Dear Comrades/Friends,
In continuation of the reporting made by us in WhatsApp group about the discussion with the authorities on 24th January 19, we are finishing the brief resume of the meeting below. 

At about 1pm on 24th January19, while the programmee of Dharna of COC at all major stations was at its peak, the officers of CGA office invited the representatives of COC of Civil Accounts for discussion. 

After telephonic discussions with AIAPAO and AICAEA Cat II, Com. V. Bhattacharjee, Secretary General, Com. Ravinder Kumar, Working President, NFCAA and Com. Subhash Chandra Bamrara, working President, AICAEA, Delhi Branch attended the discussion held with the official side of CGA office headed by Jt.CGA (Gr.B).

After discussing two major demands of COC, official side has offered following assurances-

1. Processing of the demand of Cadre Review is progressing. But, due to filing of some  RTI applications with some fake address against reservation policies of Government etc., and raising quaries/objections on the issues of  granting Group A status to Sr. AO and  promotion of Sr.Acctt as AAO etc. authorities are facing  constraints as these  matters are creating interruptions in the processing the Cadre Review proposals. Moreover, non-furnishing of information by some of the CCA offices is also one of cause of delay.  However, the Cadre Review proposal shall be finalized within February 2019 for recommending to Government.

2. On the issue of not meeting the Associations by CGA, official side, after listening  the grievances of staff side, informed that, since this meeting with the COC representatives  was arranged at the instance of CGA  himself, he shall be conveyed this grievance of  staff side immediately. 

Apart from the above discussions, the staff side also raised the issues of granting basic functioning facilities to the Associations in terms of the provisions under JCM scheme, settlement of issues connected with recognition to Associations and negotiation facilities with the Associations etc.

After the discussion for about an hour, official side requested staff side to discontinue the ongoing agitation and assured that the demands of the COC in addition to Cadre Review shall be addressed at the earliest. Further, the minutes of the meeting with the AICAEA held on 16th August 2018 which couldn't be issued due to ailment of Addl. CGA and her untimely demise will now be finalized and    shall be issued at the earliest. 

After conclusion of the discussion, three Associations of COC discussed the outcome of the meeting and decided to suspend the agitation for the time being.

Therefore, our objective has been achieved and we are in the correct path. Our unity and struggle would soon lead us to our goal.

WE CONGRATULATE THE MEMBERS WHO WITH THEIR SUPPORT HAS ONCE AGAIN PUSHED THE C.O.C. ONE MORE STEP FORWARD TOWARDS THE HEIGHT OF EXPECTATIONS OF THE OFFICERS AND EMPLOYEES.

NEXT STEP TO BE TAKEN/ LEAP FORWARD
It is very clear from the outcome of the discussion that, interruptions to the processing of Cadre Review of Group B & C cadres are due to a section of the officers who are opposing it on the one pretext or other as the Cadre Review of Group B & C cadres and Group B in particular shall harm their interest.  They are using the Associations which they have created for their own vested interests and utilizing support of the employees who are of weak mental stability to disturb the processing of Cadre Review of Group B & C cadres.

Therefore, we shall have to fight unitedly and continuously till the issues of Cadre Review and other common demands are achieved.  It should be understood very clearly that, no employees or Officers Association of Civil Accounts organization can achieve Cadre Review in isolation. It is the fight of the Co-ordination Committee of Civil Accounts Employees and Officers Associations which is capable to achieve the demand of Cadre review and compel the CGA authorities to resolve our common demands. Those who are not aligning with the movements of Co-ordination Committee, they either do not want cadre review or do not know the meaning of unity and struggle. However, they are insignificant to the united movement of COC.

The COC is observing the developments of the situation very closely and it will decide its next action soon which will include legal course of action also.

Strong support, co-operation and unity of the members of Associations functioning under the Co-ordination Committee of Civil Accounts Employees & Officers Association are the need of the hour and we are confident that it shall be there as always.
