RESOLUTIONS ADOPTED BY THE 15TH ALL INDIA CONFERENCE OF THE ALL INDIA CIVIL ACCOUNTS EMPLOYEES ASSOCIATION HELD AT COCHIN FROM 10TH TO 15TH OCTOBER 2017

 

RESOLUTION I

In Protest of Denial of C.G.A.  to Honour D.O.P.T Instructions and Not Conducting Cadre Review Of Group B&C Officers And Employees For Last Forty- one Years

 

 The 15th All India Conference of the All India Civil Accounts Employees Association held at Cochin from 10th to 13th October 2017 expressed its strongest resentment for not undertaking Cadre Review of Group B&C officers and employees of Civil Accounts organisation for last forty-one years.

 

In spite of clear-cut orders of DOPT, the Civil Accounts authorities had never done Cadre Review of the Group B officers & group C employees even after lapse of more than forty years while they have done Cadre Review of the ICAS cadres five times within a time span of thirty five years flouting all the Government instructions and in this process they have abolished a large number of promotion posts of AO/Sr.AO thereby stalling their further promotions. Controller General of Accounts has added and upgraded hundreds of the posts of ICAS grade in the Civil Accounts organizations within last four decades by reducing the promotional quota of AOs/Sr. AOs from the prevailing 33.33% of entire ICAS posts to 50% of Junior Time Scale (ACAs) posts and abolishing a good number of posts of Dy. Controller of Accounts so as to justify the creation of higher posts which are directly beneficial only to the direct ICAS officers and depriving the existing promotion prospects to AOs and Sr. AOs.

 

As per the point No .7 of the "POINTS TO BE FOLLOWED BY THE CADRE CONTROLLING AUTHORITIES WHILE FORMULATING PROPOSAL FOR CADRE REVIEW OF GR – 'A' SERVICES" prescribed by DOP&T, the Cadre Review of Group "A" Services should be done after the Cadre Review of Gr. B, C & D are completed. But this basic norm was not observed and the 5th Cadre Review of Gr. A officers of Civil Accounts Organization had been completed and implemented vide Department of Expenditure OM dated 11th March, 2015. Therefore it is gross violation of the government of India and D.O.P.T. instructions by the Controller General of Accounts.

 

Cadre Review in majority of the Central Government Departments including Department of Post, CBDT and CBEC etc have been undertaken and implemented.

 

There is no such Central Government Department where majority of the Group B officers are not getting even a single upliftment in the form of a promotion in their entire service career and retiring in the same grade they are being recruited. But the employees of the Civil Accounts organization are suffering with such a pitiable condition that the major section of the employees who are graduates and recruited directly at the level of Accountant/ Senior Accountant/ Data Entry Operator are retiring in the same grade. The conditions of other cadres are also same. The Multi Tasking Staff do not get a single promotion even after completion of thirty years of service.  The employees who acquire promotion at the level of Group-B by clearing the toughest AAO (Civil) Examination retire as Group-B only.

 

When the present Controller General of Accounts was approached by the Associations of Civil Accounts organisation to undertake Cadre Review, he preferred to ignore the requests of the Associations and did not initiate any action for undertaking cadre review of Group –B and C officers and employees respectively.

 

Further, in the reply furnished by CGA office against the resolution dated 13th July 2017 forwarded by the Co-ordination Committee of Civil Accounts Associations to the Prime Minister of India conveyed a wrong information that the proposal for Cadre Review of Group B & C categories had been moved to the Ministry of Finance on 13th December 2016  as it could be revealed from the fact that the Co-ordination Committee of Civil Accounts Employees and Officers Associations had been persistently agitating for implementation of Cadre Review of Group-B&C officers and Employees. The Co-ordination Committee had staged a mass Dharna on 15th December 2016, two days hunger strike in February 2017, black badge wearing in April 2017 etc. but the office of the Controller General of Accounts never informed that the Cadre Review Proposal had been forwarded to Ministry of Finance for consideration.  Further, in the official meeting held between the Official side and the National Executive of the All India Civil Accounts Employees Association on 9th June 2017 the official side had agreed to constitute a committee comprising officials from CGA office and representatives from Association to finalize the cadre review proposals of Group B and Group C officers and employees of civil accounts organization.

