 PREPARE FOR ONE DAY STRIKE ON DEPARTMENTAL DEAMANDS

                             

Due to persuasion by us, the new CGA had agreed to meet the National Executive of AICAEA CAT II informally on 12th November 2009. It was conveyed to the Association by CGA office that, since the Association is not recognized under CCS (RSA) Rules, 1993, its National Executives would be met informally. 8 National Executive members from different parts of the country came for the meeting. But it was surprising to note that, when they reached CGA office they were   asked to meet the Jt. CGA informally. They met him without any objection and discussed their charter of demands including the demands of grant of recognition to the Association, removing discriminatory approaches prevalent in transfer policy and grant of appropriate pay scale to the cadre of AAO etc.   In fact the Association has submitted more than 35% membership forms two years back, but the authorities are not granting recognition to them intentionally.  However, after the discussion they were assured by the Jt.CGA that, since they came for the discussion with the apex authority, the views on different issues discussed shall be considered positively and their travel expenses to Delhi for attending the meeting shall be reimbursed. But subsequently CGA shifted from his position and even refused to give cognizance of discussion held between the Joint CGA and the National Executive of the Association.

 

On 13th November the CGA held a meeting with the National Executive of AICAEA as per schedule. All National Executive members of the Association (Except Com. A.K. Bhattacharjee, Vice-President who is sick) attended the meeting. This meeting had its own significance as it was the first official meeting between the new CGA (appointed in April 2009) and new set of National Executives elected in the 11th AIC of the Association held from 9th to 11th April 2009.

 

But it is very disappointing to inform all of you  that the CGA had taken a very adamant position in the meeting and refused to settle even a single demand out of the 15 items referred for the discussion. He had also refused to admit that the National Executive of AICAEA CAT II was granted meeting under his consent.  Further, he disowned that the committee (for restructuring of different cadres of  Civil Accounts Organization) which had interacted with the representatives of the AICAEA on 30th Sept 2009 was not formed/constituted by him while the committee, before meeting and  discussing with the representatives of AICAEA had shown them the official orders issued by CGA office. Finally CGA had indicated that he was not inclined to settle the issues relating Gr-B, C&D Employees or the anomalies/discriminations arisen after the implementation of 6 CPC recommendations or fill up the vacant posts at the level of Gr.C &D through direct recruitment or enhance the promotional quota etc. So far as recognition of AICAEA CAT II and other major issues of the Associations are concerned, CGA expressed that his office has already examined them and those could be reconsidered if any new point/ development are referred by the Association against such items. However, to improve the quality of the Civil Accounts organization, he shall take immediate steps to recruit Gr.B (AAOs) directly and the same may be noted by the AICAEA.  (Details of the itemwise outcome of the meeting have been published in the Accounts Crusader of November, 2009). 

 

The Federal Executives of National Federation of Civil Accounts Associations (NFCAA) met on 13th and 14th November 2009 to review the outcome of the above discussed meetings. 29 out of 34 Federal Executive members present in the meeting were unanimous in opinion that the gesture of pro-employee approach shown by the CGA at the time of addressing the Delegates of joint AICs of AICAEA and AICAEA CAT II held in Delhi from 9th to 11TH April 2009 was hypocrisy. CGA   is totally adamant in his approach and some of the unilateral policy decisions taken/ being taken by him are detrimental to the interests of the employees and officers of Civil Accounts Organization. His approach of direct recruitment of AAOs in the organization shall be disastrous. Moreover, he is not inclined to resolve the burning problems like -- shortage of staff, improvement in promotional prospects, wrong transfer policy, grant of appropriate pay sale and Grade Pay to different cadres as per 6CPC recommendations etc.

 

Under such a situation, the meeting of the Federal Executive observed that, smaller action programmes of the Associations shall in no manner be helpful for settlement of the long pending issues and the discriminations in pay structures of Civil Accounts Employees right from Group-D to Accounts Officers. Hence there should be atleast a day's strike action by the members. The Federal Executive meeting therefore, called upon the membership to prepare for  the one day strike  on 18th February 2010 which shall be organized jointly by AICAEA and AICAEA CAT II under the banner of NFCAA.

 

Federal Executive meeting further decided that, in order to mobilize and educate the rank and file membership, extensive tour to different stations shall be conducted by the Federal Executive members and there shall be different forms of preparatory programmes. All these shall be finalized and circulated by the Federation Headquarter at the earliest.

                                

 

23RD NATIONAL COUNCIL MEETING OF CONFEDERATION

 

23rd National Council meeting of the Confederation shall be held at Delhi from 4th to 6th December, 2009. In terms of the provisions of the Constitution of the Confederation, AICAEA shall be entitled to four Councilors and AICAEA CAT II shall be entitled to 3 Councilors respectively. It was decided by the Federal Executives Meeting that, as per the decision of National Executive of AICAEA, Com. A. K. Mehta, Vice-President, Com. V. Bhattacharjee, Secretary General (both from Delhi), Com. R. K. Chaourasia, Addl. Secretary General (Mumbai) and Com. S. Roy Choudhury, Asstt. Secy. Genl. (Kolkata) and Com. K. Venkatasubramaniam, Asstt. Secy. General. (Madurai) shall be the Councilors from the AICAEA and AICAEA CAT II shall decide its Councilors separately. However, all Federal Executive Members of Delhi being the members of the Reception Committee for the 23rd National Council Meeting of the Confederation shall attend the meeting from their capacity as representatives of NFCAA and Co-ordination Committee of Central Government Employees and Workers', Delhi State.
