Dear Comrades,

HOLD BRANCH WISE DHARNA ON 27TH AUGUST, 2010

            We have received encouraging reports of the call of Unit wise demonstration on 28th July 2010. Large member of units through out the country have implemented the programme. Since it was an awareness programme, we request all those units to implement the programme even now if they have not implemented it on 28th July 2010.

            In order to intensify and solidify the support on our 16 point charter of Demands, all Branches are requested to implement Branch wise Dharma on 27th August 2010 without fail.

  • The Dharna should not start later than 11 AM and not to conclude before 4 P.M.
  • The venue of Dharna should be decided by the Branch and it should be organized in front of the senior most officer of the station.
  • All Branch Committee members and Unit Committee members are to participate in the Dharma.
  • The Dharma shall adopt a Resolution (Draft annexed).

            One copy of the Resolution is to be forwarded to CGA and another copy to senior most officer of the station.

 

PREPARE TO PARTICIPATE IN THE CENTRALIZED DHARNA IN DELHI ON 24TH SEPTEMBER 2010

            You have already been informed through the earlier Circular that, Centralized Dharna in front of CGA office shall be held on 24th September 2010. As it has been decided that at each and every unit of the country shall depute atleast one person for participation in the programme, Branch/Station wise brackup of no. of persons to participate was circulated through prevision Circular. However, the detail is reproduced below once again.

In respect of Delhi, it has been decided that maximum mobilization shall be done and Delhi Branch shall work out the modalities and finalize the number of participants unit wise.

All the stations/Branches/Units were requested to confirm the member of participants within 30th July 2010 so that accommodation could be book. Some of the Branches have confirmed accordingly and accommodation has been booked for them. Branches/ Station/ Unit have not yet confirmed their number is hereby once again requested to send their conformation at the earliest.

            Dear Comrades, above action programme was decided by the 4th Federal Council Meeting of National Federation of Civil Accounts Associations held at Shillong on11th & 12th July 2010 with the clear understanding  that, through massive participation in the Dharna from all over the country, we shall be able to create compulsion on the authorities to negotiate and settle our demands. Hence, on behalf of Federation headquarters, we request you to appreciate the situation and ensure participation of you Branch/Station/Unit with allocated number of persons.

Draft of the Resolution to be adopted on 27th August 2010

RESOLUTION

            This joint meeting of the members of All India Civil Accounts Employees Association,  ……………….Branch and All India Civil Accounts Employees Association Category II ………………Branch  held today the 27th  August 2010  as a part of the programme of Day Long Dharna, demands before  the authorities of the Civil Accounts Organization to open up dialogue with the representatives of AICAEA and AICAEA CATII and settle the following demands at the earliest-

 

1.      Filling up of all vacant posts by direct recruitment, promotion and absorption of deputationists on agreed terms and no outsourcing and off-loading of works of Civil Accounts.

2.      Augmentation of Additional Staff strength required in PAOs of Ministry of Home Affairs and       - 3 -departments and creation of justified posts immediately.

3.       Upgrade LDCs by re-designating them as Acctts Assistants and following pay sales to different cadres-

Acctts. Assistant                                                                       PB-1 with Grade Pay Rs.2400

 

Accountant                                                                               PB-2 with Grade Pay Rs.4200

 

Sr. Accountant/ Steno Gr.I                                                       PB-2 with Grade Pay Rs.4600

 

     AAO/PS                                                                   PB-2 with Grade Pay Rs.4800                                                        PB-3 with Grade Pay Rs.5400 on   completion of 4 years.

 

4.      Grant of recognition to AICAEA CAT-II and implementation of Check-Off system as per Government instructions.

5.       Implementation of MACP scheme by removing its anomalies

(a) Grant of benefit of II ACP to Sr. Accountant appointed as Accountant on passing Departmental Competitive Examination conducted by SSC.

(b)  Step up pay of Senior Promotees who exhausted ACP and in the event of junior drawing more pay and getting ACP in compliance with apex court judgment.

6.      Conversion of DEO as Accountant.

7.      Adoption of mutually agreed transfer policy in respect of AAOs and implementation of the policy transparently.

8.      Allotment of Central office of the Association in the new building allotted by the Government to CGA in the event of demolition of existing accommodation.

9.      Formation of Department of Accounts under CGA.

10. Promotion of all left out non-matriculate Group-D who had qualified Departmental examination before 0ctober 2003 and restoration of 5% promotional Quota to the post of LDC.

11. Increase in promotional quota for Senior Accountant as AAO to 20% of posts of AAO and removal of condition of 53 years of age for promotion.

12. Grant one increment and Grade pay of Rs.4800 from the day of passing AAO© examination.

13. Separate toilet facilities and Rest Room facilities for   women employees in all offices.

14. Supply of copies of orders/OMs of general interest of staff to the Association in terms of the Government of India as well as CGA's instructions and placement of orders/ Circulars in the website of CGA.

15. Vacation of vindictive actions against employees

16. Issuing of Gradation lists of all cadres immediately.

            The meeting resolves that, if there is no favourable response is received from the Controller General of Accounts, The agiational actions through out the country shall be intensified further.

            Resolved that one copy of the Resolution shall be forwarded to the

  1. Senior most officer of the station for onward transmission to higher authorities,
  2. Controller General of Accounts, Ministry of Finance, Department of Expenditure, Loknayak Bhawan, Khan Market, New Delhi -110003 and
  3. Secretary General, National Federation of Civil Accounts Associations, New Delhi.

                                MOBILISATION TOUR OF ACTIVATING GROUP

 

It was decided by the 4th Federal Council Meeting that, to activate inert Units and stations, Regional Groups shall be formed by Federation Headquarter which shall be primarily responsible for mobilizing and activating the units/ branches and these groups shall also act as catalyst to remove the fear of administration and educate about the role of organization to the members so that they get attracted towards the organizational activities.

Keeping the ensuing Branchwise Dharna on 27th August and centralised Dharna on 24th September 2010 in view and in persuasion of the direction of the 4th Federal Council Meeting, it has been decided to issue the following tour programme for its immediate implementation.