 

Therefore, the approach of the Controller General of Accounts being indifferent, anti employee and disrespectful towards the instructions of the Government of India rules and instructions, the 15th All India Conference of All India Civil Accounts Employees Association urges upon the Government of India to kindly intervene and direct the Controller General of Accounts, Ministry of Finance to follow the instructions and guidelines of the D.O.P.T. to undertake cadre Review of the Group B&C employees and Officers of Civil Accounts organisation immediately.

 

The Conference resolves to forward the copies of the Resolution adopted to the Secretary, Department of Expenditure, Ministry of Finance, the Secretary, Department of Personnel and Training, Controller General of Accounts Ministry of Finance, Department of Expenditure, the Secretary, Staff Side (National Council), JCM and the Secretary General, Confederation of Central Government Employees & Workers.

RESOLUTION II

Urging upon the Government of India to direct Controller General of Accounts to follow the Government of India Rules and JCM norms etc. and extend due facilities to the recognized service Associations functioning under the Civil Accounts Organization.

 

The 15th All India Conference of All India Civil Accounts Employees Association held at Cochin from 10th to 13th October, 2017 conducted a detailed deliberation on the denial of Controller General of Accounts to regulate the Foreign Service facilities applicable to All India Civil Accounts Employees Association, his refusal to follow the JCM norms and defiance to obey the Government of India instructions.

The Secretary General of All India Civil Accounts Employees Association had been relieved by the office of the Pr. CCA, CBEC for deputation to Foreign Service as per provisions of JCM scheme from 31st January 2014 with the condition that Terms and Conditions for Foreign Service shall be issued in due course. But no terms and condition was issued despite repeated requests by Secretary General to the officers of Pr.CCA, CBEC and even after written request on 24th February 2015.

The office of Pr. CCA, CBEC out of its vindictive approach had unilaterally withdrawn the Foreign Service facility to the All India Civil Accounts Employees Association vide an order dated 28th March 2017 without even taking any consent of the CGA and directed the President to relieve Secretary General for reporting duty to office as he had crossed 3 (three) years deputation period in January 2017.

The All India Civil Accounts Employees Association  vide its letter dated 13th April 2017 requested CGA to intervene and direct the PCCA, CBEC to allow continuation of Foreign Service facility as it is permissible under the DOPT guidelines circulated by the Department of Post in 5th March 2002.

After receiving this letter, the Pr. CCA, CBEC changed the ground for discontinuation of Foreign Service facility and directed the President vide letter dated 26-04-2017 to relieve Secretary General on administrative ground with the threatening that, overstayal on deputation shall be dealt under DOPT OM dated 01-03-2011 which is totally irrelevant and against the government of India orders as regards deputation to Service Associations on Foreign service terms.

Therefore, this 15th  All India Conference was convinced  that  the Principal Chief Controller of Accounts, Central Board of Excise and Customs, New Delhi being the head of the Department for the Secretary General of the Association who is working in All India Civil Accounts Employees Association on Foreign Service terms as per the JCM Scheme has been handling the Foreign Service facility applicable to the Association, illegally defying the Government of India instructions in this regard and forcing the Association to relive Secretary General for reporting duty to his office.

The All India Civil Accounts Employees Association is recognized at the level of Controller General of Accounts and as per procedure, all facilities to the Association should be regulated by the Controller General of Accounts. As such, the All India Civil Accounts Employees Association being very pragmatic in its approach had been requesting the Controller General of Accounts to kindly intervene and regulate the Foreign Service and other facilities applicable to the Association from the level of Controller General of Accounts.

Though these requests had been made by the All India Civil Accounts Employees Association in terms of the provisions laid down under JCM Scheme and the procedure being followed in the rest of the Central Government Departments, but the delegates of 15th All India Conference were utterly surprised to observe that, Controller General of Accounts is not ready to discharge his responsibly with regard to the welfare facilities of the employees  guaranteed by the constitution of India and duly provided by the Government of India through the JCM Scheme.

