 NATIONAL WOMEN’S COMMITTEE

AT HYDERABAD FROM 3RD TO 5TH JANUARY 2020
PARTICIPATE AND MAKE THE EVENTS HISTORIC SUCCESS
As per our convention, the 16th All India Conference of All India Civil Accounts Employees Association (AICAEA), 8th All India Conference of All India Conference of All India Civil Accounts Employees Association Category II (AICAEA CAT II) and 8th National Convention of our National Women’s Committee are going to take place at the same venue at Hyderabad from 3rd January to 5th January 2020.
The Joint Open and Inaugural Session shall be held on 3rd January, 2020. Our Controller General of Accounts has been invited to attend the Conference as Chief Guest. In the wake of the forthcoming unites struggle of working class in the form of one day strike on 8th January, 2020, Com. M. Krishnan, Secretary General, Confederation of Central Government Employees and workers’ have been invited to inaugurate the Conferences and Com. A.K. Padmanabham, Vice President, CITU as well as a veteran Trade Union Leader of the country has been invited to offer the Key Note Address. Several other leaders of Central Government Employees and Accounts fraternity have also been invited to offer their greetings and address the delegates of the conferences. Com. A.B. Sunil Kumar, Secretary General, All India Association of Pay and Accounts Officer (Civil) being the integral part and one of the joint Conveners of the Co-ordination Committee of Civil Accounts Employees and Officers Association has also kindly agreed to attend and address the delegates.
On the same day, the 8th National Convention of the National Women’s Committee shall also be held after the Open and Inaugural Session. This convention shall be inaugurated by Com. (Smt.) Usha Bonepalli, Chairperson and Com. (Smt.) Gita Bhattacharjee, Asstt. Convener, National Women’s Committee, Confederation of Central Government Employees & Workers shall be the key speaker.
RECEIPTION COMMITTEE FORMED
The Receiption Committee for the Conferences and women convention have been formed by the AP&TS Branches.
Professor Nageswar, Ex-MLC is the Chairman of the Receiption Committee. Com. Bapu Rao (AICAEA) and Com. Neela Suresh (AICAEA Cat-II) are the Secretary and the Convener of the Receiption Committee respectively. Elaborate arrangements are being made by the Receiption Committee for the success of the Conferences and National Convention of women. The Receiption Committee has formed 6 (six) sub-committees and distributed the tasks to those subcommittees. Mobile numbers of the members of the Receiption Committee who would be required to be contracted by the Delegates from outstations in connection with their arrival and accommodation etc. are furnished below:-

NEED FOR PARTICIPTION IN THE CONFERENCES AND WOMEN CONVENTION
It is the pertinent duty of each Unit and Branch Secretary of the country to extend their fullest co-operation to their respective All India Associations and the Receiption Committee so that the Conferences and Women Convention could be totally successful.
We appeal upon the Unit and Branch Secretaries to take all efforts for mobilising maximum numbers of men and women delegates form entire country. We also appeal upon each and every member right from AAO to MTS to take part in the conferences both mentally and physically. Our organization is a monolithic organization for more than four decades. With supreme sacrifice of our leaders we have reached to the present position.  It could also be possible because of the whole hearted support of each every member of our Associations. Our achievements are innumerable and in order to achieve the major issues pending at present we need the total unity.
STRIVING FOR UNITY AMONG ALL THROUGH DEMOCRATIC PROCESS
As the AICAEA had become a formidable force, the Association was forcefully divided by the CGA authorities violating the CCS (RSA), Rules 1993 during our Hyderabad Conference in 2002 as a result of which we were compelled to segregate the composite All India Civil Accounts Employees Association into two Associations as All India Civil Accounts Employees Association for Group C&D cadres and All India Civil Accounts Employees Association Category II for JAO/AAOs separately. The word “Category II” had been tagged after the name of the Association under the dictates of the authorities.  However, due to our determination, we could keep our unity intact by forming the National Federation of Civil Accounts Associations of two Associations at the All India Level and State level by holding a Convention at Cochin in September 2003. The National Federation of Civil Accounts Associations is now-a-days popularly known as NFCAA and this name is now being attempted to hijack to confuse the members.
