Subject: - Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.

 Sir,

I have been directed to draw your kind attention to the fact that, from 2002 onwards, this Association has been requesting the Controller General of Accounts to kindly fill up the posts relating to secretarial assistance in the office of Director (INGAF) and CCA (Rural Development). But, no tangible action has so far been taken for posting eligible officials (either by creation or upgradation) as supporting staff, either by the office of the Controller General of Accounts or  the Civil Accounts authorities of the  Ministry/Department concerned, except a letter in CGA web-site in this respect.  Instead all such vacancies are being filled up by posting following types of persons-

·         Junior level officials

·         Officials who are not Civil Accounts Employees

·         Outsourced employees

          I would like to cite some of the glaring examples where such postings have been made, instead of granting promotions to the eligible officials:

1.	CCA, Rural Development	PS from main Ministry has been posted, instead of posting eligible official from Civil Accounts cadre.
2.	Director, INGAF	Grade-II PA has been adjusted against the level of PS post.
3.	CCA, I&B	Grade-II PA has been adjusted against the level of PS post.
4.	CA, Science & Technology	Outsourcing staff has been posted, in place of eligible staff from the Civil Accounts cadre.
5.	CCA, M/o Labour	Gr. D Stenographer has been posted against the post of PS.
6.	CCA, Power	Gr.II PA has been posted against the post of PS.
7.	CA, Water Resources	Gr.D Stenographer has been posted against PA.

          Apart from the above, many posts of Sr.PS/PS/PA are required to be created based on the creation of senior level officers’ post in various Ministries/Departments in the recent cadre review of ICAS. 

          In view of above and also considering the fact that promotional opportunities for secretarial assistance in the Civil Accounts organization is very meagre, I request you to kindly  take  early favourable action  for creation of posts and grant promotion eligible secretarial staff against the available vacant post discussed in this letter.
