and family pensioners for your kind and

CPAO under
the control of CGA – POINTS FOR DECENTRALISATION
Introduction
Employees working in Central Civil Ministries spread across the
country are served through CPAO for all their retirement benefits. The relation
with CPAO is such that, the Government Employees continue to hold the
relationship till their death and even after their death and their families are
to be served as and when need arises.
Persons employed till 31.12.2003 are covered under
Central Civil Pension Rules presumably would have minimum 30 years of
qualifying service. So, The CPAO has to serve retirement cases upto the year
2033. CPAO is also duty bound to serve the families of retired Govt. employees
by processing family pension cases.
Above all, revision of pension in one pre-text or other by Govt.
orders and change in Govt. rules and policies have become the order of the
day. Revision of pension cases needs to be attended to on top
priority. It is expected that, the retired Govt. servant should get
their entitlements in time. It is no doubt that it is the social obligation on
the part of the Government to cater the needs of the Senior Citizens and their
families.
At present all the work related to settlement of retirement benefits
are done at CPAO which centrally located in New Delhi. This needs to
be decentralized at least into 4 Zones viz., North, East, West and
South. Further, decentralization is also essential and as of now it an easy task due to
the fact that at present all the pension records are available in digital
format with CPAO and also with Banks. So processing of pension related work
through electronic platform will not be a problem at proposed Regional Offices/
zonal Offices.
Advantages
of decentralization:
1. Time delay
in processing the pension cases could be reduced considerably. This would
result in retired govt. servants and after their death, their families getting
their payment quickly.
2. Easy
approach to pension disbursing authority by the pensioners may be achieved. The
grievances of the pensioners can be sorted out as early as possible.
For
example: a grievance petition raised by a retired govt servant
regarding his retirement benefits who is settled in faraway places like
Kanyakumari/Trivandrum/Itanagar/ Aizwal/ run of Koch/ Leh is sent to Delhi and the petition is now
forwarded by the CPAO, New Delhi, for getting clarification, to the
last served office situated in such far way places discussed above. Everyone is aware of the time delay occur in
such correspondence. Sometimes delay of more than a month takes place to
restore justice, on the genuineness of the petition. However, under the decentralized
system, it will be very easy on the part of the retired/family of the deceased
pensioners to contact Regional CPAO and justice would be restored without delay
or within reasonable time period. This situation is applicable to all the
retired/ family of the deceased pensioners residing in various remote parts of
the country.
3. Opening of
Regional CPAOs would invariably fetch considerable additional Regular posts to
organised civil accounts in all cadres.

Honorarium for checking of pay fixation cases and revision of pension cases.
Sir,
With reference to the discussion in the meeting held
between the official side and the staff side under your Chairpersonship on 30th
May 2013, it may be brought to your kind notice that, after implementation of
recommendations of every central pay
commissions, the Civil Accounts Employees of different cadres were granted
honorarium at fixed rates by your office for checking of pay fixation and
pension cases and such type of recognition to their services had enthused them.
But no such benefit was extended to the employees and officers after the
recommendations of 6CPC were implement and it is inspite of the fact that the recommendations
6CPC were very complicated in comparisn
to the recommendations of rest of the CPCs and the employees and officers had
to take exhaustive effort to disposed off the works within the time frame fixed
for the same by the authorities.
The Controller
General of Defence Accounts vide order No:- AT/11/0187/VICPS/HON dated
21.01.2009 granted honorarium for different cadres. A copy of the order is
enclosed herewith for your kind reference.
We therefore, request you to kindly issue orders granting
honorarium to the officials who had dealt with the revision of pay fixation
cases and the pension cases at the following rates:-

in Civil Accounts setup of CBEC.

I
would like to refer the letter

June 2013 of your office ( Minutes of the

2013 under the chairpersonship of CGA)
and draw your kind attention to
the following few lines for your kind consideration and favourable action:-
A.
Posts of Key-Punch-Operators (KPO) were created in different Pay and
Accounts Offices of CBEC setup by downgrading the posts of Accountants in the
year 1985/86. The persons recruited against those posts had been initially
placed in the pay scale of Rs. 950-1500 with a special pay of Rs. 40/-(Rupees Forty
only).
B.
After implementation of recommendations of 4th CPC, the
posts of KPOS were re-designated as Data Entry Operators (DEOs) Grade ‘A’ and placed in the Pay Scale of Rs. 1150-1500
with effect from 11.09.1989. The date of effect was however, subsequently
changed to 01.01.1986 by your office on the basis of the judgment passed by the
Pr.CAT, New Delhi in this respect.
C.
After the 5th Pay Commission, DEOs were granted the scale
of Rs. 4000-6000 from 01.01.1996 instead of pay scale of Rs. 3050-4590, the replacement
pay scale of Rs. 1150-1500.
D.
Against 1st Financial Up-gradation under ACP Scheme 1999,
DEOs were placed in the scale of Rs. 4500-7000. Subsequently they have been
granted Grade Pay of Rs. 2800 in PB-I (Rs. 5200-20200) being the replacement
scale of Rs. 4500-7000 under CCS (Revise Pay) Rules, 2007. Further
E.
The DEOs have been granted
grade Pay of Rs. 4200 in the PB-II (Rs. 9300-34800) as 2nd Financial
Up-gradation under MACP scheme with effect from 01.09.2008. Both the Grade Pay
of Rs. 2800 & 4200 identify the erstwhile hierarchy in the post of
UDC/Accountant/Auditor in the Pre-Revise Pay Scale.
F. The
Central Pension Accounting Office (CPAO) had started functioning in the 1990s
under the control of CGA and the DEO’s in the office concerned were recruited
from February 1990 onwards. The DEO’s in
this office were directly recruited in the Pay Scale of Rs. 1150-1500 as DEO
Grade ‘A’. Out of 49 DEO’s listed in the Office only 10 had joined in CPAO in
February, 1990. Remaining DEO’s joined thereafter. In the Central Pension
Accounting Office DEO Grade “A” and DEO Grade “B” were granted the scale of Rs.
1350-2200 from the date of their initial appointment. Since the Pay and Accounts Offices of CBEC and Central Pension Accounting
Office are under the control of the Controller General of Accounts for all
purposes and as par the recruitment rules DEOs framed by CGA, the service
conditions of DEOs of CBEC and CPAO are one and the same, there cannot be two
different set of pay scales for the DEOs working these two setups.
G.
Further, the Controller General of Defence Accounts (CGDA) has
granted the Pay Scale of Rs. 1350-2200 DEO
to Grade ‘A’ from 01.01.1986 on the basis of the judgment passed the
CAT, Bangalore. The relevant documents in support of this fact is enclosed
herewith.
H. The Defence Accounts is a part of Organized
Accounting Services and pay scales of all cadres of Defence Accounts Department
and Civil Accounts organization are same. As such the DEOs should not have
different pay scales in two departments.
Therefore, on behalf of this Association, I request you to kindly
consider the above discussed facts and bring the DEOs of CBEC set up on par
with the DEOs of CPAO of Civil Accounts organization and the Defence Accounts
Department by granting them the pre-revised pay scale of Rs.1350 – 2200 with
effect from 01-01-1986.
This Association shall be thankful if an early favourable decision is taken in this regard.
