DATED 25TH April ,2017regarding membership verification of AICAEA CAT
II .By this time our membership form filled up and lying with DDOs .However ,if
any of the AAO members is yet to fill up the authorisation form ,may
immediately do so and deposit with the authority.
DDOs are supposed
to send the membership report to respective CA, CCA’s Office for onward
transmission to CGA. Now all our branches and all our activists may pursue the
matter with DDO and respective Principal Accounts Office for onward
transmission to CGA alongwith necessary recommendations. All India office
bearers are requested to ensure that such move i.e. forwarding the necessary
reports in this matter. As it is very important matter for our organisation,
that verification is done properly. We are enclosing herewith an appeal. It may be multiplied in
sufficient numbers and distributed among the AAOs for their appraisal.
BRANCH
CONFERENCES
As Branch
Conferences are due. It has been decided that Branch Conferences of both All India Civil Accounts Employees Association
and All India Civil Accounts Employees Association Category-II should be
completed within 31st July, 2017 and the Conferences should be conducted
jointly.
For holding the Branch Conferences, Branches should issue
notification as per the provisions laid down in Part-III of constitution. As
per the provisions of the Constitution, the Branches that shall not hold Branch
Conference before All India Conference shall not have voting right in All India
Conference.
Branches should intimate the date of Conferences in advance and
ensure presence of at least one all India representative in their Conferences.
However, no all India office bearer of the Branch which is holding the
conference shall be a representative of All India Association if not authorized
by Secretary General.
WOMEN CONVENTION
Branch Level Women Convention is to be held along with the
Branch Conferences and a Women Sub-Committee is to be elected.
Therefore, all Branches are requested to organize Joint Women
Convention of Women Members of both All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category-II
along with the Branch Conferences. Conveners of Branch level Women
Committee being primarily responsible for conducting the Branch level Women
Convention, they are requested to take proper initiative in this regard.
The Sub-Committee members elected in the Branch level Women
Convections shall be the delegates for National Convention of Women.
FORMATION OF
NFCAA BRANCHES
National Federation of Civil Accounts Associations (NFCAA) is
the main plank for policy making and functioning of All India Civil Accounts
Employees Association and All India Civil Accounts Employees Association
Category-II jointly. It has been decided time and again that, while the two
apex organizations shall conventionally hold Joint All India Conferences and
Women Conventions, the Branches of All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category-II shall
also hold Joint Branch Conferences and Women Conventions.
Further, for the functional purpose, two Branches shall form the
Branch Level National Federation of Civil Accounts Associations (NFCAA) in the
line of apex level National Federation of Civil Accounts Associations (NFCAA).
A fifteen member Committee with Branch Secretary, All India Civil Accounts
Employees Association Category-II as President and Branch Secretary, All India
Civil Accounts Employees Association as Secretary, National Federation of Civil
Accounts Associations, Branch should be Formed.
Therefore, the National Federation of Civil Accounts
Associations Branch should also form
within 31st July, 2017.
In order to make the Branches and units aware about the
provisions of the constitutions, it has been decided that, Secretary General
shall email the up to date copies of the constitutions to the Branch
Secretaries.
ALL INDIA CONFERENCE
7th All India Conference will held in Kochi during October this year (Expected Date 10-13th October) .Preparations may be initiated by the branches to attend the All India Conference.

The All India Civil Accounts Employees Association Category-II
(AICAEA CAT II) is struggling for the causes of the AAOs without any fear. AICAEA
CAT II is a composition of brave members and leaders which is capable to fight
against injustice. There are several examples that the leaders of AICAEA CAT II faced vindictive actions like punishments and
transfers but they did not succumb to pressure and fought for the causes of the
members in distress.
In spite of not having recognition for more than one and a half
decade, its affective functioning had many a times compelled the authority to
negotiate with it formally and directly. It appeared for oral evidence before 6th
and 7th CPC respectively..
The AICAEA CAT II is one of the two arms of National Federation
of Civil Accounts Association and it is National Federation of Civil Accounts
Association which is fighting for causes of AAOs and other cadres militantly
without any compromise. Weakening of All India Civil Accounts Employees
Association Category-II (AICAEA CAT II) is the prime agenda of the authorities
and their agents. Weakening of this Association shall not only weaken the
National Federation Civil Accounts Associations but it would also cause serious
adverse impact on the united struggle of the Co-ordination Committee (COC) of
the Civil Accounts Employees and Officers Associations which is composed of
AICAEA, AICAEACAT II and AIPAO (Civil) and striving for achievement of 12 point
charter of demands including the major demand of CADRE REVIEW OF Group-B &
C officers and Employees. The COC of the Civil Accounts Employees and Officers
Associations is instrumental in creation of cordiality among the employees and
officers of Civil Accounts Organization.
In a most unjustified and un-lawful manner, the authorities have
issued orders for re-verification of membership of All India Civil Accounts
Employees Association Category-II vide an order dated 25th April,
2017. It is not only injustice but an unethical and prejudicial action of the
officers of the office of Controller General of Accounts office who had been
holding the positions during that period. As per the membership verification
report of 2015, All India Civil Accounts Employees Association Category-II(AICAEA
CAT II) is having 27% membership and being the 2nd major
Association, it is eligible for recognition under CCS (RSA) Rules, 1993. But
authorities discarded the said verification report without showing any
ground.
The All India Civil Accounts Employees Association Category-II,
vide its letter No.AICAEACAT II/ CHQ/ 2017/28 dated 11th May,
2017(displayed in Website: nfcaahqnd.blogspot.com) recorded its protest against
the action of earlier Controller General of Accounts and sought justice from
the present Controller General of Accounts.
The All India Civil Accounts Employees Association Category-II(AICAEA
CAT II ) however, has decided to face the re-verification of its membership and
appeals upon all AAOS to fill up membership forms of All India Civil Accounts Employees
Association Category-II and make it a formidable force of the AAOs in the civil
accounts organization.

AND DEPOSIT IT TO YOUR DDO THROUGH THE BRANCH ASSOCIATION OF YOUR STATION UNDER
INTIMATION TO US.