The 15th All India Conference therefore, records its strongest protest against the indifference and anti-employee attitude of the Controller General of Accounts, Ministry of Finance and deplores the attitude of the Principal Chief Controller of Accounts, Central Board of Excise and Customs and his office.

 The 15th All India Conference urges upon the Government of India to  kindly direct Controller General of Accounts to follow the Government of India Rules and JCM norms etc and  extend due facilities to the recognized service Associations functioning under the Civil Accounts Organization.

The Conference resolves to forward this Resolution to the Secretary, Department of Expenditure, the Secretary DOPT, the Controller General of Accounts, Secretary, Staff Side National Council (JCM), Secretary General, Confederation of Central Government of Employees and workers and all others concerned.

RESOLUTION-III

Against Catastrophic Affect Of

Cancellation and Re-Examination of AAO (Civil) Examination, 2014

 

The 15th All India Conference of A.I.C.A.E.A from 10th to 13th October2017 at Cochin had deliberated on the fall out of the decision of the CGA office to conduct re-examination on 6th &7th July 2017 by cancelling the results of AAO (Civil) Examination, 2014.

 

 Successful candidates of AAO (Civil) Exam.2014 held in the month of October 2014 as per result published by the CGA's Office under OM No.A-34012/3701/2014/MF. CGA (E) 459 dated 30.03.2015 are being asked to appear in the ensuing AAO (Civil) Exam.2017 to be held in the last week of Dec. 2017. In terms of Clause 12 of Schedule to the Central Civil Accounts Services (Jr. Accounts Officer and Asst. Accts. Officer) Recruitment Rules 2000, they became eligible to be promoted as Asst. Accts. Officer against the then available vacancy. In the month of May 2015, the CGA's Office announced that next AAO (Civil) Exam 2015 will be held in June 2015 vide Letter. No A-34012/3801/2015/MF.CGA (E)/506 dated 05.05.2015. Within a short period, the same Controller General of Accounts vide his letter no. A-34012/3801/2015/MF.CGA (E)/574 dated 02. 06. 2015 cancelled the proposed AAO (Civil) Exam.2015 due to administrative reasons.

 

Hon'ble Central Administrative Tribunal, Principal Bench, New Delhi while  pronouncing  the judgment on 6th July 2017 against the OA-2906/2016,MA-1259/2017, MA2589/2016 with OA-1080/2017 and MA-1663/2017 stated that the impugned order dated 22.03.2017 of the CGA cancelling the examination conducted in October, 2014 was not sustainable. The applicants, who are working as Accountants, should be allowed to continue as such. The candidature of applicants, who were successful in the examination for appointment as AAO should be processed further and appointed in accordance with the Rules. CBI investigation is under way and if further evidence comes to the notice of the CGA, they may make the appointments offered to successful candidates as AAO subject to the outcome of CBI investigation.  The re-examination was therefore not required.

Further, the Hon'ble Central Administrative Tribunal Principal Bench, citing the precedential judgments of Supreme court of India has kindly made its observations in the paras 5.6 and 5.8 of the judgment in respect of the irregularities occurred in the AAO (Civil) Examination, 2014.   The hon'ble court had said that, if all the complaints received by the CGA were taken into consideration, it was possible for them to separate those candidates, whose conduct was suspicious from the remaining successful candidates. Merely because a larger number of candidates had cleared the examination as compared to previous years, conclusion cannot be drawn that unfair means had been used in the examination. Further in absence of any evidence conclusion drawn that unfair means have been used in the examination appears to be unbelievable and illusion of imagination. The conduct of the employees of the office of Principal CCA, CBEC, New Delhi, whose answers were found to be identical could have been easily separated from the rest instead of cancelling the examination.

