                It is for the information of all that an Extended Federal Executive Meeting of National Federation of Civil Accounts Associations will be held on 3rd and 4th October, 2012 at New Delhi to discuss the following items of agenda-

1.      Review of the decisions of last meeting.

2.      Decision of Confederation:  Strike call on 12-12-2012 in support of the 15 point Charter of demands  -  preparation and implementation thereof

3.      Finalization of the proposal for cadre review.

4.       E-payment and our position.

5.      Apex JAC meeting held on 26/07/2012 : implementation of the decision regarding.

6.      Meeting with CGA – proposal regarding.

7.      Implementation of decisions of 5th Federal Council meeting.

8.      Review of organizational position.

9.      Misc. (if any with the permission of Chair).

            All Federal Executive members including the Women Committee Members and all Branch Secretaries or Presidents of AICAEA and AICAEA CAT II are requested to attend the meeting.

             The venue for the meeting will be Garwal Bhawan, Panch quain Road.New Delhi- 110001.

The venue shall also be the accommodation for the stay of all outstation representatives and it will be available on 2nd to 4th October 2012.

HIGHLIGHS OF THE DISCUSSION HELD BETWEEN THE C.G.A AND SECRETARY GENERAL, A.I.C.A.E.A. & N.F.C.A.A.  0N 4TH SEPTEMBER 2012

 

 

            Shri Jawhar Thakur, New CGA had invited Secretary General on 4th September 2012 for a discussion. As other National Executive Members of Delhi were not available instantly, Secretary General met the new CGA.

 

            At the very outset, Shri Jawhar Thakur, was congratulated by Secretary General on behalf of totality of the membership of National Federation of Civil Accounts Associations for his assumption of the Post of Controller General of Accounts. Shri Sakesh Prasad Singh, Dy. CGA was also present in the meeting.

 

            While responding to the discussion initiated by CGA, Secretary General informed him that all Associations are happy to note that the transfer orders of AOs & AAOs have been placed in the website of CGA which was a long pending demand of all Associations. The members shall be happy if the orders are implemented without any discrimination. CGA assured that the matter shall be taken care of. Many other issues were discussed with CGA informally. The outcome of the discussion and the assurances offered by CGA on those are as under:-

 

1.   All measures to fill up the vacant posts shall be taken. More than a thousand dossiers have been received from SSC. CGA shall take personal initiative to ensure filling up of vacancies at the earliest even by calling for more dossiers.

 

2.   Long pending proposal of Association to limit the transfer & posting of AAOs up to a distance of 500/600 KM from home town shall be considered.

 

3.   Issue of grant grade Pay of 5400/- to AAO on completion of 4 years shall be taken up with the Government favorably.

 

4.   Raising the promotional quota for Senior Accountant to 20% (against the demand of 30%) shall considered favorably.

 

5.   Departmental Examination for promotion as LDC and Accountant shall be tried to be conducted in November 2012.

 

6.   Formal meeting shall be granted to the Associations in November 2012 if the request is made formally and items are submitted.

 

7.   Issue of grant of appropriate Pay Scales to different cadres shall be examined after the proposal on this matter is submitted by the Association.

 

8.   As requested by the Associations action to renovate the office Accommodation provided to the Association (as per provision of Government of India) shall be taken expeditiously.

            A delegation comprising Com. V. Bhattacharjee, Secretary General, AICAEA, Com. A. K. Mehta, President, AICAEA Cat-II and Com. S. C. Bamrara, Asstt. Secretary General, AICAEA met Shri S. M. Kumar, Pr. CCA, CBDT on 31st August 2012 to discuss some of the important issues pending with his office.

 

            Brief resume of the meeting is furnished below:-

 

1.      Filling up of vacant Posts:-

 

Pr. CCA, informed that, large numbers of dossiers have been received and offer of appointments to the person concerned are under issue. The newly created ZAOs are being arranged to be manned. No irrational step of dislocating to any individual shall be taken and there shall not be inconvenience to anyone. Persons who have come on deputation basis and seeking absorption shall be considered on priority basis.

 

2.      Regularization of Temporary Status Employee – case of Shillong

 

After discussion, ralevant papers of the case was handed over to Pr. CCA. He assured to look into to the matter favorably.

 

3.      Removal of discrimination in granting promotion to the post of Accountant.

 

It was pointed out by the staff side that, some of the Accountants from Kolkata had not been accorded due seniority with reference to their juniors. In response to the request of the Association, CGA has issued instructions in this regard on 19th April 2012. However, the formal orders granting seniority to them is due to be issued by the office of Pr. CCA, CBDT. As desired, by the Pr. CCA, copies of relevant documents have been submitted to him and he assured expeditious action on this matter.

