Dear Comrades,

 

As notified, the joint National Executive Meeting of the Constituent organizations of apex JAC was held on 21st July 2009 and the Federal Executive meeting of NFCAA was held on 22nd July 2009 at Delhi. Federal Executive members from Mumbai, Hyderabad, Lucknow, Kolkata, Delhi and Branch Secretary, AICAEA, Rajasthan Branch, Jaipur attended in these meetings.

 

Details of the above meetings shall be informed through the July issue of Accounts Crusader.

 

However, in protest against the indifference of the Civil Accounts authority towards the request for discussion and settlement of the Charter of Demands, the Federal Executive meeting has adopted and forwarded a Resolution to the Controller General of Accounts and decided to organize following programme.

 

LUNCH HOUR DEMONSTRATION ON 20TH AUGUST 2009

 

As per decision of last Federal Executive meeting held in 12th June 2009, the Affiliates of Federation i.e. AICAEA and AICAEA Cat II have submitted the Charter of Demands to CGA and requested him to convene  meetings with the National Executive of both the Associations independently.

 

Through the charter of demands, CGA has been requested discuss and settle the problems relating to filling up of vacant posts, grant of promotion to all eligible persons, absorption of deputationists, 6CPC related issues, vacation of victimizations, formation of Department of Accounts under CGA, promotion of left out non-matriculate Gr.D, conversion of DEOs as Accountant and creation of justified posts in different PAOs etc. But even after more than a month, CGA has not responded to the requests of the Associations. Moreover, the office the CGA has been pursuing a total non- cooperative attitude with the Association. The CGA office is neither responding to any correspondences of the Associations nor endorsing the copies of orders and circulars to the Association.

 

In view of this, the meeting of the Federal Executive meeting has decided that, all Branches shall hold joint lunch hour demonstration on 20th August 2009 in a central place and forward a resolution to CGA with endorsement of its copy to Federation Headquarter. Draft of the Resolution is furnished on the next page for ready reference.

 

For the success of the programme, it has been decided that, wide publicity of the Charter of Demands among the membership shall have to be given by the Branches by holding Unit wise meetings and through issuing leaflets/ handbills etc. Members are to be requested to join the demonstration in support of the demand of discussion and settlement of the Charter of Demands.

 

 

 

Resolution

 

This Joint meeting of the members of All India Civil Accounts Employees Association……….. Branch and All India Civil Accounts Employees Association, Category II,……….. Branch held today the 20th  August, 2009 at …………… expressed its strong  resentment against the apathetic attitude  of Civil Accounts authorities towards the issues and problems of the Civil Accounts Employees.

The Central Headquarters of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II have submitted the charter of pending demands to the Controller General of Accounts and requested him to kindly discuss the issues with the National Executives of the Associations for their early settlement.  But the Associations are yet to receive a favourable response from the Controller General of Accounts.

Since there are very long pending issues and employees suffering from deprivation and financial losses, this meeting urges upon the Controller General of Accounts to convene a meeting with the National Executives of All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association Category II together at the earliest for discussion and settlement of the list of the pending demands forwarded to his office by the aforementioned Associations.

            The meeting resolves to forward this resolution to the Controller General of Accounts, Ministry of Finance, Department of Expenditure, New Delhi and the Secretary Generals of All India Civil Accounts Association and All India Civil Accounts Employees Association Category II.

CHARTER OF DEMANDS

 

1.      Filling up of all vacant posts by direct recruitment, promotion and absorption of deputationists on agreed terms and no outsourcing and off-loading of works of Civil Accounts.

2.        Vacation of vindictive actions against employees and officers of the organization and taking appropriate action against officers' responsible for victimization and vindictive action.

3.        Restoration of 594 posts kept in operational abeyance.

4.        Settlement of 6 CPC related issues-

      Upgradation of LDCs by re-designating them as Accounts Assistants and grant of following Pay scales and Grade Pay to different cadres-

a) Accounts Assistant                                        PB-1 with Grade Pay  Rs. 2400/-

b) Accountant/DEO Gr.A/Steno Grade– II     PB-2 with Grade Pay   Rs.  4200/-

c) Sr. Accountant/ Steno Grade- I                    PB-2 with Grade Pay  Rs. 4600/-

5.      Grant of recognition to AICAEA CAT-II and implementation of Check-Off system as per Government instructions.

7.      Formation of Department of Accounts under Controller General of Accounts.

8.      Conversion of DEO as Accountant.

9.      Promotion of all left out non-matriculate Group-D qualified Departmental examination before 0ctober2003 and restoration of 5% promotional Quota to the post of LDC.

