RESOLUTION

The extended joint National Executive meeting of the All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association Category-II held under the banner of National Federation of Civil Accounts Associations from 7th to 9th December 2010 in Delhi expressed its deep anguish and resentment on non-settlement of the vindictive actions taken against the representatives of the Association in PAO, Central Excise, Allahabad.

The meeting noted with grave concern that during the last five years, the local administration of PAO, Central Excise, Allahabad had been pursuing vengeant attitude towards certain section of the employees and spoiled their CRs. The Central Headquarters of All India Civil Accounts Employees had time and again brought the fact of vindictive actions of the local administration of PAO, Central Exercise, Allahabad to the knowledge of CGA and Pr. CCA, CBEC, New Delhi. Further Secretary General of the Association had submitted full details of the activities of the local administration of PAO, Central Excise, Allahabad to the authorities with the request of taking appropriate favourable action. But no action has been taken against the errant officers causing serious demoralization among the Civil Accounts Employees at large.

The meeting further noted that, the PAO, Central Excise Unit, Allahabad furnished the full details of the misbehavior of the earlier ACA and his harassment to the employees to the Pr. CCA, CBEC through its resolution dated 12/05/2009 and various other documents. But the O/o the Pr. CCA, CBEC has not taken any action on this resolution.

It has also been noted by the meeting that the victimized employees of PAO, Central Excise, Allahabad have represented to the Controller of Accounts and Chief Controller of Accounts, CBEC, New Delhi explaining the situation faced by them while working under the ACA concerned and requested to expunge the adverse entries made in their CRs by the ACA and his wife who worked in the same office as PAO so that they could get their legitimately due promotion and MACPs benefits. But the employees are yet to get justice.

The meeting therefore, resolves to urge upon C.G.A and authorities of Pr. CCA, CBEC, New Delhi in particular to settle the matter without further delay.

The meeting also resolved that, the copies of this resolution shall be forwarded to the Controller General of Accounts and the Pr. CCA, CBEC, New Delhi.