The above discussed judgment passed by the hon'ble Central Administrative Tribunal, Principal Bench, New Delhi vindicates the contents of the demand No. 2of the Charter of Demands of the Association discussed on 9th June 2017 in the formal meeting that was held between the official side of CGA office and the National Executive Members of All India Civil Accounts Employees Association. Therefore, in reiteration of its requests the Association once again requested CGA to-

1.     Discontinue the re-examination being held from 6th to 9th July 2017.

2.     Promote all candidates passed the AAO (Civil) Examination 2013 and 2014 immediately.

3.     Maintain the promoted status of LDC candidates as Accountants who had been promoted from the date of examination after clearing four out of eight papers.

And

4.     Identify the persons responsible for the irregularities in AAO (Civil) Examination 2014 and award appropriate punishments to them.

But CGA ignored the request of Association and his office has not announced the results even after lapse of more than three months of the examination. As such career prospects of totality of the totality of the Civil Accounts employees are at stake. 

Nearly one thousand posts in the grade of AAO are vacant at present. But CGA is neither ready to promote the eligible persons even on adhoc basis nor ready to operate the 10% promotional quota for Senior Accountants  on the plea that recruitment rules of AAOs shall be amended which is pending for more than last three years, Therefore, it is  nothing but a disastrous situation for the group C employees.

In the reply furnished by CGA office against the resolution dated 13th July 2017 forwarded by the Co-ordination Committee of Civil Accounts Associations to the Prime Minister of India stated that the AAO (Civil) Exam, 2014 has been cancelled with the approval of competent authority. The re-examination was conducted in July, 2017 in accordance with orders of Hon'ble High Court of Delhi. It has also been stated in the reply that Ad-hoc promotion to Sr. Accountant is regularly being granted in terms of OM No. A-32016/2/2016/MF.CGA/AAO/Acting/ AAO/205 dated 30th December, 2016 – which is totally incorrect as they have introduced a superficial condition defying the guidelines of the DOPT that adhoc promotion would not be granted to the officials having less than three months and delaying the processing the proposals of adhoc promotion cases in such a manner that three months time are not left at the time of issuing the orders.  

The 15th All India Conference of the records its strongest  resentment against the indifferent and  anti employee attitude of the Controller General of Accounts and urges upon the Government of India to Kindly to intervene and take appropriate action to set the functioning of the Civil Accounts organisation in order.

RESOLUTION -V

In Protest against Refusal to Follow D.O.P.T. Guidelines in Granting Age Relaxation to the Examination for Promotion of Group "C" Multi Tasking Staff (12th Pass) As Lower Division Clerks

The 15th All India Conference of A.I.C.A.E.A from 10th to 13th October2017 at Cochin had deliberated with deep anguish that, since no promotional examination for the Multi Tasking Staff was conducted by the Civil  Accounts authorities for the last five years, many Multi Tasking Staffs, despite being 12th  pass did not get the opportunity to appear the Limited Departmental Qualifying Examination for promotion as Lower Division Clerks during the said time period and now due to crossing the age of forty five years on 31.03.2017 they have become ineligible to appear the examination for the rest of their service life.  

Many Multi Tasking Staff who were not 12th pass earlier have acquired the eligibility condition for appearing the aforementioned examination by passing the 12th standard during the last five years. They did so only with the dream that they would become Lower Division Clerks by appearing and passing the Limited Departmental Qualifying Examination for promotion of Group "C" Multi Tasking staff as Lower Division Clerks. 

But due to not conducting the examination by the Civil Accounts authorities for the list five years, they have crossed forty five years of age on 31-03-2017 and have become ineligible to appear the examination in terms of the provisions of the Recruitment Rules for LDCs.

Therefore, in view of the above circumstances, the Association had requested CGA to kindly appreciate the pitiable condition of the Multi Tasking Staff of Civil Accounts organization and as per the guidelines prescribed by D.O.P.T., grant them an one time relaxation of age limit for appearing the Limited Departmental Qualifying Examination for promotion of Group "C" Multi Tasking Staff (12th pass) as Lower Division Clerks 2017 by relaxing the provisions of Recruitment Rules so that all 12th  pass Multi Tasking Staff could  at least avail one opportunity of appearing the examination in their entire service life .

