RESOLUTIONS ADOPTED BY THE EXTENDED FEDERAL EXECUTIVE MEETING OF N.F.C.A.A.
HELD IN DELHI ON 18TH AND 19TH JULY 2014
RESOLUTION- I
The
Extended Federal Executive meeting of the National Federation of Civil Accounts
Associations (NFCAA), which represents the All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category – II
held today the 18th July 2014 in Delhi deliberated on the status of
the proposal of cadre restructuring in the Civil Accounts Organisation.
At the
very outset, the meeting of the extended Federal Executives appreciated the
positive approach of the Controller General of Accounts who has kindly
recommended to the Ministry of Finance to grant of Rs:- 5400/- to AAOs and Rs:-
4600/- to Senior Accountants w.e.f. 01.01.2006.
It has however, been noted by the meeting that the issue
of Cadre Restructuring had been raised by the Associations from 2012 onwards
and due to constant struggle on the part of the Associations, some favourable
decisions, on some of the issues referred, were taken by the office of CGA., ofcourse
without any discussion with the representatives of the Associations. The issue
of grant of Grade Pay of Rs. 4200 to Accountants have not been recommended and also,
no recommendations had been made for MTS, LDC, Stenographic Cadres, DEOs and other categories of employees of the Civil
Accounts organization and hence the meeting of the Federal Executive felt that the recommendations is not
exhaustive. If the representatives of the Associations had been discussed
before arriving out the recommendations as in practice followed by CBEC &
CBDT Authorities, definitely the recommendations would have become a
full-fledged one to the satisfaction of the entirety of the Civil Accounts Employees.
It is therefore,
resolved to urge upon the Controller General of Accounts to kindly have the discussion
with the Associations on the left over cadres and other matters before
recommending any of the issues to the higher authorities and Government of India.
It
is further resolved that the copy of the resolution be forwarded to the
Controller General Of Accounts,
Department Of Expenditure, Ministry Of Finance, New Delhi for his consideration
and favourable action

RESOLUTION-II
The Extended Federal Executive meeting of the National
Federation of Civil Accounts Associations (NFCAA), which represents the All
India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category – II held today the 18th July 2014 in
Delhi reviewed the outcome of the meeting held on 17th July 2014,
between the official side of CGA office and the National Executive members of
All India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category-II
While reviewing the outcome of the meeting held on 17thJuly
on the items of agenda, the meeting observed that, though assurances were
offered by the controller General of Accounts on different items in the meeting
held between the Official Side and the Staff side on 30th May 2013,
no issue had been settled during the intervening period of last one year. Major items like filling up of
vacant posts, settlement of e-payment related recommendations made by the Staff
side, recognitions to the Associations, grant of higher pay scales to DEOs,
Restoration of 5% promotional quota for Gr-D (MTS), Grant headquarter allowance
to steno/PS working in CGA Office, repatriation of AAOs brought on deputation basis and stenos/PS of Ministry
working in office of CGA, provision of amenities
in the Central Office of AICAEA and adoption of mutually agreed transfer Policy
etc. have not made any progress during the period. It was very disappointing to
observe in the meeting of the Federal Executive that though the Addl.
Controller General, who chaired the meeting was very cordial in his approach, but
the official side had been attempting to undo the assurances given even by the Controller General of Accounts
himself in the earlier meeting of 30thMay 2013 and in most of the
cases, to convince him, Addl. Controller General had to be explained the back
ground under which the Controller General had given the assurances on the
earlier meeting.
The
meeting of the extended federal executive also noted that, the staff side tried
their level best to impress upon the official side about the wide spread
resentment generated among the rank and file of the membership on the
discrimination in operation of transfer policy. But, official side was not
inclined to consider the issue seriously and sort out the problems.
In view
of the above situations, the meeting of Federal Executives resolves to urge
upon the Controller General of Accounts to kindly look into the resentment
reflected though this resolution and direct his office to do the needful for the early settlement of the long
pending issues.
The meeting
further resolves to forward this resolution to Controller General of Accounts.

RESOLUTION-III
The extended federal executive meeting of the National
Federation of Civil Accounts Associations (NFCAA), which represents the All
India Civil Accounts Employees Association and All India Civil Accounts
Employees Association Category – II held today the 18TH July 2014 unanimously
resolves to urge upon the Controller General of Accounts to stipulate the
effective dates of promotions for all the cadres in the civil accounts
organisation, viz., MTS to LDC, LDC to Accountants and from Accountants to Sr.
Accountants uniformly as on 1st
of January , on the lines of the promotions being presently granted to Accounts
Officers as Sr. Accounts Officers, as
the present system of the grant of promotions from a subsequent date is
depriving the cadres the benefit of increment on 1st July of the
year that is available for the Accounts Officers.
Resolved that the copy of the resolution be forwarded to
the Controller General of Accounts, Department Of Expenditure,
Ministry Of Finance, New Delhi for his consideration and favourable action.

RESOLUTION-IV
The
Extended Federal Executive meeting of the National Federation of Civil Accounts
Associations (NFCAA), which represents the All India Civil Accounts Employees
Association and All India Civil Accounts Employees Association Category – II
held today the 18th July 2014 in Delhi reviewed the outcome of the
meeting held between the official side of office of Pr.CCA, CBEC and a few representatives of Central
Headquarters of All India Civil Accounts Employees Association and unit level office bearers of CBEC, Delhi on 15thMay 2014.
The meeting noted with grave concern
that, though the official side had offered assurances of considering and
settling the issues expeditiously, but even after lapse of more than two months,
none of the issues has been settled by them. The representatives of the
Association have been repeatedly requesting the official side to implement the
decisions of the meeting. But the official
side has been exhibiting total indifferent attitude. Even
when the staff side has been attempting to enquire about the status of the
items from the concerned responsible persons they are either evading from
responding or behaving arrogantly.
The above discussed situations being
most anti-employee and causing great
harm to the interests of the employees altogether and spoiling the congenial
atmosphere in the offices too, the meeting deplores such attitude and urges
upon the Principal Chief Controller of Accounts, Central
Board of Excise and Customs to kindly intervene and convene a meeting with the National
Executives of All India Civil Accounts Employees Association immediately for discussion and settlement of the long
pending problems of the employees.
The meeting resolves that, if no
response is received from the authority within a fortnight of the receipt of
this resolution, the Association shall have
no other alternative but to resort to organizational actions.
The meeting further resolves to forward
this resolution to the Principal Chief Controller of Accounts, Central Board of
Excise and Customs and the Controller General of Accounts, Ministry of Finance.
