Subject:- Compensation of at least Rupees one crores to the family members of  Civil Accounts  Employees and Officers in the event of death due to infection of coronavirus while on  essential duty. 

Respected Sir, 
           
We the undersigned have been directed to state that the Ministry of Health and Family Welfare, Government of India has extended insurance benefit of a meagre amount of Rs. 50 lakhs (Rs. Fifty Lakhs) to the health workers on account of accidental death for their direct contact and care of COVID -19 cases or at the risk of being infected by this. 
         It has been reported by the media that the Government of Delhi shall be giving Rs.1 Crore to the family of security personnel who died on duty, families of doctors, nurses, paramedical staff and sanitation workers will also be given an equal amount if they die while dealing with corona patients.
       The scheme of extending compensation has been further extended to employees of the Department of Posts on the ground of being a part of the essential service.
 The Department of Expenditure, Ministry of Finance vide OM. 23(4)/E.Coord/2020 dated 23-03-2020 has also declared the office of the Controller General of Accounts and the Pay and Account Offices as essential service.  As Employees and Officers organisations, we have welcomed the decision of the Department Expenditure and assured total co-operation of the employees and officers of Civil Accounts organisation when we could find that the Secretary, Department of Expenditure and the Controller General of Accounts themselves are taking keen interests in providing necessary support to the Civil Accounts employees and Officers in their effort to work in such a critical situation. The move of declaring Civil Accounts as an essential service has resulted in timely disbursement of direct benefit transfer to targeted groups of society like farmers and other deserving sections of the people. Amid the atmosphere of fear and likelihood of exposure to Coronavirus all employees and officers of Civil Accounts organisation worked to full potential and year end activities for the financial year 2019-20 have been completed. There are of course incidents wherein the Civil Accounts Employees have faced direct exposure to Corona infected patients, witnessed highhandedness of police and local administration. They overcame the problems of transportation as in the majority of the cases they were not provided transportation facilities, risk of health as basic amenities were not provided like masks, gloves and hand sanitizers etc.  Many times drinking water and first aid facilities were missing due to total lock down and curfew situations throughout the country.                         
               Under the above circumstances, we have been directed to urge upon you to kindly put the Civil Accounts employees and Officers in the same cluster with regard to infection of COVID-19 while on duty and grant equal amount as compensation to their family members in the event of their death due to infection of coronavirus. The amount of compensation may be fixed not less than Rupees One Crore as the death cases would be comparatively young persons and they shall be leaving behind their family liabilities.

Subject:  preventive measures to contain spread of COVID19 - non-operation of centralized Air Conditioners-reg.
Madam,
             We have been directed to state that, according to opinions given by the experts especially in the electronic media recently, Centralized Air Conditioning system, when in operation, circulates the Air of one particular area/ portion of any hall or room to another room/ hall in cyclic form. As such, if any corona virus infected individual makes his/her presence in any location even for few minutes in the centrally air conditioned area, there is possibility of spreading the viruses in entire Air Conditioned area and it would obviously increase the risk of COVID-19 infection to the persons sitting or moving in the  said air conditioned area. The experts have also opined that air conditioning of the rooms with window Air Conditioners do not indicate such type of risk.
            Many offices of Civil Accounts Organisation including the office of CGA and PFMS centre, etc. being centrally Air Conditioned and hundreds of the employees and officers are working in those places/Buildings, we seek your kind attention to this serious matter and request you to kindly take appropriate action in this regard as the summer season is setting in very fast.
            We shall be highly thankful, if a line intimating the action taken on this letter is forwarded to us at an early date.

Subject:    Relaxation in Central Government Account (Receipt and Payment) Rules, 1983 for ensuring smooth payments by PAOs/ CDDOs and enabling them to “work from Home” (WHF) -  facilities of GPF advance/ withdrawal to Civil Accounts Employees -reg.

Madam,

                 We are thankful to find in the website of the office of the Controller General of Accounts that, the request made by us vide our letter No:- AICAEA-AICAEA CAT II/HQ/A-2/2020/1209- 29  dated 07.04.2020  to  kindly promote “e-office” and  “work from home” pattern has been taken care of  and your office vide Office Memorandum No. 3(2)/TA-II/2020/173 dated 08-04-2020  has decided to amend certain provisions of Receipts & Payment Rules, 1983 temporarily. This decision of yours has undoubtedly been well appreciated by the officers and employees.

            The government has taken few decisions appreciating the prevailing situation in the country and may not discontinue or withdraw the Lock down in the near future. So far as the Civil Accounts organisation is concerned there exists a need to explore amendments to procedures which cause undue hardships to employees and officers of Civil Accounts organisation as the Principal Accounts offices of various Ministries/ Departments situated at Delhi are not able to function like normal times. In majority of the Ministries/ Departments powers for approval/ sanction of GPF advance and withdrawal rest with Principal Accounts offices. It is therefore, becoming inconvenient for the individuals who suddenly fall in the dire need of money as they find it very difficult to reach upto their local HOO even in the present scenario sometimes. 

            In view of the circumstances described above, we have been directed to request you to kindly ask the Heads of the Departments of Civil Accounts Organisation (PCCAs, CCAs, CAs) to delegate sufficient powers to Head of offices (PAO/ ZAO/ RPAO) to make payments of GPF Advance/ withdrawal or necessary arrangement may be made so that on the basis of electronic instructions/ approval of the competent authority, payment or the provision of taking ex post facto sanction from the competent authority for the same may be made.

            We hope you will kindly take an early favourable decision in this regard and direct your office to intimate the favourable decision of yours to us through a line in intimation.
