Subject: - Grant of Special Casual Leave to attend activities/ meetings of the Association – regarding.
The Delegates from CBEC setup attended the 13th All India Conference of this Association held in Kolkata from 9th to 11th July 2013 had brought it to the notice of the Conference that a new format has been circulated by your office and our representatives/Office Bearers/Delegates have been directed to submit the application for special casual leave to attend the activities/ meetings of the Association in the said format. It has also been reported by the Delegates that, many local administrations, though not the authority to sanction special casual leave, refused to accept the applications or forward those to the competent authority for the sanction of leave.
So far as the existing instructions issued by the DOPT are concerned, there is no such format prescribed therein for the purpose of grant of special casual leave and all other heads of Departments of Civil Accounts organization have granted Special Casual leave to the representative/Office Bearers/Delegates on the basis of the applications they have submitted on the plain paper.
The Conference therefore, directed me to request you to kindly provide a copy of the fresh instruction, if any, issued by the DOPT in compliance of which your office has circulated the format referred above.
The conference has also directed me to seek clarification and confirm that this procedure of format would not be used for not sanctioning the special casual leave which is available to the elected representatives of the Association.
As per procedure in practice and which was being followed by your office so far are as under-
1. Representative(s) submits application in a plain paper requesting for grant of special casual leave on certain specified days for participating in the activities/ meetings of the Association.
2. After the meetings/ activities are over, the Chief Executive of the Association certifies that the said representative(s) had attended the activities/ meetings.
3. On receipt of this certificate, the special casual leave is sanctioned by the competent authority.
The conference therefore, directed me to request you that, above procedure for grant of special casual leave may kindly be continued in the event of non-availability of any fresh instructions of DOPT on this matter.
