Dear Comrades,
HOLD JOINT LUNCH HOUR DEMONSTRATION ON 25TH OCTOBER 17 ON THE DEMAND OF 14 (FOURTEEN) POINT CHARTER OF DEMANDS
At the very outset we congratulate the totality of the membership of All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II and All India Association of Pay and Accounts Officers (Civil) for making the half day walk out on 13th September, 2017 a grand success.
The half walk out on 13th September, 2017 was an over whelming success throughout the country. Despite issuing of threatening letters by CGA, Officers and Employees had participated in the programme with great enthusiasm. Large numbers of offices were empty after lunch hour. In West Bengal, Andhra and Telengana, Tamilnadu, Kerala, Mumbai, Guwahati and many other places, cent percent participation was there. In the state and places like North East, Nagpur, Rajasthan, Karnataka and Delhi etc large number of officers and employees participated in the walkout. In these places total participations were there in many of offices. In Delhi nearly two hundred officers and employees gathered in front of CGA office after lunch hour and demonstrated till the end of the working hours of the day.
Now, after the 15th All India Conference of All India Civil Accounts Employees Association and 7th All India Conference of All India Civil Accounts Employees Association Category-II held at Cochin from 10th to 13th October, 2017, the Co-ordination Committee reviewed the latest position. It has been observed by the Co-ordination Committee that, there is no improvement in the situation and the authorities have been continuing with their indifferent and adamant attitude against officers and employees of Civil Accounts Organization altogether. They have not initiated any move to undertake cadre review. They have not taken any decision in respect of conducting the departmental promotional examinations and the AAO (Civil) Examination in particular. As regards granting re-recognition to AIAPAO (Civil) and recognition to AICAEA Category-II, CGA authorities have not been taking any positive step. Moreover, CGA is not inclined to resolve any of the other demands of fourteen point charter of demands. These apart the CGA and his officers are victimizing the representatives of the Associations in different forms and they do not follow the JCM norms or DOPT orders.
The Co-ordination Committee observed that, the 15th AICs of AICAEA/AICAEA Cat-II have correctly decided to intensify the organizational actions. It is only the sustained and united struggle which could create the compulsion on the authorities to resolve the demands of the officers and employees of Civil Accounts Organization.
The Coordination Committee therefore, in pursuance of the decisions of above conferences has decided that following action programmes shall be implemented unitedly:-
1.     State/Station/Branch/Local COC Wise lunch hour demonstration in front of the Senior most officers of the station on 25th October, 2017.

2.     Two days continuous centralized Dharna from 7th December, 2017 to 8th December, 2017 in front of CGA Office by the members of the affiliates of COC from entire country.
Further, in view of the decision of the National Federation of Civil Accounts Associations to organize one day Token strike on 15th March, 2018, the AIAPAO (Civil) has decided to take its position in this regard in its ensuring All India Conference to be held in February 2018.
Therefore, the Broader unity among the officers and employees continues and we call upon all the members of AICAEA, AICAEA Cat-II and AIAPAO (Civil) to organize massive demonstration on 25th October, 2017 under the banner of state/station level COC and forward the appended Resolution to all concerned.
Please remember, holding the programme without adopting and forwarding the resolution reduces the impact of the programme to half. Hence the resolution may be sent without fail.

Resolution

This lunch hour meeting of the members of All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II and All India Association of Pay and Accounts Officers (Civil) held today the 25th October, 2017 in front of the office of …………………… expressed its strogest resentment against the non-settlement of the Fourteen Point Charter of Demands of the Co-ordiantion Committee of Civil Accounts Employees and Officers.

The meeting demands immediate cadre review of Group-B and C officers and Employees, conducting of departmental promotion examination for the post of AAOs, grant of adhoc promotion to Senior Accountants, grant of recognition to AICAEA Cat-II and  re- recognition to AIAPAO (Civil), extension of legitimate trade union facilities to Associatons and stoppage of vindictive actions against Association representatives.

The meeting resolves to forward the copies of the Resolution to Secretary, Department of Expenditure, North Block, New Delhi, Controller General of Accounts, Ministry of Finance, Department of Expenditure, 4th Floor, INA, New Delhi, Secretary General, NFCAA and Convenors, Apex Level COC of Civil Accounts Employees & Officers Associations.

1.             CONDUCTING IMMEDIATE CADRE REVIEW OF GR.B & C OFFICERS AND EMPLOYEES AS PER THE GOVT. INSTRUCTIONS
1.    Allotment of 33.1/3% promotional quota to the post of LDC for Gr-D/MTS and clearing of backlog by promoting all eligible MTS to the grade of Accounts Assistant as a onetime measure.  
2.    Accounts Assistant (by upgradation of post of LDCs) –                   Level –4 of Pay Matrix Rs:- 25500/-

