Subject: Forwarding of Resolution adopted in protest
against anti-employee activities of CCA, CBEC, New Delhi by the extended
Federal Executive meeting of National Federation of Civil Accounts Associations
held on 28th and 29th April, 2015.

I am
enclosing herewith a self-explanatory Resolution adopted on the above mentioned
subject by the extended Federal Executive Meeting of National Federation of
Civil Accounts Associations represented by All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category-II held
on 28th and 29th April, 2015.
The
office of Pr. CCA, CBEC, New Delhi vide letter No: -
Admn./1(10)3/Association/34 dated 09.04.2015 had invited the National
Executives of AICAEA and AICAEA Cat-II for convening a formal meeting on 29th
April 2015. But the CCA refused to hold the meeting when the National Executive
Members of the Associations from different parts of the country reached her
office on 29th April 2015 at the scheduled time. A copy of the above
letter is enclosed herewith. Further as a proof to the para No: - 2 of the said
letter we are enclosing the copy of order No: - Admn/1 (17) 9/DEO/2014-15/1427
dated 20.01.2015 which clearly conveys that, it has been decided to declare the
DEOs as surplus by the office of Pr. CCA, CBEC, New Delhi.

RESOLUTION
This extended Federal
Executive meeting of the National Federation of Civil Accounts Associations
(NFCAA) represented by All India Civil Accounts Employees Association (AICAEA)
and All India Civil Accounts Employees Association Category-II held today the
29th April 2015 deliberated on the incident of refusal of Smti.
Krishna Tyagi, CCA, CBEC to hold meeting with the National Executives of the
Associations after inviting them for the formal meeting.
It is more than a year; the authorities of the Pr. CCA,
CBEC have not been conceding any of the requests of the employees, harassing
them on one plea or the other and pursuing vindictive attitude towards those
employees who are raising their voice against injustice and keeping relation
with the Association activities. In fact, a condition of complete lawlessness
is prevailing in the entire Civil Accounts setup of CBEC and the employees are
confronting very serious difficulties in disposing their day to day work.
The Pr. CCA and the CCA, CBEC are not following any of
the rules of the Government of India and acting according to their whims and
fancies. They are not only refusing to abide
by the Orders of Government of India and Controller General of Accounts applicable
to the employees but have gone to the extent of refusing TA claims of the
officials who have performed election duties during Loksabha and Assembly Elections. They
devised their own method of staff justification ignoring the SIU norms
prescribed by the Government of India for staff justification and also took the
decision of declaring a section of the employees as surplus without even
consulting Controller General of Accounts who is the highest authority in the
Civil Accounts organization.
The obvious resultant adverse affect being the anguish,
resentment and unrest among the employees, the AICAEA & AICAEA Category-II
functioning under the banner of NFCAA took its best effort to resolve the deadlock
across the table. But the Pr. CCA as well as CCA preferred to maintain their adamant
attitude and they neither resolved any of the issues concerning with the
employees including making provisions for minimum sitting arrangement of the
employees nor agreed to meet the representatives
of employees Associations to maintain congenial atmosphere .
Only after series of agitational actions by the NFCAA
including a day long Dharna by the National level representatives of the NFCAA
in front of office of the Principal CCA, CBEC on 25th February 2015,
the Administration of the Office of Pr. CCA, CBEC vide letter dated 09.04.2014
informed the Association that the CCA, CBEC shall hold a formal meeting with
the National Executives of both AICAEA and AICAEA Category-II on 29th
April 2015. But, when the National Executive members of both Associations
reached her office, in AGCR Building, New Delhi from different parts of the
country, she refused to hold any meeting with the National Executives of the
Associations and took the inflexible stand that she would meet only five
individuals.
The action of CCA, CBEC clearly shows that she had no
intention to resolve the problems but to provoke the employees Associations to
react.
This meeting of Federal Executives condemns the above
actions of the CCA, CBEC and demands immediate intervention and appropriate
corrective actions against such type of an officer.
The meeting resolves to forward the copies of this
resolution to the Secretary, Department of Expenditure, Ministry of Finance, the
Secretary Department of Revenue, Ministry of Finance, the Controller General of
Accounts, Ministry of Finance, the Secretary, Ministry of Power and all others
concerned.

RESOLUTION
This extended Federal
Executive meeting of the National Federation of Civil Accounts Associations
(NFCAA) represented by All India Civil Accounts Employees Association (AICAEA)
and All India Civil Accounts Employees Association Category-II (AICAEA Cat-II)
held on 28th and 29th April 2015 deliberated on the
pendency of departmental demands of the Civil Accounts Employees.
It has been observed
by the meeting that, the Central Headquarters of Associations have been
demanding cadre review proposal for years along with other general demands and
request for settlement of the same was sent, latest by 4th February
2015 to CGA and requested him to discuss the issues and take actions for their
early settlement. It was also brought to
the kind information of the Civil Accounts authorities by the All India Civil
Accounts Employees Association vide it’s letter dated 21.01.2015 that none of
the issues discussed in the meeting held between the Civil Accounts authorities
and the National Executive of AICAEA and AICAEA Cat-II under the
chairpersonship of Addl. Controller General of Accounts on 24th July
2014 have been settled. Moreover, some of issues which have been recorded as
closed by the official side in the minutes of the meeting were not at all
settled.
It has also been
observed by the meeting of Federal Executive of today that, despite subsequent
request to Controller General of Accounts vide AICAEA letter dated 2nd
April 2015 to convene the meeting for the settlement of the items at the
earliest, no response was received by the Associations from the end of Civil
Accounts authorities.
This meeting
therefore, urges upon the Controller General of Accounts to kindly convene the
meeting with the National Executives of Associations at the earliest for discussion
and settlement of the issues of Cadre review and other pending demands.
The meeting resolves
that, if the request made through this resolution is ignored and no
communication is received within a fortnight, the Association shall have no
other alternative but adopt the path of organizational actions.
The meeting resolves
to forward this resolution to Shri Jawahar Thakur, Controller General of
Accounts, Ministry of Finance, Department of Expenditure, Loknayak Bhawan, Khan
Market, New Delhi
