ORGANIZE DAY LONG DHARNA ON 9TH AUGUST 2017

We are sure you have received our earlier circular through which we had circulated the copy to the Resolution adopted in the meeting of the Co-ordination Committee held at Nagpur on 13th July, 2017 and forwarded to the Hon’ble Prime Minister, Finance Minister and other authorities. The updated Charter of Demands was also circulated through the said circular.

In response to the Resolution of the Co-ordination Committee, PMO has kindly directed Secretary, Department of Expenditure to send a reply to the Co-ordination Committee.

However, none of our issues has made any progress. No action has been taken by the authorities. Hence, as per our decision, we shall have to go ahead with our decision. It was decided that, all State/Station/Regional level Co-ordination Committees shall hold Dharna on 9th August 2017.
Therefore, the Dharna on 9th August 2017 may be organized under the Banner of Co-ordination Committee in a centralized spot. The Dharna has to start invariably before 11.30 A.M. and continue till 3.30 P.M. In Delhi the Dharna has be in front of the office of CGA.
A Resolution may be adopted at the Dharna spot during lunch hour and forwarded to all concerned. 
The updated Charter of Demands in also attached herewith. Wide publicity of the Charter of Demands may be given among the members. They may be explained that the Co-ordination Committee of Civil Accounts Employees and officer Association are fighting for their legitimate demands.
WE DEMAND
·             Immediate Cadre Review of Gr-B&C Officers and Employees as per the Government Orders which was never done in last forty years while Cadre Review of Gr-A officers was done five times in 35 years.
·             Stoppage of harassments and victimizations of Employees and representatives of Associations on false grounds and in defiance of Government Rules.
·             Democratic rights of form Associations and right to collective bargaining – re-recognition of  AIAPAO (Civil) and recognition of AICAEA Cat-II under CCS (RSA) Rules 1993 – continuation of Foreign Service facility to AICAEA as per Government of India Rules and JCM norm.
·             Restoration of Departmental promotion examination system stopped for last five years – posting of all candidates pass AAO(c) Examination in 2013 & 2014- Relaxation of age bar for thousands of Gr-C Employees and MTS waiting to appear examination for last five years.
·             Grant of adhoc promotions against all vacant posts as per DOPT instructions issued in November 2007 – no imposition of condition for adhoc promotion violating the DOPT instructions.
·             Operation of 10% promotion quota for Sr. Acctts. for the post of AAO and enhancement of promotion quota for other like LDC & MTS to next higher grades.
·             Implementation of 7CPC recommendation – grant of level 9 of Pay Matrix to AAOs after four years – Level 7 Pay Matrix to Sr. Acctt.
·             Conduct of DPCs for timely promotion of AO/Sr. Acctt.
·             Extension of benefits available in other Central Government Departmental and IA & AD in particular – direct recruit status to JAO/AAO – option facility for pay fixation as AAO after 1.1.2006 – Headquarters allowance to Sr. PA/PS/Steno working in CGA Office – 33 ½ % quota for promotion from MTS to LDC – 3ACP/MACP to MTS as per orders issued after 6CPC.
·             Adoption of mutually agreed transfer policy of AAO/AO – not issuing the policy as took for harassments – implementation of policy transparently.
·             Correction and updating of defects in the Recruitment Rules - ensuring benefit of ACP/MACP to laterally inducted employees as well as directly recruited employees in 1980s.
·             Maintenance of congenial atmosphere in the organization.

1.                  CONDUCT IMMEDIATE CADRE REVIEW OF GR.B & C OFFICERS AND EMPLOYEES AS PER THE GOVT. INSTRUCTIONS
1.   Allotment of 33.1/3% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.  
2.    Accounts Assistant (by upgradation of post of LDCs) –         Level – 4 of Pay Matrix Rs:- 25500/-

(ii) Matriculate clerks with three years’ continuous regular service in the grade on passing the Departmental Examination for Accountants.

(Post should be re-designated as Principal Private Secretary] Post of PPS may be allocated to Principal Chief Controller of Accounts and Chief Controller of Accounts (Addl. Secretary/Joint Secretary level officers) As per para 2(iii) of DOPT Order No.20/51/2009-CS. II (A)(Vol.II) dated 25th February, 2011 -625 newly created posts of PPS have been allocated against Joint Secretaries and equivalent level officers in different Ministries Departments participating in CSSS on functional jurisdiction
12.   Merger of the PAOs/AOs and Sr. AOs with PB3 and GP Rs. 6600 in Level 11 w.e.f. 1-1-2006 immediately and after two year PB 3 with GP Rs. 7600 in Level 12.
13.   De-link CCAS from ICAS Cadre for the purpose of promotion.