In pursuance of the written requests, the Secretary General of the All India Civil Accounts Employees Association had met the officers of different levels including the Jt. CGA of the Civil Accounts organisation several times and requested him to kindly consider the requests of the employees and the All India Civil Accounts Employees Association as iot is permissible under the Govt. Rules.

But the Controller General of Accounts being indifferent and anti-employee in his approach not only discarded the requests of the employees and their organisations but also ignored the guidelines of the D.O.P.T. on the subject matter.

The 15th All India Conference of the records its strongest  resentment against the indifferent and  anti employee attitude of the Controller General of Accounts and urges upon the Government of India to Kindly to intervene and take appropriate action to set the functioning of the Civil Accounts organisation in order.

 RESOLUTION -VI

AGAINST HARASSMENTS TO THE OFFICE BEARERS OF THE ASSOCIATION BY TRANSFERRING FROM HEADQUARTERS ON THE GROUND OF BEING AN OFFICE BEARER OF THE ASSOCIATION

 

The 15th All India Conference of the All India Civil Accounts Employees Association held at Cochin from 10th to 13th October 2017 noted with utter dismay that the office of Pr.CCA, CBDT vide an office order dated 29.05.2017 had transferred Shri Naresh Khatri, Accountant from Zonal Accounts Office, Central Board of Direct Taxes, Ahmadabad to Zonal Accounts Office, Central Board of Direct Taxes, Rajkot with immediate effect. Shri Naresh Khatri was one of the democratically elected Asstt. Secretary Generals of All India Civil Accounts Employees Association and he being stationed at Ahmadabad had been entrusted the task of looking after the entire Gujarat Region.  In addition to being the Unit Secretary of Zonal Accounts Office, Central Board of Direct Taxes Unit, Ahmadabad, Shri Naresh Khatri is the Branch Secretary of the All India Civil Accounts Employees Association, Gujarat Branch as a whole.

As per DOPT OM No:- 2/7/88-CS (IV) dated 19.08.1988, the functionaries of recognized Unions/Associations including President and Branch Secretaries should not be dislocated even from main office Building. But Shri Khatri has been ordered to move to another station.  The transfer order of Shri Naresh Khatri, Accountant has been issued in total violation of CGA OM No:- C-11021/63/15/CGA/CVO/Office Guidelines/1419 dated 15.12.2015 which directs that, there should be rotational transfers locally after three years in respect of Accountant/Senior Accountants.

It has been reported by the Branch Committee members from Gujarat Branch that, due to referring some among the long list of pending problems of the office to the level of Pr.CCA, CBDT the local administration of Ahmadabad office had been feeling uncomfortable with the situation and on account of this it had sought the transfer of the Chief executive of the Unit and Branch Shri Naresh Khatri from that office by levelling allegation against him so that their inactions and anti-employee activities are not exposed in front of the higher authorities.  Branch Committee of Gujarat has also re[ported that some of the officers have been passing loose and derogatory comment against Shri Khatri and other office bearers that they are doing "unionbaji" and they shall be penalized for doing "unionbaji".

 Dislocation of Shri Naresh Khatri from Ahmadabad has put him and his family into a deep trouble. His four years old female child had been admitted to a School at Ahmadabad had to be readmitted to Rajkot. To explain his circumstances his representation for re-consideration of order for transfer, Shri Naresh Khatri had come to the office of PCCA, CBDT, New Delhi on 30th May 2017 from Ahmadabad. Despite his all endeavour till the end of the working hours of the day, he was denied audience by the administration.

The All India Civil Accounts Employees Association vide its letter dated 31.05.2017requested PCCA, CBDT to kindly intervene and revoke the transfer orders. At his instance the Association representatives had met the Controller of Accounts (Admn) for more than one occasion. But he did not agree to reverse the order. This Association vide its letter dated 5th June 2017 requested CGA to kindly intervene and direct the PCCA, CBDT to revoke the transfer order. The issue was discussed in the formal meeting held between the Jt.CGA and the National Executive of AICAEA on 9th June 2017 wherein the official side had assured that the matter would be looked into favourably. But no action had been taken by CGA.

