Respected Madam,
I am directed to forward herewith
one copy of the memorandum on behalf of the All India Civil Accounts Employees’
Association Category II, representing the Assistant .Accounts officers, serving
in Civil Accounts Organization under Controller General of Accounts, Department
of Expenditure, Ministry of Finance for
consideration of the 7th Central Pay Commission
Part I of Memorandum: This Association take this opportunity to endorse the Memorandum
submitted by the Staff Side, JCM (National Council). The same may be treated as
Part I of our Memorandum.
Part II of Memorandum: This Association also endorses the memorandum submitted by the
Confederation of Central Government Employees & Workers which may be treated as Part II of our
memorandum.
Part III of Memorandum: This Association endorses the memorandum submitted by the Joint
Action Committee of Accounts & Audit Employees and Officers Organisations.
The same may be treated as Part III of our memorandum.
We
may submit a Supplementary Memorandum if it is found necessary
I am also directed to
request you, to grant an audience to the representatives of the Association to
enable to make an oral deposition to the
Commission in support of our memorandum and to respond to the points to be
placed before the Commission by the Government Side.
This Association requests the
Commission to review and recommend Interim Relief as suggested in the
memorandum submitted on behalf of all Organisations of Central Government
Employees by the Steering Committee of JCM Constituents, which also we endorse.
The Commission may kindly consider submission made in Part III of
our memorandum submitted by the Joint Action Committee of Accounts & Audit
Employees and Officers Organisations and give an interlocutory and final report
asking Government to concede our demand for:
i)
Grant of pre-revised Grade Pay of
5400 in Pay Band 3 to Assistant Accounts Officers on
completion of 4 years of service
with effect from 1.1.2006,
So that the Commission could
examine and recommend a revised Pay Scale for Assistant Accounts Officers with
reference to the above Grade Pay of 5400 in PB3 made applicable to the Section
Officers of the Central Secretariat (after the implementation of CCS (RP)
Rules).
This Association
therefore requests the Commission to undertake a job evaluation of functions
entrusted to officers in all cadres above the level of SeniorAccountants/Senior
Auditors in orders to equate them with their counter parts in Secretariat
Cadres above the Assistants level so that Parity in Pay Scales is restored to them
in an objective Scientific and honest manner.
The Commission is
also requested to give due credence to
the demand for formation of “Department Of Accounts” under the Controller
General of Accounts on the functional justifications as was recommended by the
5th Central Pay Commission.
I hope that our above request and submission made in our memorandum
would receive due consideration of the Commission and the recommendations made
would be such as would engender a feeling of ‘felt fair’ amongst the eight
thousand Civil Accounts Employees Working in departmentalized Accounting setup.

Sir/Madam,
I,
V. Bhattacharjee, on behalf of seven thousand Civil Accounts Employees of
Departmentalised Accounting Organisation (All India Civil Accounts Employees
Association) submit here-with one copy of memorandum for consideration of the 7th
Central Pay Commission.
This
Association endorses the memorandum submitted by the Staff Side, JCM (National
Council). The same may be treated as Part I of our memorandum.
This Association also

of pre-revised Grade Pay of 4600 in Pay Band 2 to the Senior Accountants as
recommended by the Controller General of
Accounts and
iii)
Grant
of pre-revised Grade Pay of 5400 in Pay Band 3 to Assistant Accounts Officers
on completion of 4 years of service with effect from 1.1.2006,
so
that the Commission could examine and recommend a revised Pay Scale for
Accountants /Auditor, Senior Accountants/Senior Auditors and Personal
Assistants and Assistant Accounts/ Audit Officers with reference to the above
Grade Pay of 4600 in PB2 made applicable to the Assistants and Stenographers of
the Central Secretariat (after the implantation of CCS (RP) Rules, 2008 and GP
5400 in PB 3 to Section Officers of CSS.
The Commission is also requested
to give due credence to the demand for
formation of “Department Of Accounts” under the Controller General of Accounts
on the functional justifications as was recommended by the 5th
Central Pay Commission.
I hope that our above requests and
submissions made in our memorandum would receive due consideration of the
Commission and the recommendations made would be such as would bring about a

SUBJECT: - SUBMISSION OF MEMORANDUM TO THE 7th
CENTRAL PAY COMMISSION
Sir/Madam,
We the undersigned on behalf of one lakh seventy five thousand Audit
and Accounts Employees belonging to Indian Audit and Accounts Department, Civil
Accounts Offices (Central), Defence Accounts, Postal Accounts and Railway
Accounts submit herewith memorandum for consideration of the7Th
Central Pay Commission.
We endorse the memorandum submitted by the Steering Committee of
J.C.M. (National Council), constituents. The same may be treated as Part I of
our memorandum.
We also endorse the memorandum submitted by Confederation of Central
Govt Employees & Workers. The same may be treated as Part II of our
memorandum.
We request the Commission to give us the opportunity to give our
oral deposition to the Commission in support of our memorandum and to respond
to the points to be placed before the Commission by the Government side.
We request the commission to review and recommend Interim Relief as
suggested in memorandum submitted on behalf of all organisations of Central
Government employees by the Steering Committee of JCM constituents, which also
we endorse.
In Part III of memorandum submitted by us on behalf of all
organisations of Accounts and Audit Employees, we have made the following two
important suggestions which have to be focused. These suggestions are –
1. We have requested the
Commission to recommend appropriate revised pay scale commensurate with the
duties and responsibilities of the posts of Auditors/Accountants of IA&AD
and other Organised Accounts Organisations of the Union Government namely
Indian Defence Accounts Services, Indian Railway Accounts Services, Indian
Civil Accounts Services and Indian Postal Accounts Services. This may kindly be
done with reference to the job ratings undertaken by the Administrative Staff
College, Hyderabad, at the behest of Third Central Pay Commission, in 1972.
2. We have requested the
commission that before the Commission considers revising the existing wage
structure of IA&AD and other Organised Accounts, it should correct the
existing wage structure, as what was recommended by the VI CPC has not been
sanctioned by the Government.
We do hope that our above request & submission made in our
memorandum would receive due consideration of the Commission and the
recommendations made would be such as would engender a feeling of ‘felt fair’
amongst the 1.5 lakhs of Accounts and Audit Employees.
