extend the date of submission of membership verification report by the nodal authorities i.e. Pr. CCAs/CCAs/CAs for three weeks more.
2.     Instruct PCCAs/CCAs/CAs to endorse the copy of the instructions for verification of membership issued by them to the DDOs to the Association and direct the DDOs to send the verification report to Principal Accounts Offices on a fixed date so that they could send the consolidated report to your office on or before the date fixed by your office.

            We request you to kindly consider these requests of the Secretary General of All India Civil Accounts Employees Associations Category II sympathetically and take favorable action.

Subject:- Reference to a remark made by Secy. General of a recognised AAO Association regarding membership verification of AICAEA CAT II in a social media
Sir,
       I have been directed to draw your attention and to request you for lawful action on the matter narrated below:
           In response to our request you have been kind enough to order the verification of membership of AICAEA CAT II. Accordingly our members are signing and submitting authorisation forms. Now concerned officers are suppose to send actual report to you. The case is initiated at the level of AAO.
               Now it is found that Secretary General of AICA Gr.B(Gaztt.)AAO Association is instructing AAO to send “NIL Report” to authority. This instruction is issued at his capacity of “Secretary General” of a recognized Association. This is clearly an attempt to intervene in official duty of a government servant and in contravention of the laws of land. Redundant to mention any contravention of the laws of the land is an act  unbecoming of a government servant. Further, it clearly flouts the conditions for Recognition under CCS (RSA) Rules, 1993.
                Further, I request you to kindly look into the matter and do the needful. For your ready reference, I am enclosing herewith a print out copy of the instruction of the Secretary General of AICA Gr.B (Gaztt.)AAO Association posted in social media on 27.06.2017.
