WISH
YOU A VERY HAPPY AND PROSPEROUS NEW YEAR, 2015
By the time you receive this Circular, we shall be just
in front of the doorsteps of the New Year 2015. Therefore, on behalf of
National Federation of Civil Accounts Associations, I wish you all a very happy
and prosperous new year 2015. Let us make entry to the New Year with the vow to
move ahead through the path of struggle and achieve our long pending demands.
UNITED
ACTION DAY WAS A GRAND SUCCESS
We
congratulate all those members and Branch who observed the “United Action Day On 18th December, 2014” by wearing
Black Badges and Holding demonstration in front of the Pr. Accounts office and
PAOs of CBEC. The programme was a grand success as the members of entire
country including the office of Pr. CCA, CBEC, New Delhi had participated in it
ignoring the threatening of the authorities. A detailed report on the success
of this programme shall be circulated separately. If the authorities do not
respond, next course of action to be taken shall also be informed through next
communication.
FORMATION
OF ALL INDIA CIVIL ACCOUNTS PENSIONERS ASSOCIATION
The issue of formation of “All India Civil Accounts
Pensioners Association” was discussed several occasions in the Federal
Executives/Extended Federal Executive/Federal Council meeting after a decision
in this respect was taken in the joint All India Conferences of All India Civil
Accounts Employees Association and All India Conferences of All India Civil
Accounts Employees Association Cat-II held in Kolkata in July, 2012.
As
per decision of the said conferences, the Civil Accounts Pensioners of
Tamilnadu and Kerala have formed state level pensioners Associations of Civil
Accounts. However, the Pensioners of other stations had raised some doubts
about the matter and asked Secretary General to discuss with Com. S.K. Vyas,
Secretary General, National Co-ordination Committee of Pensioners Association
(NFCAA).
Accordingly,
Com. S.K. Vyas was discussed by Secretary General on 24th November,
2014. He has requested NFCAA to take necessary steps to form of All India Civil
Accounts Pensioners Association. In this respect, the letter received from the
NPCCA dated 01.12.2014 is annexed to this circular for your information.
All
the Branches are requested to pursue the Pensioners of their station/state to
form the Pensioners Association. The Branches are requested to arrange meetings
of the pensioners and form the conveners committee. Once the conveners
committees are formed at majority of the station, steps for formation of
National level Pensioners Association shall be taken.

Dear Comrade,
In continuation of
our discussion on 24.11.2014 I may state that you may kindly take steps to
organize pensioners from your Department to form an All India Civil Accounts
Pensioners Associations. The NFPE has already taken steps to form an All India
Postal Pensioners Association. Only when Department wise Pensioners
Associations are formed, all those who retire / or already retired would be
motivated to join the pensioners Associations of the respective Departments.
The composite Central Government Pensioners Associations which are already
there have not been able to motivate all pensioners to join them and therefore
it has been decided to form Department wise such Associations.
Hope
you would take necessary measures by contacting recently retired activists of
your Association in different stations to contact all retirees from the
Department and form local Associations which may be affiliated to the All India
Civil Accounts Pensioners Association.
To
start with you may convene a meeting of recently retired activists of your
Association and elect one to function as Convener of All India Civil Accounts
Pensioners Association.
These
activists / retirees in turn would contact civil Accounts retirees of their
stations / Districts / State to form the unit Associations. Such Associations
when formed would be affiliated to the All India Civil Accounts Pensioners
Association.
If
some such retirees are already members of local Central Government Pensioners
Association, they may be ask to continue their membership of that Association
and also join the Civil Accounts Pensioners Association of the respective
station / District / State.
Hope
you will initiate action on the above lines in days to come.