2.     CANCELLATION OF RE-EXAMINATION CONDUCTED FROM 6TH TO 9TH JULY 2017, WITHDRAWAL OF COURT CASE AND POSTING OF ALL CANDIDATES QUALIFIED AAO (CIVIL) EXAMINATION, 2013 AND 2014.
3.     A)   CONDUCTING THE AAO (CIVIL) AND OTHER DEPARTMENTAL EXAMINATIONS IMMEDIATELY AND GRANT OF AGE RELAXATION AS NO EXAMINATION WAS CONDUCTED SINCE 2012 AND 2015 FOR MTS AND OTHER GROUP- C EMPLOYEES RESPECTIVELY.
B)    ALLOWING MULTI TASKING STAFF TO APPEAR AAO (CIVIL) EXAMINATION BEING GROUP -C.
C)    CONDUCTING SPECIAL EXAMINATION FOR GRADUATE MULTI TASKING STAFF FOR THE POST OF ACCOUNTANT AS HAS BEEN DONE BY C&AG.
4.     HONOURING CCS (RSA) RULES, 1993 AND GRANT RE-RECOGNITION TO A.I.A.P.A.O. (CIVIL) HAVING REQUISITE MEMBERSHIP AS PER THE RE-VERIFICATION REPORT.
5.     STOPAGE OF ATTEMPTS OF VITIATING MEMBERSHIP VERIFICATION PROCESS AND GRANT RECOGNITION TO A.I.C.A.E.A. CAT II ON THE BASIS OF EXISTING VERIFICATION REPORT IN TERMS OF CCS (RSA) RULES, 1993 BEING THE 2ND MAJOR ASSOCIATION IN THE CATEGORY.
6.     IMPLEMENTATION OF 7CPC RECOMMENDATIONS: GRANT-
(A) CORRESPONDING GP OF RS. 5400 TO AAOS AFTER 4 YEARS,
(B) CORRESPONDING GP OF RS. 4600 TO SENIOR ACCOUNTANTS.
7.      IMPLEMENTATION OF GOVERNMENT RULES AND J.C.M. NORMS:
a)  ALLOWING UN-INTERRUPTED FOREIGN SERVICE FACILITY TO A.I.C.A.E.A. LIKE ALL OTHER CENTRAL GOVERNMENT DEPARTMENTS.
b)  STOPAGE OF VINDICTIVE TRANSFERS OF OFFICE BEARERS OF THE ASSOCIATIONS. 
8.    GRANT OF PROMOTIONS TO THE ELIGIBLE SENIOR ACCOUNTANTS AS ASSISTANT ACCOUNTS OFFICERS AGAINST 10% PROMOTIONAL QUOTA AND ADHOC PROMOTION IN TERMS OF THE C.G.A. ORDERS DATED 30TH DECEMBER 2016.
9.     HONOURING DEPARTMENTALISATION SCHEME:  GRANT OF BENEFITS TO GR.B OFFICERS ALREADY GRANTED BY C&AG:  TREATING JOINING TO THE POST OF JAO/AAO AFTER PASSING THE EXAMINATION AS FRESH APPOINTMENT ON THE BASIS OF DATE OF EXAMINATION/W.E.F DATE OF EXAMINATION.
10.    CONDUCTING REGULAR D.P.C. MEETINGS FOR TIMELY PROMOTION OF PAOS/SR. AOS TO THE HIGHER POSTS.
11.     SETTLEMENT OF  FOLLOWING PENDING ISSUES DISCUSSED IN THE FORMAL MEETING HELD WITH AICAEA ON 6TH NOVEMBER 2015 AND 9TH JUNE 2017: -
        (i)   Adoption of mutually agreed transfer policy for AAOs by holding dialogue with employees and officers Associations and implementation of the existing policy transparently without any discrimination.
(ii)     Counting of service for grant of benefit of II ACP to Sr. Accountant appointed as Accountant–
            (a)  From the date passing departmental competitive examination conducted by SSC
     (b)  From the 1st July of the next year of passing open examination conducted by SSC as per orders of DoPT  and MHA.
(iii)   Removal of injustice to newly recruited Accountant in the matter of granting 1st increment through rectification of the procedure of Departmental Confirmatory test.
(iv)   Grant of two financial up gradation to MTS under ACP scheme who had completed 24 years of service before implementation of MACP Scheme as has been done by the O/o the Pr. Of Audit and Director, Economic and service Ministries, Delhi vide order dated 24.06.2014.
(v)       (a)  Grant of Headquarter allowance to Sr.PS/PS/Stenos posted in office of CGA.
         (b) Improvements in promotional avenues of secretarial assistance through creation of posts and promotion of eligible persons working in Civil Accounts organization.
(vi)    Removal of anomaly in grade pay arisen in PAO, CRPF after amalgamation of the office in Civil Accounts   Organization.
(vii)    Relaxation for revision of option for fixation of pay in the revised pay structure for persons promoted to the grade of Asstt. Accounts Officer (AAO) after 01.01.2006.
12.   SETTLEMENT OF THE ISSUE OF BENEFIT OF BUNCHING TO ASSISTANT ACCOUNTS OFFICERS AS PER THE 7CPC RECOMMENDATIONS AND IN TERMS OF THE ORDERS OF IMPLEMENTATION CELL.
13.   PROVIDING ALTERNATIVE ACCOMMODATION AND AMENITIES TO THE CENTRAL OFFICE OF ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION AS THE PRESENT ACCOMMODATION HAS BEEN DECIDED TO BE DEMOLISHED.
14.   PROVIDING SUITABLE OFFICE ACCOMMODATION WITH AMENITIES TO CHQ OF AIAPAO (CIVIL) AND ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION CATEGORY II.
