NATIONWIDE PROTEST DEMONSTRATIONS AGAINST THE CABINET DECISION ON ALLOWANCES TO CG EMPLOYEES

CENTRAL GOVT EMPLOYEES AGAIN BETRAYED BY NDA GOVERNMENT.
DATE OF EFFECT FROM 01-01-2016 AND RESTORATION OF RATE OF HRA DENIED
HOLD NATIONWIDE PROTEST DEMONSTRATIONS IN FRONT OF ALL OFFICES
NDA Government has once again betrayed the entire Central Govt Employees. The demand of the employees to restore HRA to 30, 20 & 10% is denied. Date of effect for allowances is fixed as 01-07-2017 denying 18 months arrears.

The BJP lead NDA Government deliberately delayed the legitimate right of the employees. The assurance given by Cabinet Ministers regarding increase in Minimum Pay and Fitment Formula  is also not honoured till date. NDA Government is the worst Government as far as employees and workers are concerned.

Confederation National Secretariat calls upon entire Central Govt Employees to hold demonstrations in front of all Central Govt Offices protesting against the anti-employees, anti-workers stand of the NDA Government.

Subject:  Limited Departmental Qualifying Examination for promotion of Group “C” Multi Tasking Staff (12th pass) as Lower Division Clerks – request for age relaxation for candidates regarding.


Sir,

                        I have been directed to refer your office letter No. A.34012(/3241/2017/MF.CGA (E)/177 dated 15th June 2017 on the above mentioned subject  and convey the thankfulness of the Association  for conducting the Limited Departmental Qualifying Examination for promotion of Group “C” Multi Tasking Staff (12th pass) as Lower Division Clerks after a gap of five years.

However, in view of the suggestions received from our Branches and Units we would like to draw your kind attention to the following few lines for your kind consideration-

1.     Since no promotional examination for the Multi Tasking Staff was conducted by the Civil Accounts authorities for the last five years,  many Multi Tasking Staffs, despite being 12th pass did not get the opportunity to appear the Limited Departmental Qualifying Examination for promotion as Lower Division Clerks  during the said  time period and now  due to crossing the age of forty five years on 31.03.2017 they have become ineligible to appear the examination for the rest of their service life.  

2.     Many Multi Tasking Staff who were not 12th pass earlier have acquired the eligibility condition for appearing the aforementioned examination by passing the 12th standard during the last five years. They did so only with the dream that they would  become Lower Division Clerks by appearing and passing the Limited Departmental Qualifying Examination for promotion of Group “C” Multi Tasking staff as Lower Division Clerks.  But due to not conducting the examination by the Civil Accounts authorities for the list five years, they have crossed forty five years of age on 31-03-2017 and have become ineligible to appear the examination in terms of the provisions of the Recruitment Rules for LDCs.

3.     While making amendments in the Recruitment Rules for Lower Division Clerks in 2000 -2003, the Civil Accounts authorities had arbitrarily reduced the quota for promotion of Group D on seniority basis as LDC from 10% to 5% on the plea of availability of this provision in the Model Recruitment Rules prescribed by the DOPT and without considering and appreciating the circumstances prevailing in the Civil Accounts Organization. Under the existing 5% quota for promotion on seniority basis the Multi Tasking Employees of Civil Accounts Organization are not getting promotion even after completion of thirty years of service and hence it is not at all a promotion in reality. In all meetings with the official side of CGA authorities, this Association had placed the request of making amendments in the recruitment Rules of LDCs and earmarking at least 10 % posts in the grade of LDC for promotion of Multi Tasking Staff. But other than assurances no action was taken on this matter by the official side. 

Therefore, in view of the above circumstances, we request you to kindly appreciate the pitiable condition of the Multi Tasking Staff of Civil Accounts organization and grant them an one time relaxation of age limit for appearing the Limited Departmental Qualifying Examination for promotion of Group “C” Multi Tasking Staff (12th pass) as Lower Division Clerks 2017 by relaxing the provisions of Recruitment Rules so that all 12th pass Multi Tasking Staff could  at least avail one opportunity of appearing the examination in their entire service life .

                        I have been directed to draw your kind attention to the above .

Farther, in reiteration of the contents of our earlier letter No: - AICAEA/HQ/A-2/2017/231   dated 05.05.2017  and in pursuance of the discussion in the  meeting held between the official side of CGA Office and the National Executive of All India Civil Accounts Employees Association on 9th June 2017,  I have  also been directed to  draw your kind attention to the following facts :-

