We have been directed to inform you that, this C.O.C.  has decided to organize
PROTEST DAY ON 23RD FEBRUARY 2017 BY WEARING BLACK BADGE,
TWO DAYS CONTINUOUS FAST FROM 27TH FEBRUARY 2017 IN FRONT OF CGA OFFICE
 BY APEX C.O.C.
AND
TWO DAYS CONTINUOUS RELAY FAST/DEMONSTRATION FROM 27TH FEBRUARY 2017

 In protest against
1.      decision of CGA to fill up 643 vacancies of AAO by calling deputationists ignoring the recruitment rules and denying promotions to the AAO(civil) examination passed candidates.
2.      refusal of CGA to undertake cadre review of Gr. B&C defying DOPT instructions.
3.      denial to grant re-recognition to AIAPAO(civil) and recognition to AICAEACATII flouting the CCS(RSA) Rules, 1993.
4.      Refusal to discuss the 11 (Eleven) Point Charter of Demands.

Soon after the present CGA, Smt. Archana Nigam took over the charge on 1st January 2017, this Co-ordination Committee vide its letter dated 2nd January 2017 had congratulated and requested her to convene a courtesy meeting with the representatives of the Co-ordination Committee. But most unconventionally she ignored the request. No other CGA in last 40 years had taken such an adamant approach.
After waiting for a month, the Coordination Committee while submitting the long pending 11-point Charter of demands including the demand of Cadre Review on 1st February2017, had conveyed that if no discussion is fixed by CGA within next three weeks, the co-ordination committee shall be forced to resort to organizational actions beginning with Black Badge wearing on 23rd February 2017. But CGA, instead of being sympathetic towards the plight of the employees and officers, threatened them by issuing a circular that, if they stand in support of their demands with organizational approach, they would be victimized and punished.
            Further, the CGA office vide a circular No: - A.32016/1/2015/MF.CGA/ AAO/Deputation/217 dated 27.01.2017 conveyed the decision of CGA to fill up of 643 vacant posts of AAOs by calling persons from other departments on deputation basis ignoring the provisions of Recruitment Rules and interests of 122 persons who are awaiting promotions after passing AAO(Civil) Examinations held in 2013 and 2014 respectively and who are to appear the future examinations. As this move of CGA shall completely destroy the cadre structure of Gr-B&C categories of officers and employees of Civil Accounts Organisation, we had requested CGA vide our letter No: - COC/CA/2017/Corr-2 dated 11.02.2017 to kindly meet us on 17th February 2017 to discuss this issue and two other most urgent issues of 
a) conducting Cadre Review of Gr. B&C officers and employees within 31st March 2017 in terms of D.O. No. 1.11019/16/2016-CRD dated 20th December 2016 issued by the Director(CRD), Department of Personnel and Training, Government of India. 
            and
b) granting re-recognition to AIAPAO(Civil) and Recognition to AICAEA Cat-II as these Associations have fulfilled all conditions for recognition under CCS (RSA) Rules, 1993. But CGA neither made her available in the office till the time we had been waiting for nor informed us anything till today.
            As per DOPT instructions, cadre review of Group B& C should be done before conducting cadre review of Group A officers. But you would be surprised to know that the Cadre Review of ICAS officers of Civil Accounts Organisation have been done for five times in forty years but Cadre Review of Group B &C Officers and officers was never done. The AIAPAO(Civil) enjoys the confidence of not less than 90% AO/Sr. AOs, but the CGA is hot granting recognition to this Association on one plea or the other. According to the membership verification report, the AICAEA Category II, which represents the AAOs is having 27% membership. One of the Associations in this category has been granted recognition by CGA and the AICAEA Category II therefore, being the second major Association in the category is eligible for recognition in terms of the CCS(RSA)Rules, 1993. 
             Due to the adamant, undemocratic and anti-employee attitudes of the authorities, resentment had mounted and the member held protest demonstrations all over the country and all available Delhi based leaders had gone for a sit-in in front of CGA office, new Delhi on 20th and 21st February, 2017.  
            During these two days, some of the irresponsible officers of CGA Office had indulged in provoking   the representatives (who were sitting in front of the CGA office) by using unofficial and derogatory languages either by calling the chief executive of the Association over phone to or by becoming present physically at the spot. But, absolute patience was exhibited by our leaders by responding reasonably so that authorities fail in diverting the issue.
            The apex level Co-ordination Committee after a thorough review of the entire situation on 21st February, 2017 and after discussion with all state/ regional level Co-ordination Committees and leaders of Branches of all constituents of co-ordination committee, unanimously decided to resort to following action programmes and conveyed its decisions to CGA vide its letter dated 22-07-2017-
1.      PROTEST DAY ON 23RD FEBRUARY 2017 BY WEARING BLACK BADGE FOR THE WHOLE DAY.
2.      TWO DAYS CONTINUOUS FAST FROM11AM OF 27TH FEBRUARY 2017 IN FRONT OF CGA OFFICE BY APEX C.O.C.
3.      TWO DAYS CONTINUOUS RELAY FAST/DEMONSTRATION FROM 27TH FEBRUARY 2017 ONWARDS BY REGIONAL/ STATE C.O. Cs
            In this connection, we request you to kindly extend your support. You may kindly write e letters to CGA and the Secretary, Department of Expenditure.

