NOTIFICATION

Under the provisions of Article 13 (Part-II) of the Constitution of All India Civil Accounts Employees Association, it is hereby notified that, in terms of the Articles 4(a), 5, 6, 7 and 14(Part-II) of the Constitution, the12th All India Conference of the All India Civil Accounts Employees Association will be held in Mumbai from 1st to 4th June 2011.

 

PART- A

Venue: - The venue of the Conference will be

"Auditorium" of Directorate General Factory Advice Service and Labour Institute,

Chunabhatti Road,

Sion,

Mumbai 400022

 

Inauguration and open Session: - The Inaugural Session and Open Session will be held from 9.30 A.M.  and 3.p m. of 1st June 2011 respectively after flag hosting ceremony and offering of floral tributes to Martyrs column.

Composition of the Conference: - Composition of the Conference will be as defined in the Article 5 (a) & (b) of the Constitution. All the delegates should ensure before the commencement of the Conference that, Headquarter Quota upto 3/2011 has been deducted and remitted to Central Headquarters by the concerned DDOs of the unit/Branch they are representing.

Women's Convention: - 4th National Convention Women's Committee shall be held on 2nd June 2011in terms of the Article 7(e) (i) of the constitution. The Branch level Women Committee Members being the Delegates for the Convention in addition to the National Women Committee Members, Branches and Units are to bring women delegates as per the number they are entitled to.

Arrival of delegates: - Delegates should reach Mumbai by the evening of 31st May 2011 so that the Conference could start on 1st June 2011 at the scheduled time.

 

PART- B

Reception Committee:-All India Civil Accounts Employees Association, Mumbai Branch and All India Civil Accounts Employees Association Category-II, Mumbai Branch being the host for the 12th All India Conference of All India Civil Accounts Employees Association, 4th All India Conference of All India Civil Accounts Employees Association Category-II and 4th National Convention of Women Committee respectively, have formed the Reception Committee.

Intimation about Arrival: - Branch and Unit Secretaries are requested to send the name(s) of the Delegates/Observers and date of their arrival at  Mumbai along-with Train No. etc to the Reception Committee well in time so that all necessary arrangements could be made by the Reception Committee.

Delegate Fee: - Delegate Fee will be Rs.300/-(Rupees three hundred only) per Delegate/Observer/visitor and it will cover the food and lodging of the Delegate/ Observer/visitor while in Mumbai.

Accommodation; - Accommodation for the stay of the delegates has been arranged at the Hostel of Directorate General Factory Advice Service and Labour Institute at the same campus. Separate accommodation for Women delegates will be provided.

 

This venue is in Central Mumbai located at a central place, well connected to different parts of the city by rail and road.  The venue is very close to suburban railway stations (half km- walking distance) Sion in Central railway and Chunabhatti in Central railway - Harbour Line. However the upcountry trains will not halt at these stations.

The delegates can reach the venue as follows:

·                   Those who get down at Kurla Terminus (Lokmanya Tilak Terminus) can hire a taxi or auto rickshaw and reach the venue which is 1.5 kms away.

·                   From Dadar Station the venue is 4 kms away and taxis will be available at Dadar station.

·                   Those who get down at Bandra Terminus can hire taxi or auto rickshaw to reach the venue which is 4 kms away. In case, the train is halting at Mumbai Central, it is better to board suburban train from Mumbai Central and reach Dadar. 

·                   Those who get down at Mumbai VT ((Chhatrapati Shivaji Terminus), can travel to Sion from Mumbai VT by suburban train.  

·                   In the case of delegates arriving by trains which are not terminating in Mumbai, the best option is to get down at Panvel Station. They should board Panvel – CST (Chhatrapati Shivaji Terminus) suburban train and get down at Chunabhatti station.

 

PART-C

Special casual leave: - As per Government of India instructions, all the delegates will be entitled to special casual leave (including journey period).

The Part-A portion of this Notification has been forwarded to CGA and endorsed to all the Heads of the Departments. Hence, the delegates are to apply for Special Casual leave by referring the notification no. and date and proceed to conference without waiting for the sanction order of Special Casual leave. However, they are to apply for Special Casual leave in advance.