1.                             The AAO (Civil) Examination, 2014 was cancelled by your kind self on the ground of “large scale irregularities reported” … “which undermined the process for fair selection of meritorious candidates”.  But it is very unfortunate that, no irregularity was detected during six months gap period between the dates of holding of the Examination in October, 2014 and declaration of results on 31-3-2015.  Instead, nearly after two years, your office has drawn up a conclusion that there were irregularities. 
2.                    Cancellation of AAO (Civil) Examination, 2014 and conducting re-examinations after almost two and a half years has placed the future prospects of successful the candidates to a total uncertainty and disarray as well.
3.                             The AAO (Civil) examination being one of the most difficult examinations among the departmental examinations in the Government of India, the genuine candidates have to put very serious effort for appearing and passing the examination and at the same time their family members also require to sacrifice a lot.  Now, due to the re-examination after a gap of two and a half years, the successful candidates are in the grave danger of losing the benefits which were already granted to them after they had passed the examination in 2014.  
4.                             In spite of several formal and informal requests and representations by the Association and the  employees/candidates, the individuals responsible for the irregularities have neither been identified and isolated nor any  policy decisions or mechanism to check irregularity in future examinations has been adopted and circulated before  conducting the  re-examination. Therefore, the scheduled re-examination is also not immunized from the doubt of irregularities.
5.                             A section of the candidates from the level of LDCs who cleared four out of eight papers have been promoted and posted as Accountants from the date of passing the examination.  It is beyond all doubt that, they were not the part of any irregularity but they shall be the worst victims due to cancellation of the examination and conducting of re-examination. They are going to face huge recovery in case they are not able to maintain their position as four papers passed candidates after the re-examination results are declared.
Under the above background, we requested the official side in the meeting of 9th June 2017 not to punish the honest and genuine candidates by conducting re-examination once again in July 2017 as they had already appeared the examination in 2014 and got through it by rendering their best effort. We had also requested to identify the officials and candidates responsible for the incident of irregularities and initiate appropriate departmental action against them.
In the greater interest of the Civil Accounts organization, the Association has directed me to request you once again to kindly –
1.                             Cancel the re-examination slated to be held from 6th to 9th July 2017.
2.                             Promote all candidates passed the AAO(Civil) Examination 2013 and 2014
and
3.                             Identify the persons responsible for the irregularities in AAO (Civil) Examination 2014 and award appropriate punishments to them.

Dear Comrades/Friends,

CO-ORDINATION COMMITTEE TO MEET AT NAGPUR ON 13TH JULY 2017
You are aware, the Co-ordination Committee vide letter No.COC/CA/2016/Corr-18 dated 1st May, 2017 requested the new CGA to hold a courtesy meeting with the Delhi based representatives of the Co-ordination Committee. But responding this letter, CGA had offered a courtesy meeting to the representatives of All India Civil Accounts Employees Association on 22nd May 2017 vide letter dated18th May, 2017. The Co-ordination Committee, after careful consideration of the situation, had asked the All India Civil Accounts Employees Association to respond to the invitation and meet the CGA on 22nd May, 2017. Accordingly a Delhi based delegation of the All India Civil Accounts Employees Associations had met Shri Anthony Lianzuala, CGA on22nd  May 2017 and submitted a Memorandum containing the 14 (fourteen) Demands of the Co-ordination Committee and sought a formal meeting between the official side and  the representatives of the Co-ordination Committee.

However, in reiteration of its stand CGA office offered a meeting with the National Executives of All India Civil Accounts Employees Association on 9th June 2017. It was decided that the National Executives shall attend the meeting and before that, representatives of Co-ordination Committee shall meet and decide about the approach to be taken on different items. Accordingly, the available representatives of all Associations of Co-ordination Committee had met on 9th June 2017 before the meeting with the official side of the CGA authorities.

Meeting between the official side of CGA office and the National Executive of All India Civil Accounts Employees Association was held at 3pm on 9th June, 2017 under the Chairpersonship of Dr. Smt. Shakuntala, Jt. CGA. The fourteen point charter of demands of the Co-ordination Committee was discussed in the meeting and the outcome of the meeting was examined by the available representatives of the Co-ordination Committee in the late evening of 9th June itself. Highlights of the meeting with the Official side of CGA have already been circulated to all by the NFCAA thereafter. Actions on a few items discussed in the meeting have been taken by CGA office in the meantime. However, the formal minutes of the meeting is yet to be issued by CGA office though the staff side has done the vetting of draft minutes.

The Co-ordination Committee vide its letter No.COC/CA/2017/Corr- 20 dated: 30.05.2017 had requested the CGA to meet the representatives of the Co-ordination Committee and subsequently vide another letter No. COC/CA/2017/Corr- 21 dated 05.06.2017 suggested for formation of a Committee represented by both Official side and representatives of the Co-ordination Committee for finalization of cadre review proposal. In the meeting on 9th June 2017 the National Executive of All India Civil Accounts Employees Association had also made similar requests. Though the official side agreed to consider the requests of the Co-ordination Committee, but they have not taken any action so far.

Therefore, to undertake a thorough review and decide about the next course of action to be taken for the achievement of the demands of the Co-ordination Committee, it has been decided that a meeting of the Co-ordination Committee shall be held at Nagpur on 13th July 2017 at 11am.

Following items shall be the agenda for the meeting:-

1.     Review of the outcome of the meeting between the official side and staff side  on 14 point charter of demands.
2.     Next course of Action to be taken.
3.     Misc. with the permission of chair.

After this meeting, the meeting of the apex level Joint Action (JAC) of Accounts and Audit employees and officers’ organizations at Nagpur at 2.30pm. The circular and notice for this meeting have been circulated separately.

All are therefore, requested to ensure their presence in above meetings.

APEX J.A.C. MEETING AT NAGPUR ON 13TH JULY 2017
After telephonic discussion with all the Chief Executive of Constituents of apex level JAC of Accounts & Audit Employees and officers Organizations, it was conveyed to all concerned through whatsapp message that the meeting of the apex level representatives of JAC shall be held at Nagpur on 13th July, 2017 at 2.30 pm.

This meeting has been decided to convene on account of various adverse developments particularly with regard to the issues concerning with Accounts and Audit Employees and Officers. Since the 7CPC had given its recommendations in respect of the cadres of IA&AD and organized Accounts differently and even in a contradictory manner, an unprecedented situation has arisen which would ultimately disturb the unity of Accounts and audit cadres. Further, it has also been observed that the authorities of different Accounts and Audit organizations are also taking different stand on various common issues of Accounts and Audit cadres. Under such a condition, the JAC, being a responsible united forum of the officers and employees organizations of IA&AD and Organized Accounts cannot remain as a silent onlooker to the situation.

Therefore, all are requested to appreciate the gravity of the situation and make it convenient to attend the meeting.
