ORGANIZE PROTEST DEMONSTRATION

OF

CO-ORDINATION COMMITTEES ON 15^TH JUNE 2018

WEEK-LONG AREA WISE DEMONSTRATION

IN DELHI FROM 11^TH TO 15^TH JUNE 2018 

You are aware, due to sustained united struggle of the All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II and All India Association of Pay and Accounts Officer (Civil) under the banner of Co-ordination Committee of Civil Accounts Employees & Officers Associations for nearly a year, the Controller General of Accounts for the purpose of under taking Cadre Review of Group B&C cadres after of 42 years of the existence of Civil Accounts Organization, appointed an Internal Cadre Review Committee on 16^th January, 2018 and directed it to submit its recommendations within a period of three months.

But within this three months the Internal Cadre Review Committee did not do any work except conducting 2/3 meetings with the official side of different departments and representatives of a few Associations. The representatives of All India Association of Pay and Accounts Officer (Civil) and All India Civil Accounts Employees Association were invited on 14^th March 2018 for a brief discussion. They did not invite All India Civil Accounts Employees Association Category-II on the plea of being not recognized.

However, being responsible employees organizations, the representatives of All India Civil Accounts Employees Association and All India Association of Pay and Accounts Officer (Civil) had committed to submit their independent proposals for Cadre Review to the Internal Cadre Review Committee within a month’s time.

Accordingly, the Co-ordination Committee had met consecutively on 5^th & 9^th April 2018 in Mumbai and Delhi respectively and the independent Associations i.e. NFCAA represented by AICAEA and AICAEA Cat-II and AIAPAO(Civil) had submitted their proposals within 20^th April 2018. The Co-ordination Committee, in endorsement of the proposals submitted by the NFCAA and the All India Association of Pay and Accounts Officer (Civil) submitted a consolidated proposal on 2^nd May, 2018. In the meantime the Controller General of Accounts vide an order dated 19.04.2018 had enhanced the tenure of Internal Cadre Review Committee upto 15^th August, 2018.

As such all the affiliates of COC wrote to Controller General of Accounts to direct the Internal Cadre Review Committee to submit its report to Controller General of Accounts within 31^st May, 2018.

Following the submissions of the proposals, all the constituents of Co-ordination Committee and the Co-ordination Committee itself vide letter No:- COC/CA/2017/Corr-5 dated 14.05.2018 had requested Controller General of Accounts to ask the Internal Cadre Review Committee to submit its report to Controller General of Accounts within 31^st May 2018 on the ground that, after submissions of the proposals by All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II and All India Association of Pay and Accounts Office (Civil), the Internal Cadre Review Committee is left to complete only 20% works.

But unfortunately, Controller General of Accounts has ignored the request of the Co-ordination Committee and its affiliates and the Internal Cadre Review Committee has not submitted its report till we prepare this Circular.

The headquarters of affiliates of the Co-ordination Committee took the matter very seriously due to the reason that, when the Internal Cadre Review Committee was initially appointed for a period of three month’s only and all required informations and data have been made available to the Internal Cadre Review Committee by the three major Service Associations, there is no reason that the Internal Cadre Review Committee should continue to function for a period of more them seven months. Therefore, situation if this allowed to continue without any protest, the Cadre Review of Group B&C cadres shall not be there for another two more years.

Under the above circumstances, the Co-ordination Committee has decided the following:-

1. Protest demonstration on 15^th June 2018:-

All local/state/branch level Co-ordination Committee shall organize a joint lunch hour demonstration at every station in a centrally located place in which right from Sr. AO to MTS shall take part and send a Resolution to Controller General of Accounts.

Delhi being wide spread, the Co-ordination Committee of Delhi shall plan and organize demonstration in different areas from 11^th June to 15^th June 2018.

2. Meeting of the co-ordination committee on 18^th June 2018 in Delhi:-

There will be full strength meeting of the Co-ordination Committee on 18^th June 2018 in Delhi All National Leaders of all the affiliates of the Co-ordination Committee shall take part in the meeting. The meeting shall review the entire situation and take decisions according to the need.

We the undersigned therefore, request you all to organize the protest demonstration(s) in a befitting manner on 15^th June 2018 and ensure participation of designated office bearers of all Associations in the meeting of the Co-ordination Committee slated be held on 18^th June 2018 in Delhi.