For last 17 (Seventeen) years the authorities are not granting recognition to the AICAEA Cat-II inspite of the fact that the Association had been all along maintaining the required numbers of membership for recognition under CCS(RSA) Rules 1993. It is because of the fact that the Civil Accounts Authorities are scared of the united force of AAO and rest of the employees of lower grade. Even now, the CGA is withholding the formal recognition of the Association despite clearing it by the DO&T two months earlier.
In 2015, when authorities had not been finding any alternative but to recognize the AICAEA Cat-II due to its membership strength to the extent of 70%, they adopted the worst possible devise of dividing the employees and the AAOs in particular on the basis of language, caste and region etc. like colonial rulers. They erected a parallel Association to (AICAEA CATII) and setting aside the basic provisions of the CCS(RSA) Rules, 1993 accorded recognition to it which is functioning not only as an agency of the Government but promoting disunity and persistently opposing the struggle against vital demands of totality of Central Government Employees including  scrapping of NPS and restoration of OPS, enhancement of minimum pay, minimum 5 promotions in entire service life, withdrawal of 5% cap on compassionate appointments, regularization of casual/contingent/outsourced employees,  withdrawal of FR-56 (J), removal very good bench mark for MACPS and Cadre Review etc. This Association had sought departmental actions against the employees who participated in two days strike on 8th and 9th January 2019 in support of the demands discussed herein. Oblate the said Association with its political objectives has been attempting to destroy the unity in AO/Sr.AO and Group B/C level too. These activities are going to cause a very serious harm to our departmental demands like Cadre Review, re-opening of AAO Civil Examination and other departmental examinations, promotion prospects of Group B & C cadres, the half settled issue of grant of  level 7 of pay matrix  to Sr. Accountant  and other long pending issues at the departmental level.
Therefore, it is the time for the Civil Accounts Employees and Officers to strive for unity among all sections of employees and officers through democratic process and conference is the method for it. When the conferences shall be held with massive participation, unity shall automatically grow and it shall automatically pave the path for the achievement of the demands. It is the conference which makes the organisation stronger, identifies the issues and problems of the members and finally adopts the road map for the Associations to advance further.
The Co-ordination Committee of Civil Accounts Employees and Officers Association which is the united platform of the All India Association of Pay and Accounts Officers (Civil), All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category II and which was revitalised in the recent years have achieved many major issues during the past two years due to united and sustained struggle under its banner. It is the need of the time to strengthen the Co-ordination Committee and the Conferences are the instrument for it.
NEED FOR ISOLATING DISRUPTIVE AND DISUNITING FORCES
Those who do not want the settlement of the pending issues of the employees and officers of Civil Accounts Organisation are out to destroy the unity of these three Associations and create a chaotic situation so that members of these Associations deviate from the projected objectives and again re-start infighting against each other as was there in the penultimate decades of last century. Infighting has started surfacing in the stations where Co-ordination Committees are weak or non-functional. In order to nip such conspiracies at the bud approach could adopted in the Conference only.
Those who advocate disunity and parallelism do not work for promoting the causes of the employees but for their own mileages. They erect the parallel organisations by misleading and doing false campaign among the members not updated with the activities of the Associations to use it as a ladder to reach nearer to higher authorities for personal advantages as well as elevation to the level from where they could supress the vice of their own members and subordinates. Apparently, these are visible in some of the offices particularly in Delhi, Uttar Pradesh and some more states of Northern India.   These types of leaders or organisations never act for fraternity or broader unity and desert the employees as soon as they reach to their targets. In Civil Accounts Organisation, employees have witnessed mushrooming of many parallel organisations against all the three Associations which are functioning under the banner of Co-ordination Committee of Civil Accounts Employees and officers Associations. But none of those existed for a longer period while the affiliates of Co-ordination Committee are surviving for decades and from the date of their inception. In has happened because these Associations’ are   functioning democratically as a result of which new leadership by generations have been coming to the leadership of these Associations to keep the Associations moving without any pause for decades togather.
The ensuing All India Conferences and Women Convention of All India Conference of All India Civil Accounts Employees Association (AICAEA), All India Conference of All India Civil Accounts Employees Association Category II (AICAEA CAT II) and National Women’s Committee shall not only be attended by the representatives of Civil Accounts employees and officers organisations but also by the representatives of Audit (A&AG), Postal Accounts and other Accounting organizations of the country. As a result the broader unity would be strength further and common issues of Audit and Accounts employees and officers could be taken up with the Government through the JCM (NC) and (DC) available in these organisations jointly.