Resolution: -If any Branch/Unit wishes to move any resolution(s) or proposal, it should forward the copy of such document to Central Headquarter before 15th May 2011.

CONGRATULATIONS

CONGRATULATIONS: PAO, CBEC, MADURAI UNIT

 

                  The PAO, Central Excise Unit, Madurai has been persistently fighting against the anti-employee, harassing and dishonest local administration. The unit has reported that the local administration is harassing the employees by not reimbursing their legitimate personal claims and using abusive languages with the employees and particularly with the women employees while they are visiting his chamber on official matters. In order to divide the employees he is openly practicing favoritism and misreporting the facts in respect of his office to the higher authorities. Not only this, his approach towards the Departmental persons has been causing severe damage to the image of the Civil Accounts organization.

 

                  . The PAO, Central Excise Unit, Madurai has been holding various forms of agitational actions for the last few months. It furnished detailed reports to the higher authorities and Federation headquarters before resorting organizational action.

 

             The office was awarded as one of the best offices by CGA and award was offered for the same on Civil Accounts day 2011. When the entirety of the membership of the unit refused to accept honorarium granted to them as an award for making the office as one of the best office, higher authorities intervened and requested to the Unit Secretary to accept the same. The members accepted it conditionally. It has now been decided by the higher authorities to depute one of the senior officers for having assessment of the situation. Federation headquarters is pursuing the matter with the authorities of different level and maintaining continuous touch with the unit and the Branch.

           

                      Federation headquarters of NFCAA congratulates the PAO, Central Excise, Madurai unit. However, fight is not over. The unit and  the Tamilnadu and Pondicherry Branch in specific should continue the struggle till final solutions are there. However, all Branches are requested to be ready to extend support to the unit if the authorities do not settle the problems of the Unit upto the expected level.

·        The attack launched on the NFCAA in the form of disciplinary proceedings (initiated by the authorities of Pr.CCA, CBEC) against Secretary General for participating and addressing organizational meeting in AGCR, Building, New Delhi on 1st February 2011 in connection with mobilization of employees for March to Parliament on 23rd February 2011.

 

·         Vindictive transfers of Sr. Accountants in the Field Pay Units located in different parts of the country by the Pr. CCA, CBDT through pick & chose policy without any norm.

And

 

·      non-settlement of 16 point Charter of demands

1.  Filling up of all vacant posts by direct recruitment, promotion and absorption of deputationists on agreed terms and no outsourcing and off-loading of works of Civil Accounts.

2.    Vacation of vindictive actions against employees and officers of the organization and taking appropriate action against officers' responsible for victimization and vindictive action.

3.      Restoration of 594 posts kept in operational abeyance.

4.      Settlement of 6 CPC related issues-

Upgradation of LDCs by re-designating them as Accounts Assistants and grant of following Pay scales and Grade Pay to different cadres-

      a) Accounts Assistant                                       PB-1 with Grade Pay Rs. 2400/-

      b) Accountant/DEO Gr.A                                   PB-2 with Grade Pay Rs.  4200/-

      c) Sr. Accountant/ Steno Grade- I                     PB-2 with Grade Pay Rs. 4600/-

      d) Sr. Accountant with II ACP                            PB-2 with Grade Pay Rs. 4800/-

11. Increase in promotional quota for Senior Accountant as AAO to 20% of posts of AAO and removal of condition of 53 years of age for promotion.

12. Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing Departmental Competitive Examination conducted by SSC.

13. Separate toilet facilities and Rest Room facilities for women employees in all offices.

14. Issuing of Gradation lists of all cadres immediately.

15. Provision of amenities to the Central Office of the Association.

16. Supply of copies of orders/OMs of general interest of staff to the Association in terms of the Government of India as well as CGA's instructions and placement of orders/ Circulars in the website of CGA

OBSERVE PROTEST DAY ON 19-05-2010

 

            It was decided by the Federal Executive Meeting that, if CGA continues his indifferent attitude towards the 16 point Charter of Demands and does not take any positive step to ensure dropping of disciplinary action initiated by the authorities of CBEC against Secretary General of the Organization, Protest Day shall be observed by wearing Block Badges by the members and the date for the same shall be decided by the Headquarters of NFCAA. Accordingly it has been decided that, 19th May 2011 shall be observed as Protest Day and all the members of NFCAA (from Group-D to AAO) shall wear Black Badge for the whole day. The text of the badge is given below. It may be printed in sufficient numbers and handed over to all members alongwith an appeal containing the background of organizing the programme.

