Dear Comrades,

In continuation of our earlier circular dated 10^th June 2015, we would like to inform you that the co-ordination Committee held its meeting on 18^th June 2015 in the Conference hall of Central Accounts Office, Ministry of Mines, Kolkata at 2pm. Following were present in the meeting-

The meeting was presided over by Com.A.S.Chauhan, President, AIAPAO©. After detailed discussion the meeting finalized the Draft Deceleration adopted in the last meeting and decided that the Co-ordination Committee at all levels shall be revived to fight for the common issues of the employees and Officers and Civil Accounts organization in particular.

a) At the apex level Presidents of NFCAA and AIAPAO© shall be Chairpersons and Secretary Generals shall be the joint conveners.

b) At the state/region/branch levels Presidents of the Branches shall be the chair persons and Branch Secretaries shall be conveners.

The meeting adopted a resolution demanding immediate cadre re-structuring of Gr-B and C employees of Civil Accounts Organization and forwarded it to the Controller General of Accounts.

The meeting also decided that, 9^thJuly 2015 shall be observed as united action day. A joint meeting by the Branches shall be organized by the Branches of NFCAA and AIAPAO© to form the state/region/branch level Co-ordination Committees. The meeting shall also adopt a Resolution and forwarded it to the Controller General of Accounts.

DECLARATION

1. The Co-ordination Committee between the AIAPAO© and NFCAA which has been functioning since 2004 shall now be formed Branch/Regional level.

2. Presidents of NFCAA and AIAPAO© shall be Chairpersons and Secretary Generals shall be the joint conveners

3. At the state/region/branch levels Presidents of the Branches shall be the chair persons and Branch Secretaries shall be joint conveners

4. The Co-ordination Committee shall act as catalyst in resolving the disputes arising between the members of two organizations.

The Co-ordination Committee shall identify and draw up Charter of Departmental demands and pursue the said charter unitedly for its settlement even by organizing united movements when situation demands.
The co-ordination committee it shall act as binding force to the officers and employees and find out new path for moving together shoulder to shoulder in the coming days to fight back the anti Employee Polices of Civil Accounts bureaucracy and Government of India.

RESOLUTION

The meeting of the Co-ordination Committee of Civil Accounts Employees and Officers Associations composed of Executive members of All India Association of Pay and Accounts Officers (Civil) AIAPAO© and the Federal Executive members of National Federation of Civil Accounts Associations NFCAA (represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category–II) held on 18^th June 2015 in Kolkata under the Chairpersonship of Com. S.S. Chauhan, President, AIAPAO© discussed on the issue of non-settlement of the long pending demand of cadre review of Group Band C employees of the Civil Accounts Organization. The meeting noted that, all departmental heads of the Government of India have moved the cadre proposals to the Government in some of the departments the cadre review has been done also. In the Civil Accounts organization too, the cadre review at the Group A level has been undertaken and implemented but no action for cadre review of Group-B and C cadres has been taken.

The meeting therefore, urges upon the Controller General of Accounts that the cadre review of Group-B and C cadres in the following manner may kindly be done immediately.

1. Accounts Assistant (by upgradation of post of LDCs ) – Grade Pay Rs. 2400/- PB 1

2. Staff Car Driver Gr. II Grade Pay Rs. 2400/- PB 1

3. Stenographer Gr. III - Grade Pay Rs. 2800/- PB 1

4. Accountant -20%, DEO Grade A and Junior

Hindi Translator (converting as Accountant) - Grade Pay Rs. 4200/- PB 2

5. Sr. Accountant - 80%, Data Entry Operator Grade B/

Hindi Translator (Converting as Sr. Accountant)

Stenographer Gr. I (Merged post of Gr.II & I) - Grade Pay Rs. 4600/-PB 2

6. Sr. Accountant- on completion of 4 years/

Computer Operator - Grade Pay Rs. 4800/-PB 2

7. Private Secretary - Grade Pay Rs. 4800/-PB 2

After 4 years of service- Grade Pay Rs. 5400/-PB 3

8. Asstt. Accounts Officer – Grade Pay Rs. 5400/-PB-2

30% posts by promotion of Sr. Accountant on seniority with removal of condition of 53 years of age for eligibility and 70% by AAO(c) examination -

9. Asstt. Accounts Officer Grade II on completion of 4 years- Grade Pay Rs. 5400/-PB 3

10. Sr. Private Secretary - Grade Pay Rs. 6600/- PB 3 (Post should be re-designated as Principal Private Secretary] Post of PPS may be allocated to Principal Chief Controller of Accounts and Chief Controller of Accounts (Addl. Secretary/Joint Secretary level officers)

As per para 2(iii) of DOPT Order No.20/51/2009-CS.II (A)(Vol.II) dated 25^th February, 2011 -625 newly created posts of PPS have been allocated against Joint Secretaries and equivalent level officers in different Ministries Departments participating in CSSS on functional jurisdiction

11. Pay & Accounts Officer/Accounts Officer Grade Pay Rs. 6600/- PB 3

12. Senior Accounts Officer Grade Pay Rs.7600/- PB 3

13. Restoration of 5% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.

The meeting resolves to forward the Resolution to the Controller General of Accounts.

This Joint meeting of the Branches of AIAPAO© and NFCAA________(name of Station) held today the 9^thJuly 2015 endorses the resolution passed by the meeting of the Co-ordination Committee of Civil Accounts Employees and Officers Associations held in Kolkata on 18^th June2015 and urges upon the Controller General of Accounts to kindly take early favorable action for the cadre review of the Group –B and C employees including the MTS.

Resolved that the Resolution adopted shall be forwarded to the Controller General of Accounts and the Joint Conveners of apex level Co-ordination Committee of Civil Accounts Employees and Officers Associations as well as the Secretary Generals of NFCAA and AIAPAO©.
