Subject: Harassment to the staff of PAO(Census), Delhi by the local administration.

 Sir,

I have been directed to bring it to your kind information that, in the  lunch hour General body meeting of the All India Civil Accounts Employees Association, PAO, Census Unit, New Delhi held on 13^th May 2014 in presence of Shri A.K. Mehta, President, All India Civil Accounts Employees Association Category-II, Shri V. Bhattacharjee, Secretary General, All India Civil Accounts Employees Association, Shri N. K. Sharma, Finance Secretary, All India Civil Accounts Employees Association and Branch Secretary, All India Civil Accounts Employees Association, Delhi Branch and Smt. Kalpana Dutta, Convenor, National Women Committee, All India Civil Accounts Employees Association and Unit Secretary, All India Civil Accounts Employees Association, PAO, Census Unit, New Delhi, the members of the Unit expressed their strong resentment against the anti-employee attitude of the local administration of PAO, Census, New Delhi. The local administration of PAO, Census has been persistently terrorizing and harassing the employees of entire office. The employees are being served show cause notice and Memos etc on one pretext or the other. The administration rejects the replies submitted by the employees against the show cause notice and memos served to them on  trivial issues and give them  warnings and threatening of taking disciplinary actions against them.

The members have also brought it our knowledge that the local administration of PAO, Census, New Delhi is not ensuring minimum working atmosphere in the office. In this sweltering summer no cooling arrangement has been made by the local administration. The Air Conditioners are not functioning at all. There is no drinking water supply in the office. Minimum and quality stationery items are not being provided to the staff for disposing the official works. Almost all computers and printers are out of order. Despite repeated requests by the individual staff members the local administration has not taken any action to resolve these problems.

Further, the local administration of PAO, Census, New Delhi is refusing to accept the representations of the Association or have dialogue with its representatives in violation of DOPT and CGA instruction. Instead, the administration has been interfering and  interrupting into the internal democratic functioning of Association.

            The staff members present in the meeting  requested the central headquarters of the Association to seek your kind intervention in to the matter  and discuss the problems with the representatives of the Association so that working atmosphere in the office is restored and the employees are able to discharge their duties without any impediment .

            I therefore, request you kindly  to discuss the matter relating to PAO, Census, New Delhi with us at your earliest convenience. The representatives of the local administration and our unit representatives from PAO(Census), New Delhi  may also please be directed to take part in the meeting.
