Dear Comrades/friends
ON ACCOUNT OF THE ASSURANCES GIVEN BY THE CIVIL ACCOUNTS
AUTHORITIES ABOUT RESOLVING THE DEMANDS WITHIN ONE MONTH IN THE FORMAL MEETING ON 15TH NOVEMBER 2016,DAY LONG DHARNA IN FRONT OF THE OFFICE OF C.G.A. (AT GPOA, BLOCK-E, INA, NEW DELHI–110023) SHALL BE STAGED ON 16TH DECEMBER 2016 INSTEAD OF 16TH NOVEMBER 2016
BY THE REPRESENTATIVES OF
AIAPAO (Civil) AND NFCAA (AICAEA & AICAEA CAT II)
WE APPEAL ALL OF YOU TO PARTICIPATE IN THE DHARNA AND MAKE IT A MASSIVE ONE
Due to the decision of the Co-ordination Committee of Civil Accounts Employees and Officers Associations to resort to a Daylong Dharna on 16th November2016  in front of CGA office in protest against  the non-settlement of 11 point Charter of Demands, the CGA authorities had invited the representatives of the Co-ordination Committee for a formal meeting on 15th November 2016.  Being responsible representatives of the employees and officers, the office bearers of Co-ordination Committee responded positively to the request of the authority and a meeting between the official side of CGA and the available representatives of Co-ordination Committee was held under the Chairpersonship of Joint Controller General of Accounts.
In the meeting, the official side offered assurance of forwarding the demand of Cadre Review to Min. of Finance and considering other 10 points demands within a period of one month.
Thereafter, the meeting of the Co-ordination Committee held on 16th November 2016 in Delhi reviewed the outcome of the meeting and decided to shift the date of Dharna to 16th December 2016 (see our website: www.nfcaahqnd.blogspot.com).
It has been established that, our united actions can lead us to our goal.
We therefore, appeal upon all of you to kindly to ensure your participation in the Dharna on 16th December 2016 in front of the office of CGA.
The minutes of the meeting held on 15th November with the authorities shall be published as soon as it is received.
CGA RECOMMENDS FOR REMOVAL OF ANOMALY
On 21st November 2016 the CGA authorities have informed us that, vide a UO Letter dated 21st Nove-mber2016 addressed to the JS (pers.), Min. of Finance, they have made following recommendations:
1.    PAO/Sr.AO:-
·         PAO and Sr. AO level be merged on similar analogy as is done in the grade of JAO and AAO.
·         Group ‘B’ cadre of CCAs be taken out of purview of induction to ICAS . In many services such as CSS, CPWD feeder grades are functioning independent of the organized Group ‘A’ service.
·         Grant of Level 11to PAO w.e.f. 01.01.2016
·         Grant of Level 12 on completion of 4 years.
2.    AAO:-
·         AAO on qualifying the AAO© EXAM BE GRANTED PAY IN THE LEVEL-9 OF pay matrix of 7th CPC.
·         The promotion to the grade of AAO may be deemed as entry grade for the purpose of MACP as is being done in C&AG.
3.    Senior Accountant:-
·         Senior Accountant of CCAS may be granted Level -7 of Pay matrix of 7th CPC at par with Assistants of Central Secretariat (now designation changed).
4.    Secretarial staff:-
·         Since Private Secretary and Steno (grade-I)r being attached to Joint Secretary and Director l officers and they are doing similar nature of work as that of Secretarial staff working under Secretary/ Director level in the Ministry, Secretarial staff of Civil Accounts Organisation may be treat at par with the Secretarial staff working in the Ministry.
·         Grant of Level- 8 to private Secretaries w.e.f. 01.01.2016 and Level- 9after 4 years.
·         Grant of Level -7 Steno Grade I w.e.f. 01.01.2016
·         Grant of Level -6 Steno Grade II w.e.f. 01.01.2016
·         Post of Senior Private Secretary attached with Pr. Chief Controller of Accounts may be considered for equal pay at par with Pr. Private Secretary working in the Ministry.
·         Sr. Private Secretary in CCAS may be re-designated as Pr. Private Secretary and granted Pay level 11.
These developments are the product of our united struggle. Therefore, we shall have to further strengthen the unity among AICAEA, AICAEACAT II and AIAPAO (Civil).

MEETING OF APEX LEVEL CO-ORDINATION COMMITTEE
A meeting of representatives of apex level Co-ordination Committee of Civil Accounts Employees and Officers Associations shall be held at Jaipur on 17th December, 2016. Formal notice of the meeting is attached to this circular. All are requested to attend the meeting.

NOTICE

            This is for the information of all concerned that a meeting of representatives of apex level Co-ordination Committee of Civil Accounts Employees and Officers Association shall be held at Adarsh Hitkarni Trust, Sewa Sadan, Near Krishna Temple, 20 Dookan, Adarsh Nagar, Jaipur on 17th December, 2016 at 2P.M. Following items shall be discussed in the meeting:-

1.    Review of the success of Day Long Dharna programme held on 16th December, 2016 in front of CGA office.
2.    Status of the demands – next courses of action to be taken.
3.    Misc if any with the permission of chair.
            All representatives of Co-ordination Committee are requested to inform about their mode of arrival to Jaipur to any of the following:-
