TO ALL
OFFICERS AND EMPLOYEES

Friends,
·
After the formation of Civil Accounts Organization in
1976, the united platform of All India Civil Accounts Employees Association (AICAEA)
with the cadres from JAO (now called AAO) to group-D (now called MTS) was
formed by our old leaders on 23rd may, 1978. Side by side merging
the Mumbai and Delhi based Associations, the All India Association of Pay and
Accounts Officers (Civil) {AIAPAO (Civil)} representing the AO/Sr. AO also come
to existence. To form these Associations many of our fatherly leaders of those
days had not only faced vindictive actions of the authorities but also sacrificed
their jobs and even lives.

Within last forty years AICAEA and the AIAPAO (Civil)
could make innumerable number of achievements both by independent and united
movements which are not possible to detail in this small appeal.
·
In order to weaken the unity and courage of the officers
and employees, the authorities had forced the AICAEA in 2002 to exclude the JAO
and AAO cadre from the membership of AICAEA.
·
Though the JAO/AAOs had formed a separate Association in
2003 in the name of All India Civil Accounts Employees Association Category II (AICAEACATII)
and sought recognition but the CGA office continuously refused recognition to
the association by showing 1or 2 percent shortage of membership from required
membership of 35%.
·
In the All India Conference of the AICAEA CAT II held in Chennai in
July 2015, the CGA authorities had tried to take away the control of AICAEA CAT
II to CGA office by electing their own person as chief executive of the
Association. But due to vehement opposition by the employees i.e. AAOs, CGA
office could not succeed.
·
However, creating a situation of compulsion before the
employees and AAOs in particular, CGA office had started an Association for
AAOs from CGA office by keeping a good number of key office bearers in CGA
office itself and granted recognition to it in its local formation in 2016 which
was not in conformity with provisions of the CCS (RSA), Rules 1993. But CGA
office kept on refusing recognition to AIAPAO (Civil) and AICAEACAT II in spite
of having requisite number membership with them.

Under the pressure of united and steady movements, finally
CGA authorities granted recognition to AIAPAO (Civil) in 2018, but in spite of
having 21% membership, the CGA office has been showing 13% membership of AICAEA
CATII on the basis of a false membership verification report which makes the membership
of the Association 2% less than the required membership of 15% and persistently
refusing recognition to AICAEA CATII and harassing the Association ignoring provisions
of the CCS (RSA), Rules 1993.

All of you will be surprised to know that, though entire
labor for years together before the CPC and follow-up negotiations with the
Government were done for grant of GP of 5400 to AAOs by COC, but CGA office has
used its complete machinery to put the credit on the Association functioning
under its control.
·
After seeking intervention of Hon’ble Prime Minister by
the COC in July 2017 on different issues including Cade Review, CGA office had
initiated some actions on the long pending demands. Though no proposal for
Cadre Review or views on other issues was ever submitted by any Association
other then the constituents of COC of Civil Accounts employees and officers
Association, CGA office is inviting interception of their planted Association
on every matter in violation of all government rules to load it with full
credits.

Due to united struggle of AIAPAO (Civil), AICAEA and
AICAEACAT II under the banner of COC of Civil Accounts Employees and officers Associations, CGA office was compelled to
recommend for grant of grade pay of 5400 to AAOs in terms of the 7CPC
recommendations and process the issues like Cadre Review of subordinate and Group C cadres, recommend for grant of 4600 GP to
Senior Accountants, grant of promotion to Sr. Accountants as AAOs, upgradation
of LDCs as Accounts Assistants, conducting examination for promotion of MTS,
conversion of DEO as Accountant, improve
promotions for stenos etc and also negotiate on AAO (Civil) Examination,
transfer policy of AAOs and some more issues .

Moreover, instead of issuing the minutes of the meeting
held with AIAPAO (Civil), AICAEA and AICAEA CAT II during the period between 16th
and 21st August 2018 on Departmental Demands, Cadre Review and
restructuring of AAO (Civil) examination and processing the decisions taken in
those meetings, CGA office has engaged itself with the task of weakening the
unity and courage of the officers and employees once again to get relived of
the pressure of the united movement of COC. It has been brought to our notice
that Jt. CGA(Gr. B) has been deputed as
Chief Guest by the CGA authority in a meeting being held in Delhi on 2nd September 2018 wherein
attempts to destroy the unity of the Group B Officers and Employees shall be initiated.
WE
ON BEHALF OF THE CO-ORDINATION COMMITTEE APPEAL TO ALL RIGHT THINKING AND
DEMOCRATIC OFFICERS AND EMPLOYEES OF THE COUNTRY TO DEFEAT THE GAME PLAN OF
AUTHORITY BY NOT ATTENDING THE FUNCTION ARRANGED ON 2ND SEPTEMBER
2018 AND FOIL THE ATTEMPT OF DIVIDING US BY A SECTION OF PERSONS BY TAKING THE
ADVANTAGE OF SIMPLICITY AND IGNORANCE OF OUR INNOCENT MEMBERS.
We
should not play in the hands of authority.
We should
sort out our differences, if any, amicably by sitting together.
