Dear
Comrades,
We
congratulate and convey our thanks to all the Branches that have implemented
the branch level demonstration on 21st /22nd Oct 2014 in
protest of the of the indiscriminate transfer of persons ignoring the proposals
offered by the Federation in respect of Transfer policy of AAO/PAO. As a result of the organizational action, the
Addl. Controller General met the federation representatives on 31st
October 2014and agreed to consider the genuine cases. He also requested the
representatives of the Federation to provide such cases. However, a detailed
report in this respect is being circulated separately.
HOLD BRANCH LEVEL DEMONSTRATION ON 12TH NOVEMBER 2014
IN FRONT OF THE PAO, CBEC UNITS TO PROTEST AGAINST ANTI-
EMPLOYEE AND VINDICTIVE ATTITUDE OF THE AUTHORITIES OF PR. CCA, CBEC
It
is more than year, we have been requesting the authorities of the Office of Pr.
CCA, CBEC to resolve the urgent nature issues concerning with the
employees. But the authorities had given
a deaf ear to our requests and maintained vindictive attitude towards the
employees all along. They had resorted
to indiscriminate mass transfer of the employees in Delhi and harassing the
Association representatives and those employees who stand reasonably and do not
endorse the unreasonable approach of the authorities. However, we tried to maintain a congenial
atmosphere and continued our persuasion for amicable settlement of the issues.
The
Federal Executive meeting held in September 2013 passed and forwarded a
resolution to the Pr. CCA, CBEC requesting him to convene a meeting with the Representatives
of the Associations for settlement of the long pending problems concerning with
the employees. Though there was no
positive response, but the Federation headquarters kept on pursuing with the Pr.
CCA, CBEC in a peaceful manner.
Due to persistent persuasion of federation
headquarters, finally Pr. CCA, CBEC had directed the CCA to hold meeting with
us. But CCA refused to meet the representatives of the All India Associations
and took the position that she would hold meeting the Unit representatives. In the interest of the members, we accepted
her pre-condition and the meeting was held on 15th May 2014. After lapse of
more than a month, minutes was issued on 24th June 2014.
As
none of the major issues discussed in the meeting was resolved by the
authorities despite repeatedly meeting and requesting them to settle the items
discussed, the extended Federal executive meeting held on 18th July 2014 once
again reviewed the situation. The meeting, most reasonably, decided to maintain
the congenial atmosphere and urged upon Pr. CCA, CBEC through another
resolution to kindly convene a meeting with the representatives of the
Association. But he ignored the request of the Federation.
It
may be brought to the knowledge of all of you that, earlier Pr. CCAs of CBEC
through their relentless efforts had created many new PAOs and also increased
the strength of officers and employees. But the present PCCA has taken the
detrimental move towards the direction of downsizing and closing down the
offices. The Federation headquarters had written a protest letter on 16th
September 2014 and sought meeting with him. But he did not respond.
Several
employees have requested for transfer to different stations due to genuine
grounds. But the authorities of Pr. CCA, CBEC are not ready to consider any
such cases. However, they have transferred some of the individuals selectively.
The office of the Pr. CCA, CBEC has not paid TA/DA to the persons performed
election duty during Delhi State election in 2013 and Loksabha Elections in
2014. For the last seventeen months the DDO of Pr. CCA, CBEC is not deducting
and remitting membership subscription to the Association on one plea or the
other. Of late, the authorities are not forwarding of the applications for
renewal of identity card of the employees including Secretary General to the
Ministry of Home Affairs. As such Secretary General is unable to visit the
offices and authorities including CGA Office.
The
6th Federal Council meeting of the National Federation of
Civil Accounts Associations held on 18th and 19th
September 2014 at Cochin took serious note of the adamant and anti-employee
approach of the CBEC authorities and decided that all Branches shall hold day
long Dharna in front of the CBEC Units incase another attempt of the Federation
headquarters for amicable settlement of the problems is not responded. The
agitational action shall be further intensified if required.
As
per the decision of the 6th Federal Council meeting of Cochin, another
approach was made by the Federation headquarters, and Secretary General vide his
letter dated 15th October 2014 requested Pr.CCA, CBEC to meet him
informally. But Pr. CCA, CBEC ignored this request too.
Therefore,
in pursuance of the decisions of the 6th Federal Council meeting, all Branches of the Country are
requested to hold Massive demonstration in front of the PAO, CBEC Units of
their respective stations on 12th November 2014.
Following
Resolution is to be adopted and forwarded to the Sr. most Officer (CBEC) of the
station, the Pr.CCA, CBEC the CGA and other concerned.

Resolution
This lunch hour general
body meeting of the members of National Federation of Civil Accounts
Associations,………………..Branch,………… represented by the members of All India Civil
Accounts Employees Association,………..Branch,…….. and All India Civil Accounts
Employees Association Category II,………..Branch,
……….. held today the 12TH November 2014 expressed
its strongest resentment against the
apathetic attitude of the Pr. CCA, CBEC towards the problems of the
employees and non-settlement of their genuine demands.
The meeting urges
upon the Civil Accounts authorities to refer the letter No. NFCAA/HQ/A-3/2014/1590-91 dated: 05.11.2014
issued by the Secretary General, National Federation of Civil Accounts Associations
on behalf of the All India Civil Accounts Employees Associations and All India
Civil Accounts Employees Association Category II and settle the issues referred
therein by holding discussion with representatives of the Associations.
The meeting
resolves that, if this Resolution is ignored by the authorities, there will be
no alternative but to intensify the organizational actions.
The meeting resolves to forward the resolution to the Sr. most
officer (CBEC) of the station, the Principal Chief Controller of Accounts,
Central Board of Excise and Customs, New Delhi and the Controller General of Accounts, Ministry of
Finance, Department of Expenditure, New Delhi, the Secretary General, National
Federation of Civil Accounts Associations, New Delhi, the Secretary General, All
India Civil Accounts Employees Association, New Delhi and the Secretary
General, All India Civil Accounts Employees Association Category II, Cochin.

downsizing of Pay and Accounts Offices of CBEC in the name of restructuring.

Filling up of vacant posts in all
cadres immediately.

Provision of sufficient office
accommodation/sitting arrangement with required electricity supply for the

Local transfers on the basis of
policy and consideration of local transfer requests sympathetically.

Supply of adequate stationery items
and supply of towel and utensils etc. atleast once in a year.
18.
Compensation of the extra work being
done by the staff and officers in the year ending and attending duty on
holidays and weekly of days i.e. Saturday and Sunday.
19.
Provision of Association room for the
purpose of Office of the Unit Association.
20.
Issuing of pay slips to all staff and
officers.