Several attempts have been made by the Secretary General who is one of the members of Staff Side National Council JCM and other available office bearers of the Association who are also the members of the Staff Side members of the Departmental Council (JCM), Department of Expenditure of Ministry of finance to meet the PCCA, CBDT to resolve the matter amicably. But no response has been there.

It is crystal clear from the above discussed facts that the transfer order issued by the administration of PCCA, CBDT against Shri Naresh Khatri is a vindictive transfer order and such a step had been taken not only with the attempt to curb the democratic functions of the Associations but  also to create an atmosphere of fear among the employees so that they keep away from taking part in the Association activities and do not dare to point out the deficiency of administration or speak for their rights.

The 15th All India Conference has also taken a serious note of using the derogatory word of "Unionbaji" by the Controller of Accounts (admn). Right to form Association and participate in Association activities are enshrined in the article 19 of Constitution of India and the Government of India has extended these rights to the employees and workers and also to every citizen of the country. Not only this, the government has introduced JCM Scheme for redrassal of grievances of the employees and issued instructions for operating the scheme at the different levels of the government departments. But instead of following those instructions of Government, Civil Accounts authorities are taking vindictive actions against the employees for ventilating grievances by them through their democratic platforms.

No sensible employees' organization shall silently tolerate such insulting remarks in respect of their responsible office bearers or this form of attempt of belittling the stature of their Associations.

The 15th All India Conference therefore,  records its strongest resentment against the inaction of the Controller General of Accounts over the matter and also deplores the anti-employee activities of the Principal Chief Controller of Accounts, Central Board of Direct Taxes.

The 15th All India Conference urges upon the Government of India to kindly intervene and remove the irresponsible officers form the sensible positions who are tarnishing the image of the government.

The 15th All India Conference of the All India Civil Accounts Employees Association resolves to forward the resolution to the Secretary, Department of Expenditure, Ministry of Finance, the Secretary, Department of Revenue, Ministry of Finance, the Controller General of Accounts, Ministry of Finance, Department of Expenditure,  the Principal Chief Controller of Accounts,  Central Board of Direct Taxes, the Secretary Staff side, National Council JCM, The Secretary General, Confederation of Central Government Employees and Workers' and all others concerned.

                 RESOLUTION VII

On the demand of stoppage of atrocities on the employees of PAO, Central Excise, Madurai by the local administration

The 15th All India Conference of All India Civil Accounts Employees Association held at Cochin from 10th to 13th October, 2017 deliberated in details the atrocities of the local administration of PAO, CBEC, Madurai towards the employees. The local administration had conspired to remove some of the employees who were considered impediments for his irregular activities and it had recommended for transfer of two members from the office. Accordingly, the office of the Pr. CCA, CBEC, New Delhi, in violation of the policies of Department of Personnel and Training and the directives of Central Vigilance Commission circulated by the CGA vide OM dated 15-12-2015, issued transfer orders against two employees from Madurai to Tirunelveli. The vindictive approach was so intense on the part of the authorities that, they ordered transfer of one the physically handicapped officials.

Learning this fact, different tiers of the Association had approached the Dy. CA, Chennai and the PCCA, CBEC, New Delhi.  When Secretary General had met CCA, CBEC and pointed out the lapses in the orders, he revoked the orders partially through withdrawal of orders of only one of the employees who is physically handicapped. This incident itself establishes that the transfer orders had been issued vindictively.

In protest against the highhandedness and vindictive approach of the administration, there was country wide protest by the employees and the members of the CBEC, Madurai Unit of the Association had resorted to a pen down strike which lasted for more than a week.  The employees of Tamilnadu and Pondicherry resorted to continuous agitations and rest of the stations of the country also plunged into different form of agitational actions. 

But the authorities of Pr.CCA, CBEC did not relent till intervention of the then Controller General of Accounts and his Joint Controller General effectively and till the delegation of the all India Civil Accounts Employees Association forcefully met the Pr. CCA, CBEC on 9th August 2016.

Though after the development of the situation upto the extent discussed above, the transfer order of the official was withdrawn and the PAO, Central Excise Madurai had released two months withheld salary of the said official, but the atrocities of the authorities are continuing.