HOLDING OF CONFERENCES

            The 12th AIC of AICAEA, 4th AIC of AICAEA Cat-II and 4th National Convention of Women Committee shall be held in Mumbai from 1st to 3rd June 2011. The meeting of the Federal Executives held on 3rd and4th April has directed the Secretary Generals of AICAEA and AICAEA Cat-II and Convener of National Women Committee to issue notification in respect of the forums they have been representing. The meeting further decided that-

1.      All Federal Executive/National Executive/Women Committee members are to reach the venue of the Conference in the morning of 31st May 2011 and book their return journey tickets in the trains leaving in the evening 4th June 2011 so that there could be National Executive meeting on 31st May and Federal Executive meeting on 4th June 2011 respectively.

2.      All Branches are to complete Branch Conferences and women conventions within 15th May 2011 and send reports to their respective headquarters.

3.      All Branches are to set the date for the completion of Unit Conferences before Branch Conference.

4.      All Branches are to mobilize sufficient number of delegates for participation in the AICs and Women convention. All Branch level Women Committee members are the eligible Delegates for National Women Convention.

 

IMPLEMENT JAC PROGRAMME

The meeting of Apex JAC held on 22nd February 2011 at Hyderabad has decided that a Day Long Dharna may be held jointly at a Central point on 26th May 2011 by all local JACs after mobilizing and motivating the activists & the rank and file. All Branches and Units are therefore requested to contact other constituents of JAC in their stations and implement the programme.

 

             The meeting of JAC also decided to organize a National Convention on the issue of "functional independence of the Audit & Accounting organizations". A draft work paper on the above subject would be circulated to all the constituent organizations. The constituent organizations would improve this draft taking into account the factors which impede the functional autonomy of their respective establishments. After collating all the impacts given by the constituent organizations, the final Draft will be circulated latest by 30th June 2011. In the month of July 2011 the apex JAC will meet again to finalize the concrete campaign programmes of holding departmental/station wise workshops and also fix the date of the National Convention.

Dear Sir,

 

            It has been brought to our notice by the Delhi State Committee of the Confederation that the authorities of Pr. Chief Controller of Accounts, Central Board of Excise and Customs, AGCR Building, I.P. Estate, New Delhi has chosen to initiate disciplinary proceedings, against Shri Vrigu Bhattacharjee, General Secretary of the Delhi State Committee of this organization on an allegation that he had organized a meeting outside the AGCR Building without taking prior permission from the concerned authorities.   Shri Vrigu Bhattacharjee, as you are aware, is also the Secretary General, All India Civil Accounts Employees Association, recognized by the Government of India on your recommendation. 

 

            In order to mobilize the Central Government employees for the "workers march to Parliament" (to be held on 23rd Feb. 2011) to project certain worker/employees related matters before the Government, the State Committee of the Confederation had decided to organize meetings during lunch recess in front of various offices of the Govt. of India located in Delhi.  One such meeting was to be held at AGCR building on 1st February 2011. Normally it is the practice that permission for such meetings used to be obtained by the concerned Association of employees located in the identified building. The State Committee and its General Secretary was accordingly informed that permission for holding such meeting has been requested for by the Civil Audit Association, O/o DACR, Delhi during lunch recess on 01-02-2011.As per the information that has been obtained by us, the permission was not denied by the concerned authorities till the meeting commenced.  No doubt the meeting was interfered with a direction by the  Senior Accounts Officer, purported to be on behalf of the Director General            Audit (Central Expenditure) to the effect that the meeting must be disbanded. The concerned officer was repeatedly requested by the organizers that the meeting may be allowed to be continued as it would be wound up before the recommencement of the office after the lunch recess and the same would be peaceful and the members from various offices have already assembled. Had the permission been denied at least a day in advance, the organizers of the meeting would have taken necessary action in this respect. 

