BY WEARING BLACK
BADGE AND HOLDING PROTEST DEMONSTATION
Despite our all efforts, the
Civil Accounts Authorities of CBEC set up have not shown any inclination to
address the grievances of the employees and long pending demands. Rather they
have been persuing adamant attitude towards the employees and their issues.
The NFCAA headquarters vide its
letter dated 05.12.2014 (copy attached) had
once again requested Pr. CCA, CBEC to resolve the problems through mutual
dialogue so that existing congenial atmosphere could continue. But, the Pr.
CCA, CBEC preferred to ignore the request. The fact of the request made to Pr.
CCA, CBEC was also brought to the knowledge of higher authorities like
Secretary, Department of Revenue and the CGA. But, no favourable response has
been received from them so far.
Under the above circumstances, we
are having no alternative but to go ahead with the organizational actions. It
has been decided that, 18th of December 2014 shall be observed as united
action day throughout the country. On this day all Civil Accounts Employees
shall wear Black Badge and hold demonstrations in front of the CBEC Units of
the station. A Resolution shall also be adopted in the place of demonstration
and it shall be forwarded to the CGA, the Secretary, Department of Revenue, the
Principal CCA, CBEC and all others concerned. A delegation of demonstrators
shall submit one copy of the Resolution to the local head of office of CBEC too.
The text of the Badge is furnished
below. Branches may print required number of Badges and distribute those among
the members alongwith a Hand Bill, the draft of which is annexed to this
Circular.

Subject: - Settlement of problems of the
employees of PAOs of CBEC located at different stations.

I
have been directed to refer our letters No:- NFCAA/HQ/A-3/2014 dated 17.10.2014
and No:- AICAEA/HQ/A-3/2014/1590-91 dated 06.11.2014 and state that, it is more
than six months now the issues concerning with the employees working in
different PAOs of CBEC setup of the country were discussed between the official
side of your office and the representatives of the Association, but none of
these problems has been resolved by the administration of your office till
date. Due to this, wide resentment has been generated among the membership of
the Associations.
I
am therefore, directed to request you once again to kindly resolve the problems
through mutual dialogue so that the existing congenial atmosphere prevailing in
the Civil Accounts Organization can travel a long way.

RESOLUTION
The members of National Federation
of Civil Accounts Associations…………………… Branch………. represented by the members of
All India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category–II of………………………… (Name of the Station/State)
registers their voice of protest against the apathetic attitude of Pr. CCA,
CBEC towards the causes of the employees by wearing of Black Badges today the
18th December 2014.
This protest meeting being held here
also demands immediate settlement of all 20 pending issues and stoppage of
downsizing of the department so that peace and tranquility in the organization
prevails.
The meeting
resolves to forward the Resolution to the Secretary Department of Expenditure,
the CGA, Pr. CCA, CBEC, Secretary General, AICAEA and Secretary General, AICAEA
Cat-II.
It has also being resolved that a
delegation shall hand over a copy of this resolution the head of organization
of CBEC of the station.

APPEAL
LONG LIVE WORKERS UNITY
Dear Comrades,
For more than one
and a half year the AICAEA and the AICAEA Cat-II have been requesting the Civil
Accounts authorities of CBEC to settle the long pending issues of the Civil
Accounts Employees. But instead of settling any of the issues, they are targeting
and harassing the representatives of the Association.
Not to speak of
any other issues like transfer, promotion and other important issues, they have
not even paid the TA/DA to the employees performed election duties in the last
Assembly and Lok Shaba elections.
Our earlier CCAs and Pr. CCAs had taken lots
of pain to expand the Setup. But the present Pr. CCA, CBEC has taken the move
of diluting their services by downsizing the department on the basis of his
self devised SIU Norm and also closing down the offices at different places. While doing so he has neither taken CGA in to
confidence nor discussed with the Association which is the norm prescribed by
the Government of India.
The
National Federation of Civil Accounts Employees Associations has taken repeated
attempts to discuss the issues across the table and settle them. But the Pr.
CCA, CBEC preferred to ignore the request of the Associations.
In view of such a
situation, the Associations are having no other way but to resort to protest
action and accordingly, it has been decided that 18th December 2014 shall
be observed as united protest day on which all the employees shall wear Black
Badge and hold lunch hour demonstration.
ALL OF YOU ARE REQUESTED TO WEAR THE BLACK BADGE AND TAKE PART IN THE DEMONSTATION ON 18TH DECEMBER 2014 AND MAKE THE PROGRAMMES SUCCESSFUL.

No
downsizing of Pay and Accounts Offices of CBEC in the name of restructuring.
2.
Filling up of vacant posts in all cadres
immediately.
3.
Provision of sufficient office
accommodation/sitting arrangement with required electricity supply for the
staff working in Pr. Account’s office.
4.
Reimbursement of TA/DA to the employees and
officers performed election duty in 2013 and 2014.
5.
Deduction of monthly subscription from the members
of the Associations regularly/ monthly by honoring the DOPT and CGA
instructions and following the procedures of check- off system by the DDOs.
6.
No selective transfer and immediate consideration of following transfer requests –

Promotion of better employer- employee relations:
undoing of vindictive transfers in Kolkata and Delhi.

Grant of appropriate pay scales to all DEOs in
terms of the CAT directives.

Issuing of Identity cards/ open pass to entitled
employees and office bearers of the Association in terms of the item No. 16 of
the official Minutes of the meeting of 4th August 2011.
10.
Acceptance of transfer requests for posting in CBEC
from CCA, Supply, and PCCA, External Affairs etc.
11.
Clarence of all pending MACP cases.
12.
(a)Repatriation of AAOs working on deputation basis
from other departments and promotion of senior most Sr. Accountants on adhoc basis
(b) Prompt
implementation of the promotion and transfer orders issued by the office of CGA.
13.
Modernization/sitting arrangement in offices like PAO, Central Excise, New Delhi
and PAO, DGICCE, New Delhi.
14.
Reimbursement of cost of Briefcase/ official
bag/ladies purse to the staff and officers as being reimbursed by other heads
of the departments of Civil Accounts Organization.
15.
Reimbursement of hospitality expenses to the AAOs
as being reimbursed by other heads of the departments of Civil Accounts
Organization.
16.
Local transfers on the basis of policy and
consideration of local transfer requests sympathetically.
17.
Supply of adequate stationery items and supply of
towel and utensils etc. atleast once in a year.
18.
Compensation of the extra work being done by the
staff and officers in the year ending and attending duty on holidays and weekly
of days i.e. Saturday and Sunday.
19.
Provision of Association room for the purpose of
Office of the Unit Association.
20.
Issuing of pay slips to all staff and officers.