10.  Increase in promotional quota for Senior Accountant as AAO to 20% of posts of AAO and removal of condition of 53 years of age for promotion.

11.  Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing Departmental Competitive Examination conducted by SSC.

12.  Separate toilet facilities and Rest Room facilities for women employees in all offices.

13.  Issuing of Gradation lists of all cadres immediately.

14.  Provision of amenities to the Central Office of the Association.

15.  Supply of copies of orders/OMs of general interest of staff to the Association in terms of the Government of India as well as CGA's instructions and placement of orders/ Circulars in the website of CGA.

Subject: Implementation of 6CPC recommendations - Grant of Honorarium for checking of pay fixation cases and revision of pension cases.

Sir,

You are aware that, all offices of Civil Accounts Organization are now a days confronting serious work pressure due to huge member of vacancies in all cadres. Inspite of such a stress, Civil Accounts Employees are extending their best performance in attending the extra workload relating to 6 CPC works. But due to recent retirements, problem in the offices have further aggravated and the works connected with checking of pay fixation cases and revision pension cases are suffering very badly. As such, the Employees have been providing extra time and effort to attend and dispose such works.

It may be brought to your kind notice that, after implementation of recommendations of earlier pay commissions, the Civil Accounts Employees of different cadres were granted honorarium for checking of pay fixation and pension cases at fixed rates by your office and such type of recognition to their services had enthused them.

This time the Controller General of Defence Accounts vide order No: AT/11/0187/VICPS/HON dated 21-1-09 granted honorarium for different cadres. A Copy of the order is enclosed herewith for your kind reference.

We request you to kindly issue orders for granting honorarium to the officials who have been dealing with the revision of pay fixation cases and the pension cases at the following rates-

RESOLUTION

 

This joint National Executive meeting of the All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association Category II held under the Banner of National Federation of Civil Accounts Associations at Delhi on 21st and 22nd July 2009 expressed its deep anguish over the indifference of the Civil Accounts authority towards the issues and problems of the Civil Accounts Employees.

Immediately after the All India Conferences of All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II on 11th April, 2009, Secretary Generals of both the Associations had sought courtesy meetings with the Controller General of Accounts who had taken over the office on the eve of the conferences. But the Controller General of Accounts did not respond to the requests of the Associations.

Subsequently, the All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association Category II had forwarded the list of long pending demands and requested the Controller General of Accounts to convene meetings with the National Executives of the Associations for discussion and settlement of those pending issues. But the Controller General has not responded to these requests also.

The meeting noted that, several issues concerning with different categories of the Employees are pending with the office of the Controller General of Accounts which are causing serious financial losses to the employees. Repeated approach of the Associations to settle such issues have become a futile exercise on the part of the Associations as the office of the Controller General of Accounts did not take any action. Further, the office of the Controller General of Accounts neither observe the Government of India instructions regarding endorsement of copies of orders and circulars of general interests to the Association nor maintain the courtesy of acknowledging the letters of the Associations.

The meeting also noted with utmost disappointment that, unlike any other departmental authorities, the Civil Accounts authorities are not even ready to discuss the grievances and problems arisen regarding the status and pay scales of different categories of employees after implementation of the 6CPC recommendations.

The meeting further noted that, despite fulfilling all pre-conditions for recognition under CCS (RSA) Rules, 1993, the Civil Accounts authorities are not extending recognition to All India Civil Accounts Employees Association Category II.

Since the situations discussed above have generated wide resentment among the Civil Accounts Employees, this meeting urges upon the Controller General of Accounts to convene a meeting with the National Executives of All India Civil Accounts Employees Association and the All India Civil Accounts Employees Association Category II together at the earliest for discussion and settlement of the list of the pending demands forwarded to his office by the aforementioned Associations.

The meeting resolves to forward this resolution to the Controller General of Accounts, Ministry of Finance, Department of Expenditure, New Delhi.