 

            The allegation against Shri V. Bhattacharjee, General Secretary of our State Committee prima facie is untenable both on merits and legally, as the instruction cited in the charge sheet issued by the Works and Housing Ministry seems to be not in consonance with the stipulation made in the Conduct rules and is also without proper jurisdiction. This apart we have also been informed by the organizers and participants of the meeting that there had been no obstruction for the smooth functioning of the office or for the entry and exit of any body to and from the building.

 

            Being the Secretary General of a recognized Association, Shri V. Bhatacharjee has functioned within the ambit of the rules and regulations and has not violated any of the provisions of the Conduct rules.  Initiation of disciplinary proceedings against the functionaries of the recognized Associations on untenable allegations will throttle the very functioning of the Association, recognized by the Government for the purpose of projecting the grievances and demands of the employees for its redresssal by the authorities. In fact such action will only bring about ill feeling between the mass of the employees and the authorities.

 

            We, therefore, appeal to you to kindly intervene in the matter and ensure that the proceedings are dropped.  We shall also be grateful if you can afford us an opportunity to meet you and present the facts before you so as to remove the misgivings and misunderstandings in the matter.

Resolutions adopted in Federal Executive meeting held on 3rd and4th April 2011

RESOLUTION

 

 

This federal executive meeting of the National Federation of Civil Accounts Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II held on 3rd and 4th April 2011 at Delhi express its strongest resentment against the indifferent attitude of Civil Accounts authorities towards the demands of the Civil Accounts Employees.

 

            While accepting the memorandum (on 16 point charter demands) from the delegation of National Federation of Civil Accounts Associations on 8th December 2010, the Controller General of Accounts had assured that, he would soon convene meetings with the representatives of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II for settlement of the demands across the table mutually.

 

            But inspite of repeated requests by both the Associations for the last three months, Controller General has not convened any meeting.  However, responding to the letters dated 7th January 2011 of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II, the Office of the Controller General of Accounts had conveyed to the All India Civil Accounts Employees Association through a letter dated 1st February 2011 that the date of meeting being communicated to the Association in due course. But even after lapse of two more months, office of the Controller General of Accounts has not fixed any date for meetings which is untenable.

 

            The meeting resolves that, if this resolution is ignored and no communication containing the date(s) for meeting(s) is received by the All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association category II at the earliest, the National Federation of Civil Accounts Associations shall be compelled to organize intensified organizational action throughout the country.

 

            Resolved that the copies of the Resolution shall be forwarded to the Controller General of Accounts.

RESOLUTION

 

            This federal executive meeting of the National Federation of Civil Accounts Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association category II held on 3rd and 4th April 2011 at Delhi strongly condemns the disciplinary proceeding initiated by the authorities of Pr. CCA, CBEC against the Secretary General for participating in Trade Union meeting as a part of normal organizational activity.

            After everything was over, allegations were leveled by the DGACR authorities against Shri V. Bhattacharjee, Secretary General which are prima facie untenable both on merits and legally.    Being the Secretary General of a recognized Association, Shri V. Bhatacharjee has functioned within the ambit of the rules and regulations and has not violated any of the provisions of the Conduct rules.  Initiation of disciplinary proceedings against the functionaries of the recognized Associations on untenable allegations will throttle the very functioning of the Association, recognized by the Government for the purpose of projecting the grievances and demands of the employees for its redresssal by the authorities. In fact such action will only bring about ill feeling between the mass of the employees and the authorities.

This meeting considers the above action of authorities of Pr. CCA, CBEC, New Delhi is nothing but attitude of curbing the routine nature activity of the Association and gross misuse of powers.

The meeting therefore, appeals upon Controller General of Accounts to kindly intervene in the matter and direct the authorities of Pr. CCA, CBEC, to drop the proceeding immediately 

The Resolves that the Resolution adopted shall be submitted to the Controller General of Accounts.