2.                 CANCEL RE-EXAMINATION CONDUCTED FROM 6TH TO 9TH JULY 2017 AND POST ALL CANDIDATES QUALIFIED AAO (CIVIL) EXAMINATION, 2013 AND 2014.
3.                A)    CONDUCT THE AAO (CIVIL) AND OTHER DEPARTMENTAL EXAMINATIONS IMMEDIATELY AND GRANT OF AGE RELAXATION AS NO EXAMINATION CONDUCTED SINCE 2012 AND 2015 FOR MTS AND OTHER GROUP- C EMPLOYEES RESPECTIVELY.
B)     ALLOW MULTI TASKING STAFF TO APPEAR AAO (CIVIL) EXAMINATION BEING GROUP -C.
   C)     CONDUCT OF SPECIAL EXAMINATION FOR GRADUATE MULTI TASKING STAFF FOR THE POST OF ACCOUNTANT AS HAS BEEN DONE BY C&AG.
4.                HONOUR CCS (RSA) RULES, 1993 AND GRANT RE-RECOGNITION TO A.I.A.P.A.O. (CIVIL) HAVING REQUISITE MEMBERSHIP AS PER THE RE-VERIFICATION REPORT.
5.                STOP ATTEMPTS OF VITIATING  MEMBERSHIP VERIFICATION PROCESS AND GRANT RECOGNITION TO A.I.C.A.E.A. CAT II ON THE BASIS OF EXISTING VERIFICATION REPORT IN TERMS OF CCS (RSA) RULES, 1993 BEING THE 2ND MAJOR ASSOCIATION IN THE CATEGORY.
6.                IMPLEMENT  7CPC RECOMMENDATIONS: GRANT
(A) CORRESPONDING GP OF RS. 5400 TO AAOS AFTER 4 YEARS,
(B) CORRESPONDING GP OF RS. 4600 TO SENIOR ACCOUNTANTS.
7.                FOLLOW GOVERNMENT RULES AND J.C.M. NORMS:
a)  ALLOW UN-INTERRUPTED FOREIGN SERVICE FACILITY TO A.I.C.A.E.A. LIKE ALL OTHER CENTRAL GOVERNMENT DEPARTMENTS.
b)    STOP HARASSMENT'S AND VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS. 
8.                GRANT PROMOTIONS TO THE ELIGIBLE SENIOR ACCOUNTANTS AS ASSISTANT ACCOUNTS OFFICERS AGAINST 10% PROMOTIONAL QUOTA AND ADHOC PROMOTION IN TERMS OF THE C.G.A. ORDERS DATED 30TH DECEMBER 2016.
9.                GRANT OF BENEFITS TO GR.B OFFICERS ALREADY GRANTED BY C&AG: TREAT JOINING TO THE POST OF JAO/AAO AFTER PASSING THE EXAMINATION AS FRESH APPOINTMENT ON THE BASIS OF DATE OF EXAMINATION/W.E.F DATE OF EXAMINATION.
10.              CONDUCT REGULAR D.P.C. MEETINGS FOR TIMELY PROMOTION OF PAOS/SR. AOS TO THE HIGHER POSTS.
11.                SETTLE  FOLLOWING PENDING ISSUES DISCUSSED IN THE FORMAL MEETING HELD WITH AICAEA ON 6TH NOVEMBER 2015 AND 9TH JUNE 2017: -
(i)       Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees and officers Associations and implementation of the existing policy transparently without any discrimination.
(ii)      Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
           (a) From the date of passing departmental competitive examination conducted by SSC
            (b) From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT and MHA.
(iii)     Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
(iv)     Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(v)      (a)  Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
       (b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vi)     Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts Organization.
(vii)    Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
12.                 SETTLE THE ISSUE OF THE BENEFIT OF BUNCHING TO ASSISTANT ACCOUNTS OFFICERS AS PER THE 7CPC RECOMMENDATIONS AND IN TERMS OF THE ORDERS OF IMPLEMENTATION CELL.
13.                 PROVIDE ALTERNATIVE ACCOMMODATION AND AMENITIES TO THE CENTRAL OFFICE OF ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION AS THE PRESENT ACCOMMODATION HAS BEEN DECIDED TO BE DEMOLISHED.

14.                 PROVIDE SUITABLE OFFICE ACCOMMODATION WITH AMENITIES TO CHQ OF AIAPAO (CIVIL) AND ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II.

Subject:-   Non-settlement of Demands of the Co-ordination Committee of Civil Accounts Employees and Officers Associations.

Sir,

          In pursuance of our earlier letter No:- COC/CA/2017/Corr-25 dated 24.07.2017, we would like to submit to your good self once again that the officers and Employees of Civil Accounts Organization are suffering extremely due to non-settlement of their long pending issues. From the date of inception of Civil Accounts Organization no Cadre Review for promotee officers and other categories of employees was ever done whereas the cadre review of Group A Cadres was done for five times. As such, almost all categories of Group B&C Officers and Employees are retiring in the same post they are being recruited. Due to stoppage of Examination system in the Organization nearly for a half decade, the only way out for promotion prospects of Group C Employees have come to a standstill. The facilities provided under JCM Scheme and CCS (RSA) Rules are not being made available for the officers and employees of Civil Accounts Organization at large. As such, majority of the employees and officers Associations are unable channelize their Grievances and Cadre related issues through their Associations. The cadre specific 7CPC recommendations are yet to be implemented in the Civil Accounts Organization. Hence, the officers and employees are extremely disappointed. These apart, the benefits that are being made available to the officers and Employees of other departments and the IA&ID in specific are not being extended to the Officers and Employees of Civil Accounts which is one of the major discriminations.
          It is the expectations of the employees that, you being head of the organization shall kindly listen to their representatives and sort out their grievances.
          Under the above back ground, we on behalf of totality of the officers and employees once again request you to kindly convene a meeting with the representatives of this Co-ordination Committee to discuss the enclosed Charter of Demands.
