INTERNATIONAL WOMEN’S DAY
On the eve of the formation of the human society, dignity and guardianship of women were the discipline of the society. Women were the chief of the community. Responsibility of maintaining the law and order in the society were resting with women. They used to play a dominant role in the system of production and growth of products. The man folk were principally engaged in hunting in the forests. In the ancient socialist society, there was no difference in the status of men and women.

In the later days, with the change in the fabric of social composition and technological advancement in the system of production, men had started replacing women from the key positions of management. Gradually the difference between the status of women and men had become sharper and men had started dominating over women. Finally, the society had transformed into the patriarchal form. Due to development of trend of personal property and inheritance, women had lost their rights completely. Considering the physical structure of women as their weakness, they were totally alienated from the system of production. In the transformed society of individual ownership of property and production system, women were ultimately converted into a part of the consumerism.
In order to change this condition and to reestablish the dignity and equal rights of women, struggle for women liberation had generated effectively in the 19th century.
Women’s movement was started in 1857 in the City of New York. Women tailors come out in the streets demanding appropriate salary and ten hours duty. In a convention held in 1889 in Paris, Com. Clara Jetkin had raised the demand of grant of equal rights to men and women for the first time. The first International convention of Women was held in 1907 in Germany. Com. Clara Jetkin was elected as the General Secretary of this newly created organisation.
On the eve of First World War, the exploited poor people of the world had built up a very strong resistance before the imperialist and the capitalists. Being inspired with this movement, the extremely oppressed and dejected section of the women gave wing to the struggle for liberation of women.  On 8th March 1906, women workers of Chicago had launched movement demanding social and political rights of the Women workers. From 8th March 1908, women tailors of New York had launched a three month long struggle demanding voting rights for women and eight hours duty. The effect of these movements had spread over other industrially advanced countries like France, Britain and Germany etc. As a result of all these, the 2nd international conference of women took place on 8th March 1910 in Copenhagen of Denmark. In this conference, 8th March was marked as a day of significance for the struggle for liberation of Women. Moreover, it was decided to launch struggle for the demands like eight hours duty, equal pay for equal work, end of discrimination of women and children etc.

 The International Socialist Convention Of Women held in 1914 had decided to observe 8th March every year as “International Womens Day” on the demand of equal right to women and other demands.

NATIONAL FEDERATION OF CIVIL ACCOUNTS ASSOCIATIONS HAS ALWAYS BEEN PLAYING A PIVOTAL ROLE  IN PROMOTING THE CAUSES OF THE WOMAN  EMPLOYEES  IN THE CENTRAL GOVERNMENT DEPARTMENT IN GENERAL AND CIVIL ACCOUNTS ORGANISATION IN PARTICULAR. IT FORMED ITS FIRST WOMEN SUB-COMMITTEE  BY HOLDING A CONVENTION AT NAGPUR IN 2004.

IN 2007, THE AFFILIATES OF NATIONAL FEDERATION OF CIVIL ACCOUNTS ASSOCIATIONS I.E. ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION AND ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II AMENDED THEIR CONSTITUTIONS WHILE HOLDING THEIR CONFERENCES IN CHENNAI  AND REQUESTED C.G.A. TO INCORPORATE THE CHAIRPERSON AND THE  CONVENER OF THE NATIONAL WOMEN COMMITTEE AS NATIONAL EXECUTIVE MEMBERS OF THE ASSOCIATIONS. C.G.A. HAS ACCEPTED THE REQUEST. THE CHAIRPERSON AND THE  CONVENER OF THE NATIONAL WOMEN COMMITTEE ARE THEREFORE, NATIONAL EXECUTIVE MEMBERS OF THE ASSOCIATIONS THEY BELONG . - THIS IS AN EXCEPTION IN THE CIVIL ACCOUNTS ORGANIZATION.


WE REQUEST ALL BRANCHES AND BRANCH LEVEL WOMEN COMMITTEES TO OBSERVE INTERNATIONAL WOMEN S’ DAY ON 8TH MARCH 2014 AND SEND THE REPORT TO FEDERATION HEADQUARTERS.