1.   The authorities have withheld the salary of the employees who had resorted to protest action in the form of pen down strike without assigning any reason.

2.   The local administration had deliberately withheld the pension papers of one of the Senior Accountant retired in April 2017 on a flimsy ground and only after seeking intervention of the Pr. CCA, CBEC, by the Association, his pension papers were forwarded the Sr. AO to Central Pension Accounting.

3.   The local administration is routinely harassing the employees who are not indulging in his irregular activities.

The 15th All India Conference is surprised to note that, inspite of the unlawful activities of the local   administration of PAO, Central Excise, Madurai the authorities are shielding the local the local administration left the employees to suffer from atrocities of the local administration.

The 15th All India Conference therefore, demands immediate stoppage of atrocities to the employees of PAO, Central Excise, Madurai and creation of congenial atmosphere in the office.

 The 15th All India Conference resolves to forward the Resolution to the Secretary, Department of Expenditure, Ministry of Finance, the Controller General of Accounts, Ministry of Finance Department of Expenditure, the Secretary, Staff side, National Council JCM and the Secretary General, Confederation of Central Government Employees &Workers.

RESOLUTION- VIII

In Protest against refusal of the Controller General of Accounts to hold Dialogue with the Recognized Service Association and Settling the Demands of the Employees

The 15th All India Conference of the All India Civil Accounts Employees Association held at Cochin from 10th to 13th October 2017 expressed its strongest protest against refusal of Controller General of Accounts to hold dialogue with the recognized Service Association and settling the demands of the employees.

 On 1st May 2017 the present CGA took Charge. The Co-ordination Committee of Civil Accounts Employees and Officers Associations which represents the All India Civil Accounts Employees Association,  All India Civil Accounts Employees Association Category II and All India Association of Pay and Accounts Officers(Civil) vide letter No.COC/CA/2016/Corr-18 dated 1st May, 2017 welcomed him as new CGA and requested  to convene a courtesy meeting with the Delhi based representatives of the Co-ordination Committee. But CGA had offered courtesy meetings to the representatives of All India Civil Accounts Employees Association on 22nd May 2017 vide letter dated18th May, 2017.

Honoring the stand of CGA, a Delhi based delegation of the All India Civil Accounts Employees Associations had met Shri Anthony Lianzuala, CGA on 22ndMay 2017 and submitted a Memorandum containing the 14 (fourteen) Demands of the Co-ordination Committee and sought a formal meeting between the official side and  the representatives of the Co-ordination Committee.

However, in reiteration of its stand CGA office offered a meeting with the National Executives of All India Civil Accounts Employees Association on 9th June 2017 which was held Chaired by the Jt. CGA. But no item discussed in the meeting was settled. Against of some of the items the minutes were issued deviating from the spirit of the actual discussion. Moreover, some of the items discussed had been executed in contrary to the assurances given in the meeting causing serious damage to the cadre interests.

The National Executive of the Association therefore, requested CGA vide letter dated 11th August 17 to kindly convene a meeting with the National Executive of this Association on the items discussed in the meeting held on 9th June 17 under the chairpersonship of CGA at the earliest. CGA office vide a letter dated 6th September 2017 asked the AICAEA to submit its updated Charter of demand for a meeting with CGA. After extensive consultations the Association submitted the composite fourteen point charter of demands vide letter dated 11th September 2017. But no meeting has been fixed by CGA so far.

The 15th All India Conference therefore, resolves to request the CGA once again to convene the meeting at the earliest so that the pending demands of the employees could be resolved through mutual dialogue.

The also resolves that, if no response is received from the CGA then there shall not be any other alternative for the Association but to resort to sustained organizational actions along with other employees and officers Associations functioning in the Civil Accounts organization.

The 15th All India Conference further resolves to forward the copies of the Resolution to the Secretary, Department of Expenditure, Ministry of Finance, the Controller General of Accounts, Secretary Staff side JCM(NC) and the Secretary General, Confederation of Central Government Employees &Workers.
