RESOLUTIONS ADOPTED IN THE 4TH FEDERAL COUNCIL MEETING

Resolution against Transfer Policy of AAO/AO/Sr.AO

The Federal Councilors present in the 4th Federal Council meeting of the National Federation of Civil Accounts Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II held at Shillong on 11th and 12th June 2010 deliberated in details on the so called transfer policy of AAO/AO/Sr.AO which is being operated in the Civil Accounts Organization.

            It has been noted by the Federal Councilors

present in the meeting with great dismay that-

1.       The transfer policy is not a policy at all. CGA office is neither following the instructions of DOPT nor the provisions of the transfer policy adopted and announced by the CGA Office itself through the O.M. dated14th May 2008. 

2.       The transfer policy is with full of flaws and the authorities have been using it as an instrument to harass the employees and officers of the organization.

3.       The transfer policy is totally intransparent and the method of posting of persons in the grades of AAO and AO/Sr.AO is being done without any norm. It has been observed that the office of the Controller General of Accounts is not inclined to maintain any transparency in regulating transfer and postings. Several examples of irregularities have been brought to the notice of the Associations and the Association in turn had pointed those out to the office of CGA. But, the office of CGA instead of appreciating these irregularities and setting them in order, preferred to ignore the approach of Associations. It is being often observed that, a senior person is being posted in a far off station while is junior are being placed nearest station without assigning any reason. Further, persons are being brought back to their original stations at the sweet will of the authorities. 

4.       CGA office is not entertaining the representations of those employees even on medical grounds who do not have strong backup or personal linkage with the officers of CGA office. Consequentially families of many employees have confronted extreme miseries. The incident of death of late Durgesh Panigrahi, AAO on 18th May 2010 on the Railway platform of Ahmedabad Railway station is the best example in this direction. The AAO who was suffering form heart disease was forced to go out of station and his repeated representations on his ailments were not even entertained by the authorities. There are several such examples where the AAOs and Sr.AOs had paid heavy price due to the adamancy of the Civil Accounts authorities and their families have become the victims who were not even given compassionate ground appointments in the organization.

In order to make the whole process of transfer and posting employee friendly, the Associations have made several approaches to the Civil Accounts Authorities and requested to accept their suggestions so that the sufferings of employees are reduced to a reasonable extent. But the Civil Accounts authorities did not pay any heed to the requests of the Associations.

The federal councilor of this meeting failed to appreciate the situations discussed above and decided to request the Controller General of Accounts to open up dialogue with the Associations and adopt a mutually agreed transfer policy so that it could be advantageous for both administration and employees.

            The meeting further resolved that if the request made through this resolution is ignored, the National Federation of Civil Accounts Associations shall be compelled to   seek intervention of Government of India in this matter.

The meeting resolves to forward the resolution to Controller General of Accounts, Ministry of Finance Department of Expenditure, and New Delhi.

Resolution against proposal of direct recruitment of AAOs

            The 4th Federal Council meeting of the National Federal of Civil Accounts Employees Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II held at Shillong on 11th and 12th June 2010 discussed the proposal of CGA to recruit AAOs directly in the Organization instead of existing method of granting promotions to the persons qualifying AAO© Examination or the proposal for enhancing the promotional quota for the Senior Accountants for promotion on seniority basis.

            The meeting observed that, while there are hundreds of vacancies in the grade of Group-D, LDC, Steno, DEO and Accountants/Sr-Accountants and the functioning of offices have been crippled due to acute shortage of staff, CGA has not been taking any initiative to fill up those vacancies through direct recruitment but on the other hand, CGA has been deciding to recruit AAOs directly. Recruitment of AAOs directly would cause severe damage to the interests of the employees working in the Civil Accounts Organization and serious complications shall arise out of such a situation which is untenable.

The meeting therefore, resolves to urge upon the Controller General of Accounts not to take any decision for recruiting the AAOs directly in the Organization.

The meeting also resolves that, of National Federation of Civil Accounts Associations shall oppose the move of direct recruitment of AAOs in the organization with best of its ability.

            Resolved that the Resolution adopted shall be forwarded to Controller General of Accounts, Ministry Finance, Department of Expenditure, Loknayak Bhawan, Khan Market, New Delhi.

Resolution on expansion of the Civil Accounts organization

The 4th Federal Council meeting of the National Federal of Civil Accounts Employees Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II held at Shillong on 11th and 12th June 2010 observed with great satisfaction that the authorities of CCA, Ministry of Home Affairs had taken a lot of efforts to bring the Pay and Accounts Offices of BSF and CRPF etc. under the Civil Accounts setup and create new Pay and Accounts offices under Ministry of Home Affairs in different parts of the country.

Since the above developments have resolved a long pending demand of the National Federation of Civil Accounts Associations, the 4th Federal Council Meeting congratulated the authorities of Ministry of Home Affairs and directed the Federal Executives to offer thanks to the authorities of CCA, Ministry of Home Affairs by meeting them personally. 

            The meeting however, expressed concern over the question of fixing of seniority of the Officials inducted laterally in the organization vis–a–vis the persons already working in the organization.

            The meeting therefore, decided to urge upon the Civil Accounts authorities to discuss and resolve the matter through mutual dialogue between the authorities and the representatives of the Associations.

            The meeting resolved to forward the Resolution to Controller General of Accounts, Ministry of Finance, Department of Expenditure, Loknayak Bhawan, Khan Market, New Delhi and the Chief Controller of Accounts, Ministry of Home Affairs, New Delhi.

Resolution on the demand of compassionate appointment

            The 4th Federal Council meeting of the National Federation of Civil Accounts Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II held at Shillong on 11th and 12th June 2010 expressed its concern over the pendency of compassionate appointment cases in the Civil Accounts Organization.

            It has been observed by the meeting that, although there are vacancies in different grades, but the Civil Accounts authorities have not been processing the applications against compassionate appointment cases in an expeditious manner. As such many cases are becoming time barred and families of diseased are facing extreme distress.

            This 4th Federal Council Meeting therefore, urges upon the Controller General of Accounts to intervene into the matter and make a centralized penal of applicants seeking compassionate appointments and allocate the eligible applicants to different Ministries and Departments for their employment on compassionate ground.

            Resolved that the copy of the Resolution adopted shall be forwarded to the Controller General of Accounts, Ministry of Finance, Department of Expenditure, Loknayak Bhawan, New Delhi.

Resolution against price rise

The 4th Federal Council meeting of the National Federal of Civil Accounts Employees Associations represented by All India Civil Accounts Employees Association and All India Civil Accounts Employees Association Category-II held at Shillong on 11th and 12th June 2010 expressed it strong resentment over the rising of prices of Petrol, Diesel and all essential commodities. Such a condition has made the life of the common people of the country completely miserable.

The meeting therefore, resolved to urge upon the Government of India to take immediate corrective measures to control the rise in prices of the essential items and make arrangements for proper distribution of all essential commodities equally to different parts of the country.

The meeting resolved that the Resolution shall be forwarded to the Prime Minister of India,   the Finance Minister of India and the Controller General of Accounts, Ministry of Finance, and Department of Expenditure.
