OPPOSITION TO E-PAYMENT SYSTEM

Subject: Implementation of e-payment system in Pay and Accounts Offices (PAOs) of Civil Ministries /Departments – discussion regarding.

 

Sir,

            I am directed to inform you that the Federal Executive meeting of the National Federation of Civil Accounts Associations held at Delhi from 24th to 26th November 2011 has discussed and deliberated on the decision of Civil Accounts authority to introduce the e-payment system in Pay and Accounts Offices (PAOs) of Civil Ministries /Departments. The meeting observed that the implementation of e-payment system would not only affect adversely on the working condition of employees and officers of Civil Accounts organization but on the total payment functions of the Government of India too.  The meeting further noted that the system would bring more work load on the Civil Accounts Organization while the organization has already been functioning with the shortage of nearly 40% employees of actual sanctioned strength.

            The Federal Executive meeting therefore, directed me to request you to convene a meeting exclusively on this item and keep the decision of implementation of the e-payment system in abeyance till the meeting takes place.

            Since points to be discussed  by us on the subject matter  could very well be raised directly in the meeting itself, the Federal Executive meeting has also directed me to request you to kindly fix the date of meeting instead of seeking the points in writing from us so that time could be saved.

            The Federal Executive meeting further directed me to inform you that, the members of Federation shall not implement the e-payment system till the negotiations are held.

i am a AAO in Dehradun. i just want to know whether meeting was held on 12 Dec.2011 or again postpoed.