            We also request you to direct all affiliates and COCs of your Confederation to extend their solidarity and physical support to the struggle by becoming available in large numbers at the fasting places in different Cities.

            The 11 Point Charter of Demands is attached herewith for your information.

1.  Immediate Cadre Review of Group-B and C Officers and Employees of Civil Accounts organization in the following manner.
1.   Allotment of 33.1/3% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.  
2.    Accounts Assistant (by upgradation of post of LDCs) –                Level – 4 of Pay Matrix Rs:- 25500/-
3.    Staff Car Driver Gr. II                                                                    Level – 4 of Pay Matrix Rs:- 25500/-

II (A)(Vol.II) dated 25th February, 2011 -625 newly created posts of PPS have been allocated against Joint Secretaries and equivalent level officers in different Ministries Departments participating in CSSS on functional jurisdiction
12.   Merger of the PAOs/AOs and Sr. AOs with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately and after two year PB 3 with GP Rs. 7600 in Level 12.
13.   De-link CCAS from ICAS Cadre for the purpose of promotion.

2.   Grant of re- recognition and all facilities of recognition to AIAPAO (Civil) having requisite membership as per the re-verification report.
3.  Grant of recognition to AICAEA CAT II having requisite number paid members for the purpose of recognition.
4.  Implement CPC recommendations: Grant (a) Corresponding GP of Rs. 5400 to AAOs after 4 years, (b) Corresponding GP of Rs. 4600 to Senior Accountants.
5.  Conduct the AAO (Civil) Examination immediately and issue orders for posting of all candidates qualified AAO (Civil) examination, 2013 and 2014.
6.  Grant adhoc promotions to the eligible Senior Accountants and persons indicated in Sl. No. (5) against the existing vacancies
7.     Treat joining to the post of JAO/AAO after passing the examination as fresh appointment on the basis of date of examination/w.e.f date of examination 
8.  Conduct regular DPC meetings for timely promotion of PAOs/Sr. AOs to the higher posts
9.  Settle following pending issues discussed in the formal meeting held with AICAEA on 6th November 2015: -
(i)   Adoption of mutually agreed transfer policy for AAOs and implementation of the existing policy transparently without any discrimination.
(ii)   Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
              (a)From the date passing departmental competitive examination conducted by SSC
              (b)From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii)   Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
(iv)    Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(v)    (a) Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
        (b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vi)   Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(vii)   Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
10.   Suitable office accommodation with amenities to CHQ of AIAPAO (Civil).
