NATIONAL CONVENTION ON
SUBMISSION OF MEMORANDUM TO 7CPC HELD AT DELHI 19.07.2014

            As per the decision,  the National Convention of Accounts and Audit Employees and officers on submission of common memorandum to 7CPC and revival of JAC functioning at all levels was held in Azad Bhawan, ITO, New Delhi on 19th July 2014 from 11 AM to 4.30 PM. More than 250 Delegates representing All India Audit and Accounts Association, All India Defence Accounts Employees Association, All India Civil Accounts Employees Association, All India Civil Accounts Employees Association Category-II, All India Postal Accounts Employees Association, All India Association of Pay and Accounts Officer (Civil), All India Audit and Accounts Officers Association and All India Divisional Accounts Officers Association participated in the convention.

            A presidium comprising Com. M.S. Raja, Chairman apex JAC and Secretary General, All India A&A Assn, Com. K. Venkatasubramanian, President, Ail India Civil Accounts Employees Association, Com. S.S. Chauhan, President, AI Assn of PAO (Civil), Com. A.K. Mehta, President, AICAEA Cat-II, Com. Santhosh Kumar, President, AI Postal Accounts Employees Assn, Com. P. Prabhakar, President, AI A&A Officers Assn, Com. Vikas Sharma, DAOA and Com. (Smt.) L. Swaminathan, Chairperson, National Women Committee, NFCAA, presided over the Convention.

            A steering committee comprising of Com. V. Bhattacharjee, Convenor apex JAC and Secretary General, NFCAA, Com. M. Duraipandian, President, AIA&AA, Com. T. Satanarayana, General Secretary, AIPAEA, Com. G.P. Dutta, Secretary General, AIDAEA, Com. S. Mohan, Secretary General, AIA&AOA, Com. G.K. Nair, Secretary General, AICAEA Category –II, Com. A.B. Sunilkumar, Secretary General, AIAPA (Civil) and Com. P.K. Mittal, Secretary General, AIDAOA managed the state of affairs of the convention.

            The convention was inaugurated by Com. K.K.N. Kutty, President, Confederation of Central Government Employees & workers. In his inaugural speech, Com. Kutty congratulated the Accounts and Audit Employees and Officers for organising the convention in a grand scale. Further, Com. Kutty explained the approach taken by the Staff Side, National Council (JCM) and confederation of Central Government Employees before the 7CPC in brief. He wished that Convention would reinvigorate the audit and accounts movement.

            On behalf of the steering committee, Com. V.Bhattacharjee, Convenor placed the Draft Declaration for the consideration of the house.

            More than 30 delegates representing various constituents of apex JAC as well as local JACs took part in the deliberation on the draft Declaration. On completion of a detailed deliberation, the Draft declaration that was placed before the house by the Steering Committee, with minor amendments, was adopted unanimously by the Convention.

             The Convention decided that:

  1. A joint memorandum on the Pay Scales of different common categories of Accounts and Audit  Employees and officer shall be submitted to the 7th CPC by apex level Joint Action Committee of Accounts and Audit Employees and Officers Organizations under the joint signatures of Chief Executives of constituents of apex JAC.

  1. It is essential to buildup united movement of Accounts and Audit Officers and Employees so that the demands already raised before the Government of India and the demands being raised before 7CPC through the memorandum could be achieved. Branches/Circles/Units of constituents of apex JAC shall, therefore, take all necessary steps to form the local JACs at their respective stations within 30th September 2014. Apex level JAC leaders shall visit the stations for the purpose of formation of local JACs and the local leadership concerned are requested to  send their requirement in this regard to JAC headquarters well in advance.

NATIONAL CONVENTION ON MEMORANDUM TO VII CPC

DECLARATION

The representatives of  All India Audit & Accounts Association, All India Civil Accounts Employees Association, All India Postal Accounts Employees Association, All India Defence Accounts Employees Association, Kolkata, All India Accounts & Audit Officers Association, All India Association of Pay & Accounts Officers (Civil), All India Civil Accounts Employees Association, Category-II, All India Federation of Divisional Accounts Officers and Divisional Accountants Associations met in the  National Convention on 19th July 2014 at Azad Bhawan at New Delhi.
The Convention endorses the Memorandum submitted by the Staff Side, National Council, JCM as also the memorandum submitted by the Confederation of Central Government Employees & Workers, New Delhi with regard to common cadres such as MTS etc.
The Convention considering the status, duties and functions of IA&AD and organised Accounts Organisations such as Civil Accounts, Postal Accounts, Defence Accounts and Railway Accounts under Government of India unanimously resolve to raise the demand for a pay structure befitting its stature and duties to various Audit and Accounts Cadres with the VII CPC.  
The Convention, therefore, decide to submit our proposals for pay structure for Audit & Accounts Cadres and hope that the VII CPC will consider our submissions on total parity with CSS cadres on merit, duties and responsibilities and the accepted principles and the recommendations of the 4th and 6th CPC.
The Convention further decides that for the following grounds different cadres in IA&AD and Organised Accounts be given a better treatment by 7th CPC.
The Accounting and Auditing Departments are not administrative offices and in these departments, all items of work are of technical nature. Like administrative offices there is no method of receiving Dak/letters and dispatch of those in the Accounts Organization or in any other departments of Accounts and Audit.  The LDCs in the Accounts and Audit Departments are discharging technical responsibilities and performing the duties of Accounts Assistants. Therefore, the cadre LDC in the Audit and Accounting formations should be upgraded as Accounts/Audit Assistants.
The Auditor/Accountant – more than 67 % Graduates - have to pass a departmental Confirmatory examination on completion of 1 year failing which he/she is liable to be demoted and appointed as fresh LDC. They are promoted as SA on completion of 3 years as Auditor/Accountant and after passing a Departmental Confirmatory examination. This definitely put the SA above the Assistant in CSS. Hence the convention proposes for same pay for SA Gr I and Assistants of CSS and higher pay for SA Gr II.
The Assistant Audit/Accounts Officer in IA&AD & Organised Accounts has an element of direct recruitment where as the Section Officer of CSS is a promotee from Assistant – 50% through seniority and 50% through LDCE. The Auditor/Accountant or SA has to negotiate one of the toughest departmental examinations (SAS Examination) to become AAO. The AAO in IA &A D & Organised Accounts is thus above the SO of the CSS while it is treated as inferior. Minimum what is expected is grant of same pay with SO of CCS at maximum while a higher pay at entry level.
This Convention therefore decides to demand the following pay restructure for Audit & Accounts cadres with the VII CPC.

The Convention further resolves to reorganize and reactivate the local committees of the Joint Action Committee at every station through the joint visits of the leaders of the Apex JAC and sustained agitational programmes. The Convention call upon every field formations of the constituent organisations to ensure total participation of its membership in all the agitational programmes call for which shall be given by the Apex JAC in the days to come.