 

4.      Grant of promotion to Sr. Accountants under 10% Promotional quota:-

 

It was stated by staff side that, a good number of Sr. Accountants of CBDT setup who were recruited in 1978 have not been granted promotion as AAO under 10% promotional quota while their juniors have already been promoted.

 

List of such persons and copies of relevant correspondences have been handed over to the Pr. CCA and he has assured to look into the matter.

 

5.      Delegation of Financial Powers to Zonal heads.

 

Pr. CCA informed that, he has already issued orders in this respect.

 

6.      Grant of Honorarium to all:-

 

Matter shall be considered prospectively. No part case shall be reviewed.

 

The staff side brought it to the notice of Pr. CCA that the CA, CBDT, West Zone ordered paycut for the persons participated in the General Strike on 28th February 2012. Since crores of workers of the country participated in the strike and no pay out order was issued by the Government India, it is an unjustified action of CA, CBDT, West Zone, Mumbai. Therefore, the paycut may be undone. Pr. CCA, assured to consider the request favorably.

JOINT ACTION COMMITTEE OF

ACCOUNTS & AUDIT EMPLOYEES & OFFICERS ORGANISATIONS

Dear Comrades,

 

            The extended meeting of JAC was held in Delhi on 26th July 2012 & took the following decisions;

 

            The meeting felt that all constituents of the JAC are passing through a state of dormancy and therefore the prime task of the JAC is to reactivate functioning of limbs of JAC i.e. the Apex as also local JAC. The Railway Accounts Association, whose representatives had proposed the programme of mass casual leave, withdrew this call and did not participate in this programme. Ever since then their participation in Apex JAC and local JACs has been affected. Whereas Postal Accounts authorities sanctioned Mass Cause Leave on 08/04/2010, the IA & AD administered heavy doze of victimization - 23000 charge sheets were issued which were withdrawn after extracting regrets from employees. Not only this the authorities are not granting permission even to hold G. B. meetings in most of the offices Heavy punishments have been imposed in Kerala and Hyderabad Units for organizing peaceful Dharnas, General Body meeting etc. This spree of victimization on account of total intolerance of IA & AD Administration towards collective functioning of employees Associations has severely demoralized the Audit and Accounts employees. This has affected the functioning of JAC in most of the centers.

 

            The other development noted by the meeting was the cadre reviews which are taking place in IA & AD & other Organized Accounts these days. It has been learnt that C & AG has finalized cadre review unilaterally and the All India Audit and Accounts Association/All India Audit & Accounts Officers Associations have merely been informed about their proposals. The All India Postal Accounts Employees Association is represented on the Joint Committee constituted by the All India Postal Department for cadre review. Accordingly the proposals submitted by the Postal Accounts Association which are based on Charter of Demands of JAC are being processed by the Joint Committee & the Postal Department. National Federation of Civil Accounts in the process of formulating its cadre review proposals based on charter of Demands of Apex JAC which are to be submitted to the C.G.A.

A)    If each Department is to undertake these reviews separately the result would be that traditional uniformity of cadre restructure now obtaining in IA & AD and other organized Accounts Establishment is likely to be dented.

B)    The meeting ratified the decisions of the Confederation to organize a days strike on 12.12.12 in support of the charter of demands & called upon all constituents of JAC & their Units to organize a campaign amongst their members to educate them on the contents of charter of demands i.e. what these demands are, why these demands have been raised & a need for direct action by which alone Government would be compelled to consider & settle these demands.

 

            Taking the above developments into account the meeting felt that Apex JAC should formulate the following two demands & mobilize the employees through a phased programmes of action in support of these demands and implement the call for strike on 12.12.12.

 

1)      Vacate victimization of Audit & Accounts employees & allow staff Association to undertake democratic functioning i.e. meetings & other peaceful collective protest actions.

2)      Appoint a Joint Committee of Officers & staff representatives of federations of IA & AD and other Organized Accounts & undertake cadre review.

 

The meeting decided that all constituents of the JAC should hold in next 3 months their working committee meetings in which representatives from each unit formation are invited to discuss & ratify the above twin demands & formulate their proposals for cadre review. The decisions of these CWC meetings may be intimated to the Apex JAC.

 

All constituents of JAC would direct their Units to elect/nominate their representatives (two in number) to man the local JAC which should be communicated to the Apex JAC through their Federation the Apex JAC shall then fix date of meeting of local JAC & nominate some leader from Apex JAC to attend that meeting & help revive the functioning of local JAC.

 

            The Apex JAC will meet Again in the months of November 2012 to consider the decisions taken by the CWC meetings of constituents of JAC and reports an campaigns launched in each centers (through State Committees of Confederations & local JAC) to mobilize & motivate C-G- employees to be on strike on 12.12.12.
